Regulations on the "Authorization system" regulating the international motor transportations in the territory of the Azerbaijan Republic

I. General provisions

1. This Provision establishes general rules and conditions of implementation of the international motor transportations in the territory of the Azerbaijan Republic for owners of vehicles taking into account requirements of "Authorization system".

2. "Authorization system" on entrance on the territory of the Azerbaijan Republic, loading and transit in the territory of the Azerbaijan Republic is established by the decision of the Cabinet of Ministers of the Azerbaijan Republic No. 141 of October 14, 1996 and applied for the purpose of ensuring state regulation of the international motor transportations.

3. The Permissions form - the special document establishing the right of the vehicles registered in the foreign states performing the international motor transportations on entrance on the territory of the Azerbaijan Republic, departure and transit - is issued and controlled by customs authorities on check customs clearance stations.

In the territory of the Azerbaijan Republic (except for check customs clearance stations) regulation of the international motor transportations performed by vehicles, registered in foreign states and control over them are exercised by the Ministry of digital development and transport of the Azerbaijan Republic.

4. Are not resolved entrance on the territory of the Azerbaijan Republic of foreign vehicles without load, the implementation by them of the internal cargo registered in foreign states and passenger traffic, and also passing loading without availability of the Permission form on loading issued on customs checkpoints through border by customs authorities or in the territory of the country the Ministry of digital development and transport of the Azerbaijan Republic excepting the cargo vehicles passing en route through the territory of the Azerbaijan Republic.

5. Irrespective of type of the Permission form (the entry visa to the country, loading permit of loads, permission to transit to the third country), the right to free entrance to the territory of the Azerbaijan Republic, loading, bilateral or transit movement on it it is issued to the owners of vehicles occupied with transportations in case of observance of other conditions determined by the mutual agreement of the parties on crossing of frontier by them.

The owner of the vehicle registered in foreign state, which does not have the Permission form in case of entrance on the territory of the Azerbaijan Republic on customs checkpoint through border pays to customs authority the state fee and the form gets "Permission".

6. The exchange of the Permission form on the basis of the mutual agreement determined by quota is performed by the Ministry of digital development and transport of the Azerbaijan Republic and authority of other party without payment according to intergovernmental agreements about the international automobile backgrounds.

To the 10th day of the next month the State Customs Committee of the Azerbaijan Republic provides information in the Ministry of digital development and transport of the Azerbaijan Republic for the purpose of accounting of use of the Permissions forms exchanged on the quotas established according to intergovernmental agreements about the international automobile backgrounds and multilateral annual and short-term permissions of the International Transport Forum.

7. Issue by road transport of the Azerbaijan Republic to operators of the international passenger and goods transportation of allowing forms and multilateral "Permissions" of the International transport forum for Evro-4, of Euro-5 meeting environmental standards and above on emissions in the atmosphere of hazardous substances of cargo vehicles with effective period in one year, and also for cargo vehicles with effective period in one month of foreign states on implementation of the international motor transportations in the territory of foreign states is performed by the Ministry of digital development and transport of the Azerbaijan Republic.

7-1. The "permissions" of the International transport forum provided by part 7 of these Regulations are issued to the operators meeting the requirements "Quality charters for the transportations performed within the Multilateral quota system of the Conference of Ministers of Transport of Europe.

8. The Permission form is in the vehicle and it is shown upon the demand of person having control powers.

9. "The allowing form" is issued to the vehicles having large-size and (or) heavyweight vehicles if they are provided with the road organizations by the special road route scheme and the car is followed by the state road traffic police and local actuators.

II. Preparation, accounting and use of "The allowing form"

To the 10th day of the next month the State Customs Committee of the Azerbaijan Republic provides information in the Ministry of digital development and transport of the Azerbaijan Republic for the purpose of the organization of accounting and the reporting under the Permissions forms issued by customs authorities on the check customs clearance stations to the vehicles registered in foreign states, performing the international motor transportations.
