About additional measures for the accelerated development of service industry and service in the rural zone in 2013 - 2016

For the purpose of ensuring the accelerated and balanced development of service industry and service in the rural zone, expansions of access for villagers to modern high-technology and market types of service, creations on this basis of new workplaces and increases in the income of the population:

1. Approve the Program for the further accelerated development of service industry and service in the rural zone of the Republic of Uzbekistan for 2013 - 2016 including developed by the Ministry of Economics of the Republic of Uzbekistan together with the interested ministries, departments, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas:

target parameters of the accelerated development of service industry and service in the rural zone for 2013 - 2016 on main types of services by the territories according to appendices No. No. 1 and 2;

complex of actions for further development and expansion of scales of growth of service industry and service in the rural zone for 2013 - 2016 according to appendix No. 3.

2. Form the Working group on monitoring of accomplishment of the Program for the further accelerated development of service industry and service in the rural zone of the Republic of Uzbekistan for 2013 - 2016, in structure according to appendix No. 4 it (is not brought).

To provide to the working group (G. K. Saidov) on system basis control of the course of implementation of the Program approved by this resolution and annually, following the results of half-year and year in general, to bring analytical materials with specific proposals on unconditional accomplishment set tasks and parameters for consideration of cabinet meetings.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas to develop and approve territorial programs for the accelerated development of service industry and service in the rural zone for 2013 - 2016 including purposeful measures for ensuring the complex accelerated and balanced development of service industry with the most complete use of potential and opportunities of the territories in a month.

To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and areas on permanent basis:

providing entrepreneurship to subjects in rural settlements of the unused buildings and rooms which are in state-owned property for creation of objects of service industry and service;

allocation of the parcels of land to subjects of entrepreneurship for creation of objects of service industry with rendering to them assistance in development of the design estimates according to master plans of building of the territory accelerated by execution of cadastral documents and connection of objects of service industry to engineering communications and production infrastructure by the principle "one window".

4. Determine that the buildings and rooms which are state-owned property not used in the rural zone are provided to physical persons and legal entities for the organization of the companies and objects in the field of services and service on the following terms:

leases in the period of 2013 - 2016 on minimum rate of the rent for use of real state-owned property, without application of the corresponding coefficients, stipulated by the legislation;

realization on zero redemption value under investment obligations, according to the lists approved by State commission on holding tenders in case of sale of state-owned property to foreign investors.

5. Establish procedure according to which in the period of 20132016 years financial and economic activities of the small business entities which are rendering services in the rural zone and timely paying taxes and other obligatory payments, representing the reporting to tax and statistical authorities, and also providing steady growth rates and profitability are not subject to checks.

6. Approve offers of the Central bank and the Ministry of Economics of the Republic of Uzbekistan on forecast amounts of the credits allocated by commercial banks on development of service industry in the rural zone in 2013 - 2016 by the territories and commercial banks according to the appendices NN 5 and 5a.

7. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, Uzbekturizm Oil Company in two-month time:

together with Goskomzemgeodezkadastr and Gosarkhitektstroy of the Republic of Uzbekistan to approve the address list of the parcels of land having the brought engineering communications for construction of facilities of roadside infrastructure and service industry on rural tourist routes and to provide their allocation on competitive basis to subjects of entrepreneurship;

determine zones of priority development of modern types of tourist services, including ecological, medico-improving, sports tourism, and also agrotourism based on individual rural guest houses.

8. To Gosarkhitektstroy of the Republic of Uzbekistan:

in a month to develop architectural and planning requirements for construction of complexes of roadside infrastructure for field service of tourists, at the same time to provide their compact placement in the territories specially allotted for this purpose, and also to provide originality and variety of projects and architectural appearance of each complex;

provide conducting examination of the design estimates of objects of roadside infrastructure for field service of tourists, and also implementation of system control of quality of construction works in accordance with the established procedure.

9. Make additions to the appendix N 5 to the resolution of the President of the Republic of Uzbekistan of May 10, 2012 of N PP-1754 "About the Development program of service industry in the Republic of Uzbekistan for 2012 - 2016" according to the appendix N 6.

10. To the Ministry of Economics of the Republic of Uzbekistan together with other interested ministries and departments to make in the Cabinet of Ministers offers on the changes and amendments in the legislation following from this resolution in a month.

11. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov.
