About approval of the Regulations on procedure for carrying out technical inspection of vehicles

1. Approve the enclosed Regulations on procedure for carrying out technical inspection of vehicles.

2. Recognize invalid:

- the order of the Government of the Kyrgyz Republic "About approval of Rules of carrying out the state technical inspection of motorized vehicles and trail cars" of March 12, 2002 No. 135;

- Item 44 of the order of the Government of the Kyrgyz Republic "About modification and amendments in some decisions of the Government of the Kyrgyz Republic" of August 17, 2004 No. 622.

3. This resolution becomes effective after fifteen days from the date of official publication.

Regulations on procedure for carrying out technical inspection of vehicles

1. General provisions

1. The regulations on procedure carrying out technical inspection of vehicles (further - the Provision) are the regulatory legal act establishing procedure for carrying out technical inspection of vehicles in the territory of the Kyrgyz Republic.

2. Technical inspection of vehicles is performed by the diagnostic centers accredited according to the Law of the Kyrgyz Republic "About bases of technical regulation of the Kyrgyz Republic".

3. The main objective of technical inspection is control of compliance of design of vehicles to the requirements established by the corresponding technical regulations.

4. The diagnostic centers provide placement in mass media, the Internet, in the place, convenient for acquaintance, in Item of technical inspection of information on operational mode of Item of technical inspection, the sizes of service fee on carrying out technical inspection, the list of the documents necessary for passing of technical inspection of the vehicles specified in Item 5 of this provision.

2. Procedure for carrying out technical inspection of land vehicles

5. For carrying out technical inspection of vehicles, legal entities and physical persons, owners of vehicles (further - the operator):

- have option of the diagnostic center for carrying out technical inspection of vehicles;

- submit the application to the diagnostic center;

- represent vehicles;

- show the identity document of the operator, the registration certificate in judicial authorities (for legal entities) and the registration certificate of the vehicle;

- pay the cost of works on carrying out technical inspection of vehicles according to the price list of the prices of the diagnostic center.

6. The operator having on balance special vehicles (truck cranes, automatic hydraulic jacks and other types of mechanisms) on the landing gear of cars, and also the vehicles transporting dangerous goods shall undergo before carrying out technical inspection testing of special vehicles regarding safety of lifting and other devices in divisions of the State inspectorate for ecological and technical safety under the Government of the Kyrgyz Republic, with receipt of the certificate of suitability to further operation of the mechanisms established on the landing gear of cars then to present them on technical inspection.

7. When carrying out technical inspection the diagnostic center:

- accepts the request for carrying out technical inspection of vehicles;

- informs the operator on procedure for carrying out technical inspection of vehicles;

- represents to the operator the price list of the prices of works on carrying out technical inspection of vehicles approved in accordance with the established procedure;

- checks compliance of serial numbers of the landing gear and bodies, compliance of coloring of cars to data in the registration certificate of vehicles;

- checks placement on special means of the light and acoustic alarm;

- checks the vehicle for compliance to the requirements established by the corresponding technical regulations;

- carries out registration of the vehicles which had technical inspection;

- enters each procedure of technical inspection of vehicles in the diagnostic map of technical inspection of the vehicle.

The diagnostic card of technical inspection of the vehicle shall contain the following information:

- data on the operator with indication of surname, name, middle name or the name of the legal entity, type, model, year of manufacture, series and certificate number about registration, vehicle body number;

- data on compliance or discrepancy of parameters of the vehicle to the requirements established by the corresponding technical regulations;

- conclusion about compliance or discrepancy to safety requirements of the vehicle;

- the data on the expert including surname, name, middle name, date, the sign and seal.

The diagnostic card is drawn up in duplicate: one copy of the diagnostic card is represented to the applicant, the second copy is stored in the diagnostic center.

The diagnostic card of technical inspection of the vehicle is stored three years.

7-1. The diagnostic center carries out photo and video fixing of the procedure of technical inspection of vehicles, and in case of positive results of technical inspection enters online data on its results in the single automated information system of technical inspection.

In case of negative results of technical inspection of the data on results of carrying out technical inspection are not entered into the single automated information system of technical inspection.

Materials of photo and video fixing are stored 3 years on the server of the database of the single automated information system of technical inspection.

8. Technical condition of trail cars and semitrailer trucks is checked both as a part of the road train, and in the uncoupled condition (for control of operability of the traction coupling device).

9. In case of detection of distinctions in registration data, counterfeits of serial numbers of the landing gear (frame) or body, entries in the registration certificate of vehicles, the diagnostic center notifies authorized state body in the field of traffic safety and refuses carrying out technical inspection.

10. Duration of technical inspection of one vehicle depending on classification shall constitute from fifteen to sixty minutes.
