About the Technical regulation "About Safety of Household Electric Appliances"

According to the Law of the Kyrgyz Republic "About bases of technical regulation in the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve the Technical regulation "About Safety of Household Electric Appliances" according to appendix.

2. This resolution becomes effective after six months from the date of official publication. This resolution is effective before entry into force in the territory of the Kyrgyz Republic of the corresponding technical regulation of the Customs union.

Technical regulation "About Safety of Household Electric Appliances"

Chapter 1. General provisions

1. This Technical regulation "About Safety of Household Electric Appliances" (further - the Technical regulation) is applied for the purpose of safety of life and human health, environmental protection and the prevention of the actions misleading consumers.

2. Action of this Technical regulation extends to objects of technical regulation - household electric appliances (further - devices): electric, electromechanical both electric heaters and devices with the magnetic drive for household application according to appendix 1 to this Technical regulation, held for use with rated voltage from 42 V to 250 V - for portable instruments of alternating and direct current, from 42 V to 440 V - for all other devices, and also processes of their designing, production, storage, transportation, realization, operation and utilization.

3. This Technical regulation establishes:

1) objects of technical regulation;

2) essential (general) safety requirements to devices in the course of their designing, production, storage, transportation, realization, operation and utilization;

3) minimum necessary mandatory requirements to objects of technical regulation;

4) requirements to information for the prevention of the actions misleading consumers;

5) rules of identification of objects of technical regulation for the purposes of application of this Technical regulation;

6) rules and forms of assessment of conformity of objects of technical regulation to requirements of this Technical regulation.

4. In this Technical regulation the following determinations are applied:

commissioning - documentary drawn up event fixing readiness of the device for application to destination;

component - any product necessary for safe functioning of devices;

rated voltage - tension established by the manufacturer for the device;

the address of household electric appliances in the market - the movement of the device from the manufacturer to the consumer (user) covering all processes which take place devices after production completion;

application to destination - use of devices according to the instruction of the manufacturer;

production supervision of the manufacturer - the engineering supervision exercised and which is documentary drawn up by the manufacturer in production process of devices;

placement of household electric appliances in the market - provision by the manufacturer (the authorized representative, the importer) of devices for release into the stream of commerce;

component of household electric appliances - structurally finished assembly unit intended for embedding in devices.

5. Devices are traded on the market or are put into operation in case of their compliance to this Technical regulation, and also other technical regulations which action extends to them.

Devices which compliance to requirements of this Technical regulation is not confirmed shall not be marked by mark of conformity to the Technical regulation and are not allowed to placement in the market or to commissioning.
