About the Azerbaijani state system on prevention of emergency situations and actions in such situations

1. Reorganize the State regional system of the Azerbaijan Republic as a part of All-Union state system on prevention of emergency situations and actions in such situations into the Azerbaijani state system on prevention of emergency situations and actions in such situations.

4. Reorganize the Commission of Council of Ministers of the Azerbaijani SSR on emergency situations into the Commission of the Cabinet of Ministers of the Azerbaijan Republic on emergency situations.

5. Approve the provided Regulations on the Commission of the Cabinet of Ministers of the Azerbaijan Republic on emergency situations.

6. Provide the Commissions of the Cabinet of Ministers of the Azerbaijan Republic on emergency situations of power on first-priority preferential use of communication network and the notification during the organization and carrying out rescue, emergency and recovery and other urgent works.

7. To the headquarters of Civil defense of the Azerbaijan Republic together with the Ministry of Communications of the Azerbaijan Republic, the State broadcasting company of the Azerbaijan Republic with participation of the Cabinet of Ministers of the Nakhchivan Autonomous Republic, the Commission of the Cabinet of Ministers of the Azerbaijan Republic on emergency situations, the Ministries of homeland security of the Azerbaijan Republic and other involved ministries and departments in 6-month time to take measures for increase in the system effectiveness of the notification and regular informing (including directly bodies of mass information) operating with the purpose to inform district and city executive bodies of the republic, economic organizations, and also the population on emergence of emergency situations and the course of elimination of their consequences.

To the headquarters of Civil defense of the Azerbaijan Republic together with the Ministry of Justice of the Azerbaijan Republic, the State committee on material resources under the Cabinet of Ministers of the Azerbaijan Republic, Goskomsnabzheniya of the Azerbaijan Republic, Goskomstroy of the Azerbaijan Republic, the Ministry of Internal Affairs of the Azerbaijan Republic, the Ministry of Health of the Azerbaijan Republic, the Ministry of Finance of the Azerbaijan Republic with participation of the Commission of the Cabinet of Ministers of the Azerbaijan Republic on emergency situations, other ministries, departments of the republic in 3-month time to develop and provide to the Cabinet of Ministers of the Azerbaijan Republic the draft of the regulating documents establishing legal and financial basis of activities of rescue and emergency and recovery groups of permanent readiness of the Azerbaijani state system for prevention of emergency situations and activities in such situations.

To Gosekonomplanky of the Azerbaijan Republic, Goskomsnabzheniya of the Azerbaijan Republic, to Goskomstroy of the Azerbaijan Republic, the Ministry of Internal Affairs of the Azerbaijan Republic, the Ministry of Finance of the Azerbaijan Republic, Goskomtrud of the Azerbaijan Republic, the Commission of the Cabinet of Ministers of the Azerbaijan Republic on emergency situations and headquarters of Civil defense of the Azerbaijan Republic with participation of other involved ministries and departments of the republic to submit within 2-month term within the Cabinet of Ministers of the Azerbaijan Republic relevant proposals by rules of expenditure of means in connection with material logistics, financing of actions for prevention of emergency situations, to elimination of their consequences, compensation of the citizens and the organizations participating in these actions, assistance to victims, involvement of citizens to special occupations and also with carrying out proper research works.
