About carrying out public technology and price audit of large investment projects with the state participation and about introduction of amendments to some acts of the Government of the Russian Federation

The government of the Russian Federation decides:

1. Approve enclosed:

Regulations on carrying out public technology and price audit of large investment projects with the state participation;

changes which are made to acts of the Government of the Russian Federation.

2. Determine that this resolution, is not applied to the large investment projects with the state participation (further - investment projects) included in federal targeted investment program for 2013 and for planning period of 2014 and 2015, the state defense order for 2013 and for planning period of 2014 and 2015, except as specified, of stipulated in Item 55 Provisions, approved by this resolution.

3. To federal agency on construction and housing and communal services:

a) approve in a month:

form of the conclusion about carrying out public technology and price audit of investment projects;

form of the summary conclusion about carrying out public technology audit of investment projects;

b) approve procedure for forming of the list of the expert organizations and physical persons which can be involved in carrying out public technology and price audit of investment projects in 2-month time;

c) approve in 2-month time from the date of acceptance of this Item of procedure specified in the subitem "b" the list of the expert organizations and physical persons which can be involved in carrying out public technology and price audit of investment projects;

d) provide annual review of regulating technical documents, standard rates of the price of the constructive decisions and estimate standard rates included in the federal register of the estimate standard rates which are subject to application in case of determination of estimated cost of capital construction projects which construction is financed with attraction of financial resources of the federal budget, taking into account the implementation of new domestic and world technologies of construction, technology and constructive solutions, modern construction materials, designs and the equipment applied in construction.

4. To the Ministry of Education and Science of the Russian Federation in 2-month time:

a) form and approve structure of scientific advisory council on carrying out public technology audit of the investment projects providing creation new or upgrade of the existing production technologies of products (works, services) of civil appointment applying for the state support with allocation in need of its structure of independent commissions of experts of the corresponding orientation or industry groups;

b) approve:

procedure and technique of carrying out expert evaluation of compliance of production technologies of products (works, services) of civil appointment to world level of development of science and technology, and also form of the expert opinion on carrying out public technology audit of investment projects;

regulations on classification of production technologies of products (works, services) of civil appointment, including for the purpose of their parametrical comparison to foreign analogs, subject to accounting according to the procedure, established by the Government of the Russian Federation for the state accounting of results of research, developmental and technology works of civil appointment.

5. Recommend to the supreme executive bodies of the government of subjects of the Russian Federation to approve regulations on carrying out statutory public technology and price audit of investment projects with the state participation of subjects of the Russian Federation.

6. Financial provision of carrying out public technology and price audit of investment projects is performed within the budgetary appropriations provided to the corresponding main managers of means of the federal budget by the Federal Law on the federal budget for the corresponding financial year and planning period on ensuring accomplishment of functions in the established field of activity.
