1. Approve enclosed:

1) Rules of preparation, retraining, advanced training of ekspertovauditor on confirmation of conformity, accreditation, determination of the country of goods' origin, the status of goods of the Customs union or foreign goods and their certification according to appendix 1 to this order;

2) Qualification requirements to confirmation of conformity, accreditation experts-auditors.

3. To committee of technical regulation and metrology of the Ministry of the industry and new technologies of the Republic of Kazakhstan (Satbayev R. A.) in the procedure established by the legislation to provide gosudarstvennuyuregistration of this order in the Ministry of Justice of the Republic of Kazakhstan and official publication in mass media.

4. To impose control of execution of this order on the vice-minister of the industry and new technologies of the Republic of Kazakhstan Tuleushin K. A.

5. This order becomes effective after twenty one calendar days from the date of its first official publication.

Rules of preparation, retraining, advanced training of experts-auditors in confirmation of conformity, accreditation, determination of the country of goods' origin, status of goods of the Customs union or foreign goods and their certification

1. General provisions

1. These rules of preparation, retraining, advanced training of experts-auditors in confirmation of conformity, accreditation, determination of the country of goods' origin, the status of goods of the Customs union or foreign goods and their certification (further - Rules) parts one of article 7 of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" are developed according to the subitem 11) (further - the Law) and determine procedure for preparation, retraining, advanced training (further - training) confirmation of conformity, accreditation experts-auditors, to determination of the country of goods' origin, the status of goods of the Customs union or foreign goods (further - ekspertovauditor) and their certifications.

2. In Rules the following basic concepts are used:

1) control of knowledge - assessment of the theoretical and practical knowledge of the corresponding training course acquired by the applicant by results of which the decision on issue of the document testimonial of training is made;

2) the training program - the program determining content and amount of knowledge, abilities, skills and competences which are subject to development by each subject matter (subject);

3) the applicant - the physical person or legal entity submitting the application for preparation, retraining and advanced training on confirmation of conformity, accreditation, determination of the country of goods' origin, the status of goods of the Customs union or foreign goods;

4) authorized body - the state body performing state regulation in the field of technical regulation and metrology;

5) the certificate of the expert - the auditor - the document for performance of works on confirmation of conformity, accreditation;

6) the competence certificate of the expert-auditor - the document for performance of works by determination of the country of goods' origin, the status of goods of the Customs union or foreign goods.

2. Procedure for preparation, retraining, advanced training

Preparation, retraining, advanced training of experts-auditors in confirmation of conformity, accreditation, determination of the country of goods' origin, the status of goods of the Customs union or foreign goods (further - training) is performed by preparation, retraining and increase in qualifications.

4. The training center performing preparation, retraining and advanced training of experts-auditors and applying in confirmation of conformity, accreditation experts-auditors, to determination of the country of goods' origin, the status of goods of the Customs union or foreign goods (further - training center) develops the training program, claims and approves it with authorized body.

5. The training program contains the following information:

1) form of professional training;

2) the name of the training rate;

3) duration;

4) purpose of carrying out training;

5) the curriculum including the name of disciplines, number of hours on each discipline (Section), including lecture, practical training (if necessary);

6) content and amount of knowledge, abilities, skills and competences which are subject to development.

6. Terms of carrying out the training rates constitute at least:

2 weeks (80 class periods) - on preparation, retraining;

1 week (40 class periods) - on advanced training.

Physical persons with work experience are trained more than two years on standardization, determination of the country of goods' origin, the status of goods of the Customs union or foreign goods on week rate.

7. For training the applicant directs the request of any form in training center performing training with indication of the information about the specialist going for training, forms of education and names of subject of training.

8. Training by training center is performed after registration of the request according to regulating documents on standardization of the Republic of Kazakhstan.

9. Control of knowledge of results of training is exercised by examination committee of training center which part experts-auditors and specialists with length of service in directed activities are at least 5 years.

Control of knowledge is exercised in the form of testing.

Control of knowledge is assessed positively in case of set of the correct answers in number of at least seventy percent.
