About approval of Rules of maintaining the State inventory of geodetic, topographical and cartographic data
For the purpose of execution of the Presidential decree of the Azerbaijan Republic "About execution of the Law of the Azerbaijan Republic "About geodesy and cartography" of July 18, 1998 the No. 738 Cabinet of Ministers of the Azerbaijan Republic decides:
1. Approve "Rules of maintaining the State inventory of geodetic, topographical and cartographic data" (are applied).
Prime Minister of the Azerbaijan Republic
Approved by the Resolution of the Cabinet of Ministers of the Azerbaijan Republic of October 17, 1998 No. 209
1. These rules are developed according to the Law of the Azerbaijan Republic "About geodesy and cartography" and other existing normative legal acts and determine rules of forming, the organization and maintaining the State inventory of geodetic, topographical and cartographic data in the Azerbaijan Republic.
2. The state inventory of geodetic, topographical and cartographic data consists of three parts:
state inventory of geodetic materials and data;
state inventory of topographical materials and data;
state inventory of cartographic materials and data.
3. The state inventory of geodetic materials and data is the collection of the sizes, materials, altitudes, depths, years of bookmark, durability, categories of accuracy, classification, coordinates and height of opornogeodezichesky Items in single classification and form.
3.1 Geodetic materials join triangulable, astronomical, gravimetric, trilateratsionny, poligonometrichesky Items, leveling tags, brands and reference points.
3.2 Geodetic data join also different systems of coordinates, systems of altitude and other data.
The state inventory of geodetic materials and data is component of mathematical basis of topographical and cartographic materials and data.
3.3 The state inventory of geodetic data is kept in the following sequence:
catalogs and outlines of the high-precision triangulable, gravimetric, astronomical centers, fundamental leveling Items and tags are systematized under the corresponding signature stamps according to nomenclatures with scales of 1:200 000.
systems of any coordinates are grouped and systematized everyone.
3.4 Poligonometrichesky, leveling brands and reference points, catalogs of geodetic Items of average accuracy are systematized under the corresponding signature stamps according to nomenclatures with scale of 1:25 000.
3.5 Catalogs of the geodetic Items of low accuracy built by specialized enterprises, the organizations and physical persons are systematized by them in the nomenclature with scale of 1:10000. One copy of these catalogs goes to geodetic service.
3.6 The state inventory of geodetic data is kept in digital and explanatory form, on industry and national systems of coordinates, brought into accord with the international systems of coordinates and provides free exchange of these data.
3.7 Updating of data of the State inventory of geodetic materials is conducted within each calendar year continuously and in compliance with it the corresponding amendments are introduced and registered.
3.8 Rules of systematization in single classification, groups, updates and reductions in single form of geodetic data affirm the State committee on property questions of the Azerbaijan Republic (further - GKIV).
4. The state inventory of topographical materials and data - the systematized collection of topographical bases and planning methods in the single classification and form reflecting mutual provision of the existing objects placed on the Earth's surface reduced by the planes and given to scale by planning.
4.1 Topographical materials join bases of plans and cards, magazines of field measurements and observations, pictures of decoding and flight, photographic materials, diskettes of digital cards.
4.2 Topographical data join data on methods of land shootings, aerial photographs and shootings from space, about menzulny planning, takheometrichesky planning, theodolitic planning, aero photo-gravimetric planning, horizontal and perpendicular planning, profile planning, about updating processes, tochnost, scales, the nomenclature of plans and cards, etc.
4.3 The state inventory of topographical materials and data constitutes graphical basis of cartographic materials and data.
4.4. The state inventory of topographical materials and data is kept in the following sequence:
material bases, methods of creation and creation of all-geographical topographic maps of small scale (1:10000001:200000) are grouped under signature stamp (not confidentially) in large-scale ranks, are systematized and brought into digital form;
material bases, planning methods and creation, large-scale ranks of topographic maps of average scale (1:1000001:10000) are grouped under signature stamps of office use and connected with scope of application, are systematized and applied in digital form;
material bases, planning methods and creation, large-scale ranks of topographical plans of large scale (1:50001:2000) are grouped under open signature stamps and office use in scopes of application, are systematized and brought into format;
material bases of land and underground horizontal and vertical plans of the cities with scale of 1:500, planning methods are systematized separately on scopes of application under open signature stamp and given to form.
4.5. Rules of systematization in single classification, groups, updates and reductions in form of topographical data affirm GKIV.
5. The state inventory of cartographic data is the collection of conventional signs, sheets (everyone) in digital and explanatory form, reflecting hydrography, relief, vegetable and soil covers, settlements, transport roads and the determining nature of other objects, including their quantitative and qualitative indexes.
5.1. Difference of cards and plans from other images consists available at them mathematical basis.
5.2. Cartographic materials include maps and plans, atlases and globes, conventional signs (symbols), different cartographic means. Maps and plans constitute basis of cadastral plans and cards of all types.
5.3. Cartographic data include appointment, content, scales, the territory of scope of cards and plans, the image fizikogeografichesky, socio-economic factors and place names.
5.4. The state inventory of cartographic data is kept on conventional signs (symbols), the single sheets in digital and explanatory form reflecting the hydrography, relief, vegetable cover, soil cover, settlements, roads determining characteristic reference points and other quantitative and qualitative indexes.
5.5. As scales of cards and plans determine their content, appointment, etc., under group of cartographic data in basis large-scale row in the sequence of maintaining the state inventory of topographical data undertakes.
