1. Approve the enclosed Standard rules of rendering the public assistance, establishment of the sizes and determination of the list of separate categories of the needing citizens (further - Standard rules).

2. To local executive bodies within a month from the date of enforcement of this resolution to develop rules of rendering the public assistance, establishment of the sizes and determination of the list of separate categories of the needing citizens according to Standard rules and to submit for approval in local representative bodies.

3. This resolution becomes effective after ten calendar days from the date of the first official publication.

Standard rules of rendering the public assistance, establishment of the sizes and determination of the list of separate categories of the needing citizens

1. These Standard rules of rendering the public assistance, establishment of the sizes and determination of the list of separate categories of the needing citizens (further - Standard rules) are developed according to the Law of the Republic of Kazakhstan of January 23, 2001 "About local public administration and self-government in the Republic of Kazakhstan" and determine standard procedure for rendering the public assistance, establishment of the sizes and determination of the list of separate categories of the needing citizens.

2. Based on these Standard rules the akimat of the city of republican value, the capital, area (city of regional value) (further - MIO) develops rules of rendering the public assistance, establishment of the sizes and determination of the list of separate categories of the needing citizens.

Chapter 1. General provisions

3. The main terms and concepts which are used in these Standard rules:

1) The Government for Citizens State corporation (further - authorized organization) - the legal entity created according to the decision of the Government of the Republic of Kazakhstan for rendering the state services, services in issue of specifications on connection to networks of subjects of natural monopolies and services of subjects of the quasi-public sector according to the legislation of the Republic of Kazakhstan, the organization of work on reception of applications on rendering the state services, services in issue of specifications on the connection to networks of subjects of natural monopolies, services of subjects of the quasi-public sector and issue of their results to uslugopoluchatel by the principle of "one window", and also ensuring rendering the state services electronically performing state registration of the rights to real estate in the place of its stay;

5) holidays - days of national and public holidays of the Republic of Kazakhstan;

6) the average per capita income of family (citizen) - the share of comprehensive income of family falling on each family member in month;

7) the central executive body - the state body providing realization of state policy in the sphere of social protection of the population;

8) difficult life situation - the situation which is objectively breaking activity of the citizen which he cannot independently overcome;

9) authorized body - the executive body of the city of republican value, the capital, area (city of regional value), the area in the city in the sphere of social protection of the population financed by the local budget, performing rendering the public assistance;

10) the precinct election commission - the commission created by the decision of akims corresponding it is administrative - territorial units for carrying out inspection of financial position of persons (families) which asked for the public assistance, and preparation of the conclusions;

Limiting 11) the size - the approved maximum extent of the public assistance.

4. For the purposes of these Standard rules the public assistance is understood as the help provided to MIO in cash or natural form to separate categories of the needing citizens (further - receivers) in case of approach of difficult life situation, and also to memorials and holidays.

5. Measures of social support, the stipulated in Article 16 Laws of the Republic of Kazakhstan "About social protection of persons with disability in the Republic of Kazakhstan", the subitem 2) of Article 10, the subitem 2) of Article 11, the subitem 2) of Article 12, the subitem 2) of Article 13, article 17 of the Law of the Republic of Kazakhstan "About veterans", appear according to the procedure, determined by these Standard rules.

6. The public assistance is provided one-timely and (or) periodically (monthly, quarterly, 1 time a half-year).

7. Lists of memorials and holidays for rendering the public assistance, and also frequency rate of rendering the public assistance are established by local representative bodies on representation of MIO.

8. The precinct and special election commissions perform the activities based on the provisions approved regional (the city of republican value, the capital) of MIO.

Standard regulations on special and precinct election commissions affirm the central executive body.

Chapter 2. Procedure for determination of the list of categories of receivers of the public assistance and establishment of the extent of the public assistance

9. The list of categories of receivers, the extreme extent of the public assistance, circulation periods behind the public assistance in case of approach of difficult life situation owing to natural disaster or the fire, are established by MIO and affirm decisions of local representative bodies.
