2. To provide to the Ministry of Finance of the Kyrgyz Republic financing of the State agency on cases of local self-government and the interethnic relations under the Government of the Kyrgyz Republic within the means provided by the republican budget for the current financial year.

3. To the state agency on cases of local self-government and the interethnic relations under the Government of the Kyrgyz Republic in two-month time:

- bring the decisions into accord with this resolution;

- submit for consideration of the Government of the Kyrgyz Republic of the offer on modification and the amendments in regulatory legal acts following from this resolution.

4. To impose control of execution of this resolution on department of organizational and inspection work and local self-government of Government office of the Kyrgyz Republic.

5. This resolution becomes effective from the date of official publication.

Regulations on the State agency on cases of local self-government and the interethnic relations under the Government of the Kyrgyz Republic

1. The state agency on cases of local self-government and the interethnic relations under the Government of the Kyrgyz Republic (further - the Agency) is the state body of the executive authority realizing state policy in the sphere of local self-government and the interethnic relations.

The agency in the activities is guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, other regulatory legal acts of the Kyrgyz Republic which came in accordance with the established procedure into force international treaties of the Kyrgyz Republic which participant is the Kyrgyz Republic, and this Provision.

- taking measures for free and equal development of ethnoses of the Kyrgyz Republic and providing their rights;

- creation of conditions for effective development of ethnic variety;

- creation of early warning system and prevention of the interethnic conflicts.

4. Functions of the Agency

6. The agency according to the tasks assigned to it performs the following functions:

a) in the sphere of industry policy:

- realizes state policy in the sphere of local self-government and the interethnic relations;

- realizes state policy in the field of development of the separate border territories of the Kyrgyz Republic having special status;

- provides guarantees of implementation of the obligations of the state in the field of local self-government established by the legislation of the Kyrgyz Republic;

- participates in project development of the laws and other regulatory legal acts, the state and national programs, complex of other measures, and also analytical materials in the sphere of development of local self-government and strengthening of interethnic consent, makes offers in the Government of the Kyrgyz Republic on these questions;

- assists local government bodies in development and program implementation of development of the corresponding territories;

- makes suggestions for improvement of the administrative-territorial device of the Kyrgyz Republic;

- carries out work on studying of condition of execution by local government bodies of requirements of the Constitution and the laws of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, and also resolutions and orders of the Government of the Kyrgyz Republic in the sphere of development of local self-government and strengthening of interethnic consent, including the solution of questions of local value and the delegated state powers;

- interacts with authorized state body for public service, the interested ministries, departments and other bodies in implementation of measures for advanced training of personnel of local government bodies;

- develops offers on enhancement of state policy in the sphere of the interethnic relations;

- holds events for legal promotion for the questions entering competence of the Agency;

- promotes realization of the creative, cultural, language and other initiatives aimed at the development of the interethnic relations and satisfaction of ethnocultural and educational requirements and development of ethnic identity of the people of the Kyrgyz Republic;

- in the procedure established by the legislation popularizes values of ethnocultural diversity in society and tradition of peaceful residence in the country of different national communities;

- holds events for promotion of strengthening of unity of the people and development of civil integration;
