2) the Minister of the industry and new technologies of the Republic of Kazakhstan of April 11, 2012 No. 127 "About modification and amendments in the order of the Acting Minister of the industry and new technologies of the Republic of Kazakhstan of April 23, 2010 No. 39 "About approval of Rules of accounting and application of the international, regional, national standards, qualifiers of technical and economic information, rules and recommendations of foreign states about standardization, confirmation of conformity and accreditation in the territory of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts for No. 7637, No. 201-202 (27020-27021)) is published in the Kazakhstanskaya Pravda newspaper of June 26, 2012.

3. To committee of technical regulation and metrology of the Ministry of the industry and new technologies of the Republic of Kazakhstan (Satbayev R. A.) in the procedure established by the legislation to provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and official publication in mass media.

5. This order becomes effective after ten calendar days after day of its first official publication.

1. General provisions

1. These rules of accounting and application of the international, regional standards and standards of foreign states, standards of the organizations, qualifiers of technical and economic information, rules, regulations and recommendations of foreign states about standardization, confirmation of conformity and accreditation in the territory of the Republic of Kazakhstan, except for their applications in standards of the organizations (further - Rules), parts two of article 7 of the Law of the Republic of Kazakhstan "About technical regulation" are developed according to the subitem 3) (further - the Law) and determines accounting treatment and applications by physical persons and legal entities of the Republic of Kazakhstan (further - the applicant) the international, regional standards, standards of foreign states, standards of the organizations, qualifiers of technical and economic information, rules, regulations and recommendations of foreign states about standardization, confirmation of conformity and accreditation in the territory of the Republic of Kazakhstan, except for their applications in standards of the organizations (further - international standards and regulating documents on standardization of foreign states).

2. These rules do not extend:

1) on international standards and regulating documents on standardization of foreign states which application is planned when carrying out research, developmental and experimental works in the field of production, accomplishment of processes, works and services;

2) on the regional standards accepted by Interstate council on standardization, metrology and certification or the Interstate nauchnotekhnichesky commission on technical regulation and standardization in construction of the countries of the independent states.

3. In the territory of the Republic of Kazakhstan international standards and regulating documents on the standardization of foreign states answering to the purposes provided in Item 1 of article 4 of the Law are subject to accounting and application.

4. In these rules the following concepts are used:

1) identical (equivalent) standards - the harmonized standards which are identical on content and structure (form) of representation;

2) the modified standards - the harmonized standards which have technical variations and (or) distinctions in representation form on condition of their identification and explanation;

3) nonequivalent standards - standards which have distinctions in representation form contain smaller part of technical provisions of the international standard and (or) not identified technical variations;

4) structure of international standards and regulating documents on standardization of foreign states - procedure for statement of Sections, Items, subitems, tables, graphical material and appendices;

5) authorized body - the state body performing state regulation in the field of technical regulation.
