Based on part two of article 21 of the Law of the Republic of Belarus of May 5, 1998 No. 141-Z "About protection of the population and the territories against emergency situations of natural and technogenic nature", the paragraph of the thirteenth of article 7 of the Law of the Republic of Belarus of October 26, 2000 "About mobilization preparation and mobilization" and the paragraph of the sixth of article 6 of the Law of the Republic of Belarus of November 27, 2006 No. 183-Z "About civil defense" the Council of Ministers of the Republic of Belarus DECIDES: No. 449-Z

1. Approve Regulations on procedure for training in the field of protection of the population and the territories against emergency situations of natural and technogenic nature and civil defense it (is applied).

2. Determine that:

training in the field of protection of the population and the territories against emergency situations of natural and technogenic nature and civil defense will be organized in the republican state bodies, other organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs, the organizations irrespective of patterns of ownership, organizations of education and also for the residence;

employers bear responsibility for timely training in the field of protection of the population and the territories against emergency situations of natural and technogenic nature and civil defense by workers;

training in the field of protection of the population and the territories against emergency situations of natural and technogenic nature and civil defense takes place in Armed Forces, other troops, military forming and paramilitary organizations of the Republic of Belarus within the actions for the corresponding type of preparation according to the procedure, determined by regulatory legal acts of the relevant state bodies;

under the organization of training in the field of protection of the population and the territories against emergency situations of natural and technogenic nature and civil defense the standard forms of the accounting planning documentation established by the Ministry of Emergency Situations are used.

3. Declare invalid the resolution of Council of Ministers of the Republic of Belarus of August 23, 2001 No. 1281 "About the Procedure for executive training, officials and employees of republican state bodies, the associations subordinated to the Government of the Republic of Belarus, local executive and administrative organs, organizations, public associations and the populations in the field of protection against emergency situations of natural and technogenic nature" (The national register of legal acts of the Republic of Belarus, 2001, No. 82, 5/7901).

4. To the republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs, the organizations irrespective of patterns of ownership to bring the legal acts into accord with this resolution.

5. This resolution becomes effective in three months after its official publication.

Regulations on procedure for training in the field of protection of the population and the territories against emergency situations of natural and technogenic nature and civil defense

1. This Provision determines the main objectives, the directions, forms, methods and procedure for training of heads and employees of republican state bodies, other organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs, organizations irrespective of patterns of ownership and the population in the field of protection of the population and the territories against emergency situations of natural and technogenic nature and civil defense, and also citizens who complete special forming of bodies and divisions for emergency situations on mobilization (further – training).

Categories of students, amount, places and frequency of training in the field of protection of the population and the territories against emergency situations of natural and technogenic nature and civil defense are determined according to appendix.

2. The main objectives of training are:

2.1. obtaining and enhancement by all categories of the population of knowledge, skills:

preventions of emergency situations of natural and technogenic nature (further - emergency situations);

actions in the conditions of emergency situations and on signals of the notification of civil defense (further - GO);

uses of collective and individual remedies;

2.2. development and enhancement at heads and workers (providing accomplishment of actions of GO and tasks in the field of protection of the population and the territories against emergency situations) the republican state bodies, other organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs, organizations irrespective of patterns of ownership (further if other is not determined, – bodies and the organizations) practical skills of management of forces and means which are part of the State system of the prevention and liquidation of emergency situations (further – GSChS) and GO, operations procedure in case of introduction of the different modes of functioning of this State system and degrees of readiness of GO, the organization and holding evacuation actions, and also when carrying out rescue and other urgent works;

2.3. development and enhancement at citizens who complete special forming of bodies and divisions for emergency situations on mobilization, practical skills of work when carrying out rescue and other urgent works in wartime;

2.4. training of personnel of forces of GO for carrying out rescue and other urgent works.

3. Training is performed in the following directions:

prevention and liquidation of emergency situations and GO;

ensuring fire, industrial, nuclear and radiation safety.

4. Training will be organized in internal and correspondence (including remote) forms.

Training in bodies and the organizations is carried out to working hours.

5. Training is performed:
