These rules resolutions of the Cabinet of Ministers of the Azerbaijan Republic "About application of step-by-step certification of products (works, services) of July 1, 1993 No. 343, and also regulating documents of national certified system of the Azerbaijan Republic are drafted on the basis of the laws of the Azerbaijan Republic "About consumer protection", (AZD system).
The document determines rules and the procedure of certification of means of communication (CC) in the Azerbaijan Republic.
These rules do not extend to earlier operated and repaired means of communication.
The main objective of certification of CC is creation and market support of means of communication in the republic, determination of the fact of compliance of technical parameters CC to requirements of the interconnected communication networks of the Azerbaijan Republic (VSS), national, international, interstate and other regulating documents.
Main objective of certification of CC is:
• creation of necessary conditions for activities of the companies and the organizations on single commodity market;
• determination of technological levels of CC for application in VSS;
• assistance to consumers in acquisition of high-quality products;
• consumer protection from the producers making low-quality goods;
• raising of technological level and qualitative indexes of CC, including electromagnetic interaction, on the level of consumer requirements;
• creation of conditions for the reasonable competition in the domestic market;
• creation of conditions for application of advanced technology.
In these rules the concepts, terms and provisions conforming to regulating documents of ISO MEK 2, to the international standard ISS 8402-86, and also terms used in communication system are used:
• certification of conformity - activities of the third party, convincing image proving compliance identified in the subject procedure for products, to the specific standard or other regulating document;
• obligatory certification - confirmation of products compliance by authority to obligatory regulating documents;
• voluntary certification - voluntary certification on desire of the producer (contractor), the seller (guarantor), consumer (society and the union of producers), and also state bodies (further - the Customer);
• the regulating document - the document uniting standards, sanitary standard rates and rules or requirements to products, quality determination methods;
• the international standard - the standard accepted by the international organizations which are engaged in standardization, possible for wide circles of consumers;
• the national standard - the standard accepted by national authority on certification and accepted for a wide range of consumers;
• the quality system - connection of organizational structures, responsibility, procedures, processes and reserves providing implementation of the common directorship with quality;
• data on compliance - the statement behind complete responsibility of the product supplier, goods reflecting products compliance, to the specific standard or other regulating document;
• certified system - the system having special methods and rules of management for carrying out certification of conformity;
• system of certification of uniform products - system of certification of certain products to which identical specific standards and rules, the identical procedure are applied;
• certification body - the body which is carrying out certification of conformity;
• the certificate of conformity - the document reflecting ensuring with necessary guarantee compliance published according to rules of certified system, identified properly products to the specific standard or other regulating document;
• mark of conformity - the sign showing products compliance, to the approved requirements, appropriated and applied according to rules of certified system, registered in accordance with the established procedure;
• the member of certified system - the certification authority having opportunity to manage system and acting according to the provided system;
• accreditation - official recognition of implementation of any activities for certification;
• accredited experienced laboratories - experienced laboratories which powers on carrying out testing of specific types of products or specific testing are officially acknowledged;
• safety - lack of the risk connected with danger of damnification;
• environment protection - environment protection against undesirable impacts of products, process or service;
• production certification - official confirmation by certification authority or other authorized bodies of ensuring the stability provided by regulating documents in case of production of these or those products;
• inspection control - control over activities of the bodies accredited on certification, experienced laboratories, and also production process of the certified products;
• the customer - the company, body, the legal entity and physical person addressing to certification authority for certification of any specific type of products;
• the expert-auditor - accredited person, authorized to carry out one or several work types in the field of certification;
• the certified scheme - the sequence of activities and structure of the third party when carrying out certification of conformity;
• the certificate of conformity of means of communication - the document confirming compliance of the means of communication (CC) used in the interconnected communication networks (ICN) shown to technical requirements and zero accident rate of use;
• certification mark of means of communication - the sign appropriated or applied on the basis of rules of certification of means of communication, showing carrying out certification of products and its compliance to the specific standard or regulating documents.
