1. Approve enclosed:

Rules of establishment for subscribers of the organizations performing water disposal, standard rates of admissible dumpings of pollutants, other substances and microorganisms in water objects through centralized systems of water disposal and limits on dumpings of pollutants, other substances and microorganisms;

changes which are made to acts of the Government of the Russian Federation.

2. Realization of the powers provided by this resolution is performed by Federal Nature Management Supervision Service within the established extreme number of employees of its central office and territorial authorities, and also budgetary appropriations provided to Service on ensuring its activities.

3. This resolution becomes effective since January 1, 2014.

Rules of establishment for subscribers of the organizations performing water disposal, standard rates of admissible dumpings of pollutants, other substances and microorganisms in water objects through centralized systems of water disposal and limits on dumpings of pollutants, other substances and microorganisms

1. These rules determine procedure for establishment of standard rates of admissible dumpings of pollutants, other substances and microorganisms in water objects through centralized systems of water disposal (further - standard rates of admissible dumpings) and limits on dumpings of pollutants, other substances and microorganisms (further - limits on dumpings) for subscribers of the organizations performing water disposal, established by the order of the Government of the Russian Federation of March 18, 2013 No. 230 "About categories of subscribers for which objects standard rates of admissible dumpings of pollutants, other substances and microorganisms are established" (further - subscribers).

2. Standard rates of admissible dumpings and limits on dumpings for subscribers are set by Federal Nature Management Supervision Service.

3. For establishment of standard rates of admissible dumpings subscribers represent the following documents to Federal Nature Management Supervision Service:

a) the statement for establishment of standard rates of admissible dumpings in which the information about the applicant is specified (the full and abbreviated name of the subscriber, the location, individual taxpayer number, the primary state registration number);

b) calculation of standard rates of admissible dumpings according to technique of the development of standard rates of admissible dumpings of substances and microorganisms into water objects for water users provided by the order of the Government of the Russian Federation of July 23, 2007 No. 469.

4. Documents, stipulated in Item 3 these rules, can be provided by the subscriber to Federal Nature Management Supervision Service directly or the registered mail with the assurance of receipt or in the form of the electronic document with use of information and telecommunication networks signed by the digital signature.

5. Documents, stipulated in Item 3 these rules, shall be considered by Federal Nature Management Supervision Service within 30 working days from the date of their receipt.

6. Establishment of standard rates of admissible dumpings is drawn up by the order of Federal Nature Management Supervision Service.

7. The bases for refusal in establishment of standard rates of admissible dumpings are:

a) representation in incomplete amount of documents, stipulated in Item 3 these rules;

b) discrepancy of calculation of standard rates of admissible dumpings to technique of development of standard rates of admissible dumpings of substances and microorganisms in water objects for water users;

c) the exceeding of standard rates of admissible dumpings of substances and microorganisms containing in calculation of standard rates of admissible dumpings into water objects for water users, the centralized systems of water disposal installed for objects if the project documentation of treatment facilities of the organization performing sewage treatment does not provide removal of pollutants, other substances and microorganisms from the sewage accepted from subscribers.

8. The verified copy of the order on establishment of standard rates of admissible dumpings or motivated refusal are transferred in establishment of standard rates of admissible dumpings to the subscriber directly or go the registered mail with the assurance of receipt or in electronic form with use of information and telecommunication networks in time, stipulated in Item 5 these rules.

9. The bases for modification of standard rates of admissible dumpings are:

a) change of the centralized systems of water disposal of standard rates of admissible dumpings installed for objects, except as specified, if the project documentation of treatment facilities of the organization performing sewage treatment provides removal of pollutants, other substances and microorganisms from the sewage accepted from subscribers;

b) change by the subscriber of the production technology, methods of sewage treatment and parameters of dumping.

10. Modification of standard rates of admissible dumpings is performed according to the procedure, established by Items 3 - 8 these rules.

11. For establishment of limits on dumpings subscribers represent the following documents to Federal Nature Management Supervision Service:

a) the statement for establishment of limits on dumpings in which the information about the applicant (the full and abbreviated name, the location, individual taxpayer number, the primary state registration number) is specified;

b) the plan of decrease in dumpings approved in the procedure established by the Federal Law "About Water Supply and Water Disposal".
