1. Approve the Procedure for complete conversion bards (the main withdrawal of spirit production) according to Appendix No. 1 to this order.

2. Approve the List of processing equipment for complete conversion bards according to Appendix No. 2 to this order.

3. To impose control of execution of this order on the deputy manager of Federal Service for Alcohol Market Regulation E. E. Makhnovsky.

Appendix № 1

to the Order of Federal Service for Alcohol Market Regulation of the Russian Federation of December 4, 2012 No. 365

Procedure for complete conversion bards (main withdrawal of spirit production)

1. This Procedure determines requirements to the complete conversion bards (the main withdrawal of spirit production) which is part of production of ethyl alcohol from grain raw materials and representing the liquid remaining balance which is formed as a result of distillation of mature distiller's beer, containing insoluble part of initial grain raw materials and barmy biomass.

2. Complete conversion bards comes to the end with receipt (development) of products, the expiration date or storage duration of which constitutes at least six months with mass fraction of the moisture no more than 12% preventing its microbiological spoil (further - conversion products bards).

3. For complete conversion bards the necessary processing equipment provided in appendix No. 2 taking into account provisions of Item 5 of this Procedure, and also other equipment determined by the organization in its technical documents according to which are performed production storage, transportations and sales of products of conversion bards (standards of the organization, either specifications, or production production schedules) which conforms to requirements of the technical regulation of the Customs union of TR CU 010/2011 "About safety of machines and the equipment", the Customs union approved by the decision of the Commission of October 18, 2013 No. 823 is used.

4. Complete conversion bards is performed by the organizations under condition:

1) uses of the processing equipment specified in Item 5 of this Procedure conforming to the mandatory requirements established by the corresponding technical regulations;

2) compliance of processes of complete conversion bards to technical documents of the organization (standards of the organization, either specifications, or the production production schedules) containing the plan of the production supervision exercised by accredited laboratory of chemical and technology control of the organization or other accredited laboratory under the agreement;

3) uses of complex of the processing equipment having the performance allowing to process completely all amount bards, received when using everything the capital processing equipment belonging to the organization and installed by it for production of the maximum possible amount of ethyl alcohol in the location of this equipment;

4) exceptions of formation of waste and (or) drains.

5. For the conversion product receipt bards intended for feeding of farm animals, bird and fur animals 3 presents of the Procedure the following processing equipment are used corresponding to Item:

a) for production fodder dry bards - the processing equipment specified in Items 1 - the 4 and 13 appendices No. 2;

b) for gluten production - the processing equipment specified in Items 1 - the 3 and 13 appendices No. 2;

c) for production of the fodder yeast and other feed additives received on technology of microbiological bioconversion - the processing equipment specified in Items 1 - the 10 and 13 appendices No. 2;

d) for production of fodder premixes - the processing equipment specified in Items 1 - 4, the 11 and 13 appendices No. 2;

e) for production of fodder mixes - the processing equipment specified in Items 1 - 4, 11 - 13 appendices No. 2.

6. For production (production) of other products of conversion bards 3 presents of the Procedure the processing equipment specified in Items 1 - the 4 and 13 appendices No. 2 and other equipment which use is provided by the production technology are used corresponding to Item.
