About authorized bodies of the Russian Federation on ensuring the state control (supervision) of observance of requirements of technical regulations of the Customs union

1. Determine that the state control (supervision) of observance of requirements:

a) the technical regulation of the Customs union "About safety of the low-voltage equipment" and the technical regulation of the Eurasian Economic Union "About restriction of use of dangerous substances in products of electrical equipment and radio electronics" it is performed:

Federal Service for the Oversight of Consumer Protection and Welfare concerning the low-voltage equipment, and also the products of electrical equipment and radio electronics realized only for personal, the family, house and other not connected with implementation of business activity needs of consumers;

Federal Agency for Technical Regulation and Metrology concerning the low-voltage equipment, and also the products of electrical equipment and radio electronics realized not for needs of consumers;

b) the technical regulation of the Customs union "About safety of machines and the equipment" it is performed:

Federal Service for the Oversight of Consumer Protection and Welfare concerning the machines and the equipment realized only for personal, the family, house and other not connected with implementation of business activity needs of consumers;

Federal Service for Environmental, Technological and Nuclear Supervision concerning machines and the equipment which are used on persons under surveillance to Service objects, lift platforms to disabled people, passenger conveyors (moving walking paths), escalators (except for escalators in the subways and the machines and the equipment which are on the objects subordinated to the Ministry of Defence of the Russian Federation, Federal Penitentiary Service, Federal Security Service of the Russian Federation, Federal Guard Service of the Russian Federation, Russian Foreign Intelligence Service and the Directorial Board for the Special Programs of the President of the Russian Federation) and the processes of operation and utilization connected with requirements to these products;

Federal Agency for Technical Regulation and Metrology concerning the machines and the equipment realized not for needs of consumers, and connected with requirements to these products of design processes (including researches), production, operation, storage, transportation, realization and utilization (except for machines and the equipment, persons under surveillance to Federal Service for Environmental, Technological and Nuclear Supervision and being on the objects subordinated to the Ministry of Defence of the Russian Federation, Federal Penitentiary Service, Federal Security Service of the Russian Federation, Federal Guard Service of the Russian Federation, Russian Foreign Intelligence Service and the Directorial Board for the Special Programs of the President of the Russian Federation, and connected with requirements to these products of processes of operation and utilization), and also installation and adjustment (except for installation and adjustment in case of construction and reconstruction of capital construction projects concerning which control (supervision) of observance of the mandatory requirements established by the technical regulation is provided with federal executive bodies or executive bodies of subjects of the Russian Federation when carrying out the state construction supervision in accordance with the legislation of the Russian Federation about town-planning activities);

The Ministry of Defence of the Russian Federation, Federal Penitentiary Service, Federal Security Service of the Russian Federation, Federal Guard Service of the Russian Federation, Russian Foreign Intelligence Service and the Directorial Board for the Special Programs of the President of the Russian Federation concerning machines and the equipment, the objects being on subordinated to the specified federal executive bodies and connected with requirements to these products of processes of operation and utilization.

c) the technical regulation of the Customs union "Safety of elevators" is performed:

Federal Service for Environmental, Technological and Nuclear Supervision concerning elevators and safety controls of elevators at operation stage, except for elevators and safety controls of the elevators which are on the objects subordinated to the federal executive bodies specified in paragraph four of this subitem;

Federal Agency for Technical Regulation and Metrology concerning elevators and safety controls of the elevators released, and connected with requirements to these products of design processes (including researches) and production, and also installation (except for process of installation in case of construction and reconstruction of capital construction projects concerning which control (supervision) of observance of the mandatory requirements established by the technical regulation is provided with federal executive bodies or executive bodies of subjects of the Russian Federation when carrying out the state construction supervision in accordance with the legislation of the Russian Federation about town-planning activities);

The Ministry of Defence of the Russian Federation, Federal Penitentiary Service, Federal Security Service of the Russian Federation, Federal Guard Service of the Russian Federation, Russian Foreign Intelligence Service, the Directorial Board for the Special Programs of the President of the Russian Federation concerning objects of elevators and safety controls of elevators being on subordinated to the specified federal executive bodies;

d) technical regulations of the Customs union "About safety of the equipment for work in explosive environments", "About safety of the devices using gaseous fuel" it is performed:

Federal Service for Environmental, Technological and Nuclear Supervision concerning the equipment for work in explosive environments and the devices using gaseous fuel which are used on persons under surveillance to Service objects;

Federal Agency for Technical Regulation and Metrology (except for the equipment for work in explosive environments and the devices using gaseous fuel which are used on persons under surveillance to Federal Service for Environmental, Technological and Nuclear Supervision objects);

e) the technical regulation of the Customs union "Electromagnetic compatibility of technical means" is performed by Federal Agency for Technical Regulation and Metrology.

e) the technical regulation of the Customs union "About safety of the equipment working under excessive pressure" it is performed by Federal Service for Environmental, Technological and Nuclear Supervision.

g) the technical regulation of the Customs union "About requirements to lubricants, oils and special liquids" it is performed:
