About procedure for elections of heads of the state higher educational institutions of the Kyrgyz Republic

- in the Regulations on the educational organization of higher education of the Kyrgyz Republic approved by the above-stated Resolution:

- Item 1.9 paragraph two. state in the following edition:

"The head of state university (rector), except for heads of specialized state universities of the Ministry of Internal Affairs of the Kyrgyz Republic and the Ministry of Defence of the Kyrgyz Republic, is elected on general meeting of staff of state university on alternative basis, from among the specialists having academic degree and rank, and also the corresponding qualification, secret vote by a simple majority vote.";

Regulations on procedure for elections of heads of the state higher educational institutions of the Kyrgyz Republic

1. General provisions

1. This Provision is developed according to the Law of the Kyrgyz Republic "About education", other regulatory legal acts of the Kyrgyz Republic and regulates procedure for elections of heads (rectors, presidents, chiefs, directors) of the state higher educational institution (further - higher education institution).

2. The head of state university, except for heads of specialized state universities of authorized state bodies of the Kyrgyz Republic in the field of internal affairs, foreign affairs and defense, is elected on general meeting of staff of state university.

3. Participate in elections of the head of higher education institution (teachers, assistants, teachers, the senior teachers, associate professors, professors, heads of the department, heads of departments and cycles, deans of faculties who in accordance with the established procedure on contractual and competitive basis hold this position) research associates and administrative and management personnel (the head of higher education institution, vice rectors, heads and deputy managers of structural divisions of higher education institution (institutes, the centers, colleges, lyceums, the isolated structural divisions), chiefs and deputy chiefs of managements and departments of higher education institution).

4. Persons meeting the requirements provided by the Law of the Kyrgyz Republic "About education" can be candidates for position of the head of state university. Person holding position of the head of higher education institution two terms in a row cannot be the candidate.

5. Nomination of candidates for position of the head of state university is made by its educational and other structural divisions or according to the procedure of self-promotion.

6. Regular elections of the head of state university are held no later than thirty calendar days from the date of the termination of powers of the acting head. In case of early termination of powers of the former head elections of the new head of state university shall be carried out no later than sixty days from the date of the termination of powers.

7. For the solution of organizational matters on elections of the head in higher education institution the organizing committee is created (further - the organizing committee).

8. Activities of the organizing committee are performed according to this Provision and the Regulations approved by authorized state body in the field of education of the Kyrgyz Republic.
