About approval of Rules on phytosanitary protection of forest fund against wreckers and diseases

Due to the execution of the Presidential decree of the Azerbaijan Republic "About application of the Forest code of the Azerbaijan Republic approved by the Law of the Azerbaijan Republic of December 30, 1997" of March 30, 1998 for the No. 693 Cabinet of Ministers of the Azerbaijan Republic decides:

1. Approve "Rules on phytosanitary protection of forest fund against wreckers and diseases" (are applied).

2. This Resolution becomes effective from the date of its signing.

Rules on phytosanitary protection of forest fund against wreckers and diseases

1. These rules regulate protection of forest fund from wreckers and diseases.

2. Protection of forest fund from wreckers and diseases is provided by permanent observation of condition of forest fund, identification of sources of wreckers and diseases, carrying out in these places of preventive and phytosanitary actions, prevention of distribution of such cases and their elimination.

3. Preventive and phytosanitary actions of forest fund are performed by the Ministry of Ecology and Natural Resources of the Azerbaijan Republic.

4. Protection of forest fund against wreckers and diseases consists of the following actions:

current, expeditionary, aviavisual and other forest pathological observations;

general, primary check of education of wreckers and diseases and detailed observation of them;

preparation of actions for pest control and diseases by means of aircraft and land means;

preparation of preventive actions against forest diseases, the organization of works on liquidation of sources of wreckers and diseases;

control of implementation of these actions.

5. Obligations of representatives on places from the Ministry of Ecology and Natural Resources of the Azerbaijan Republic, local structures, on the organization of protection of forest fund from wreckers and diseases:

perform in the woods, on forest plantations and saplings forestry and landscape, sanitary and improving and other actions for the purpose of prevention of mass origin and distribution of harmful insects and diseases;

for timely detection of distribution of wreckers and diseases to perform forest pathological checks;

hold the timely events providing liquidation or distribution of the centers of the wreckers and diseases revealed as a result of forest pathological observations and forest management works to prepare the corresponding instructions;

organize and to directly carry out work on forest pathological control of wreckers and diseases, in necessary cases for detection of viability of harmful insects and focuses of the disease to carry out laboratory analyses;

constitute summary of phytosanitary condition of forest fund, and also predict distribution of harmful insects and diseases;

for the purpose of liquidation of wreckers and diseases, and also prevention of their wide circulation to exercise control over the implementation of the phytosanitary, forestry and landscape and agrotechnical requirements directed to increase in resilience of forest saplings;

for the purpose of use of aircraft and land means in fight against forest wreckers on the serviced site to prepare the working plan, to perform technical guidance of this work, and also to follow the corresponding rules on transportation and application against wreckers and diseases of poisonous chemicals.

6. Phytosanitary control on protection of forest fund against wreckers and diseases, depending on the purpose and method of its carrying out, is divided on performed by investigation and on comprehensive control.

During the control exercised by investigation the centers of the wreckers and diseases dangerous to conditions of the known territory come to light, the danger which arose for the woods is approximately estimated and control of these centers is exercised.

9. When carrying out inventory count data on the quantities of the centers of forest wreckers and diseases revealed in last years, results of control and observations of forest pathology are used.

10. Ministry of Ecology and Natural Resources of the Azerbaijan Republic:

prepares the perspective plan of preventive and phytosanitary actions against forest harmful insects and diseases on the basis of data of the overview and the forecast on growth and distribution of wreckers and diseases in forest fund, and also final materials about phytosanitary condition of the woods;

constitutes the relevant reporting documents for the purpose of implementation of the phytosanitary actions following from these Rules prepares and approves instructions for their use.
