About approval of the Method of forming of statistics on foreign trade in goods of the Republic of Belarus
Based on the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445 "About some questions of bodies of the state statistics" the National Statistical Committee of the Republic of Belarus DECIDES:
1. Approve the enclosed Method of forming of statistics of foreign trade in goods of the Republic of Belarus.
2. This resolution becomes effective in fifteen working days after its signing.

1. The method of forming of statistics of foreign trade in goods of the Republic of Belarus (further - the Technique) is developed for the purpose of ensuring forming of the statistics characterizing export and commodity import of the Republic of Belarus and is applied by National Statistical Committee of the Republic of Belarus (further - Belstat).
The technique is based on rules and procedures of maintaining foreign trade statistics goods which contain in provisions of the publication of United Nations Statistical Division "Statistics of international trade in goods: management for originators" (2004), publications of United Nations Statistical Division "Statistics of international trade in goods: concepts and determinations" (2010), Single methodology of maintaining customs statistics of foreign trade and statistics of the mutual trade of state members of the Customs union approved by the Decision of the Commission of the Customs union of January 28, 2011 No. 525, of the Instruction about procedure for forming of data of customs statistics of foreign trade and statistics of the mutual trade of state members of the Customs union approved by the Decision of the Commission of the Customs union of October 18, 2011 No. 837.
Calculation of average prices and physical export volume and commodity import is based on Recommendations of Eurostat "Calculation of indexes of average prices based on data on foreign trade (appendix TREND)" and Methodical recommendations about calculation of indexes of foreign trade in Statkomitet SNG'S goods.
2. Forming of statistics on foreign trade in goods of the Republic of Belarus is performed by Belstat:
monthly not later than for the 20th day of the second month following the accounting period;
annually two times: no later than February 20 for previous year (preliminary data) and no later than June 30 for previous year (final data).
3. For the purposes of this Technique the following terms and their determinations are used:
commodity export – export from the territory of the Republic of Belarus of goods which reduce inventories of material resources of the state;
commodity import – import to the territory of the Republic of Belarus of goods which are added to inventories of material resources of the state;
the statistical territory – the territory of the state concerning which collection of primary statistical data is performed;
the country of destination of goods – the country where the goods will be consumed, used or will subject to conversion. If such country is unknown – the country to which the goods shall be delivered;
the country of goods' origin – the country in which the goods were completely made or subjected to sufficient conversion according to the criteria or procedure determined by the customs legislation of the Eurasian Economic Union (further – EEU);
the trading country – the country in the territory of which it is registered (constantly lives) the legal entity or physical person which sold or purchased goods;
the country of departure of goods – the country from which international delivery of goods, data on which are provided in transport (transportation) documents, is begun;
the organizations of the social sphere – organizations of education, the organization of health care, sanatoria, houses boarding schools for aged and disabled people.
All other terms are used in this Technique in the values determined by the Customs Code of the Customs Union (before entry into force of the Customs code of the Eurasian Economic Union), civil and other legislation of the Republic of Belarus.
4. Forming of statistics on foreign trade in goods of the Republic of Belarus is performed on the basis:
the data of customs statistics of foreign trade of the Republic of Belarus and statistics of mutual trade of the Republic of Belarus with state members of EEU (further – data of customs statistics) provided in Belstat by the State Customs Committee of the Republic of Belarus (further – the State Customs Committee);
primary statistical data about foreign trade in goods;
data on export volumes and the import of the separate goods which are not considered by customs statistics, received by calculation.
5. When forming statistics on foreign trade in goods of the Republic of Belarus in Belstat data of customs statistics which are created on the basis of the data containing in the following documents are used:
the declarations on goods including presented in the form of electronic documents with mark of customs authority (entering into information systems of customs authority of data) on release of goods according to the declared customs procedure (further - declarations on goods);
the statistical declarations and periodic statistical declarations registered by customs authorities (further - statdeklaration);
reports of owners of duty-free shops;
the passenger customs declarations registered concerning the cars imported into the Republic of Belarus by physical persons for private use and issued in free circulation in the territory of the Republic of Belarus - the motor-vehicles specified in the subitem 1) of Item 1 of article 2 of the Agreement on procedure for movement by physical persons of goods for the private use through customs border of the Customs union and making of the customs transactions connected with their release signed in St. Petersburg on June 18, 2010, the trail cars and semitrailer trucks classified in goods item of the 8716th single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union (further - the CN FEA EEU);
the documents reflecting calculation and payment of utilization collection, registered by customs concerning the vehicles imported by physical persons into the Republic of Belarus from the territories of other state members of EEU and which are subject to state registration in the territory of the Republic of Belarus according to the legislation of the Republic of Belarus.
Data of customs statistics contain the information on import by physical persons to the territory of the Russian Federation provided by Customs or statistical Services of the Russian Federation from the Republic of Belarus of the vehicles classified in group of 87 CN FEA EEU.
6. On the basis of primary statistical data about foreign trade in goods official statistical information on export is created of the Republic of Belarus of oil, gas condensate, the electric power, potash and nitrogen fertilizers, caprolactam and import to the Republic of Belarus of oil, gas condensate and the electric power.
7. On the basis of primary statistical data about foreign trade in goods official statistical information on export and import of the bunker fuel used for gas station of aircrafts is created.
8. When forming statistics on foreign trade in goods of the Republic of Belarus the data on export volumes and import of the separate goods which are not considered by customs statistics, received by calculation as in case of their import and export by legal entities and physical persons (including individual entrepreneurs) submission to customs authorities of declarations on goods and statdeklaration are not provided by the legislation of the Republic of Belarus are used or it is not performed.
9. No. 213 is excluded according to the Resolution of National Statistical Committee of the Republic of Belarus of 28.12.2015
10. Forming of statistics on foreign trade in goods of the Republic of Belarus is based on general system of accounting of trade in case of which the Frontier of the Republic of Belarus acts as border of the statistical territory.
11. According to general system of accounting of trade when forming statistics on foreign trade in goods of the Republic of Belarus data on the goods crossing Frontier of the Republic of Belarus from them join:
about the goods imported or exported (further - delivered) according to barter agreements;
about goods delivered under consignment agreements;
about goods delivered for the purpose of their conversion and also conversion products;
about goods delivered as free, humanitarian or technical assistance;
