The Council of Ministers of the Republic of Belarus DECIDES:
1. Approve the enclosed Concept of the state housing policies of the Republic of Belarus till 2016.
2. To the Ministry of Architecture together with interested in the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus in regional executive committees and the Minsk Gorispolkom in two-month time to develop and introduce in accordance with the established procedure in Council of Ministers of the Republic of Belarus the actions plan on implementation of the Concept of the state housing policies of the Republic of Belarus till 2016.

Providing the person with affordable and comfortable housing was and remains to one of the most important priorities of social and economic policy of the Belarusian state.
In 2006-2012 in Belarus 36,2 of one million sq.m of housing is constructed. Thanks to it housing conditions improved over 300 thousand families - more than 1 million people. About 60 percent of housing (21,7 of one million sq.m) are built by citizens with the state support. Following the results of 2010 Belarus reached leading position among the State Parties of the Commonwealth of Independent States on input of housing (699 sq.m on 1 thousand inhabitants) and the second place on security with housing (24,6 of sq.m per capita).
It became possible as a result of building-up of release of construction materials and the equipment, development of the wide list of standard projects and projects of repeated application for construction of housing of standard consumer qualities, increase in capacities of the construction organizations, application of various forms of financial and organizational support of the citizens needing improvement of housing conditions.
At the same time full state support in the sphere of construction, including reconstruction, or acquisition of housing in the form of preferential crediting and subsidizing, the procedure for registration of the housing conditions needing improvement was led to significant growth in number of the citizens oriented to improvement of the housing conditions only with the state support. As a result the quantity staying on the registry of the housing conditions needing improvement increased from 565 thousand families for January 1, 2006 up to 814 thousand families for January 1, 2013, or for 44 percent. The greatest number of the housing conditions of citizens needing improvement is in the large cities where the period of expectation of inclusion in the organizations of builders constitutes up to 10-12 years, and in Minsk - up to 22 years.
Till 2011 in construction costs of housing the share of public funds accrued and the share of own means of citizens decreased.
At the same time, despite growth in volumes of the state support, problems of timely settling out of families from shabby housing and provision of housing for the citizens having the right to premises of social use of the state housing stock are not solved now (further - premises of social use). In queue on receipt of premises of social use about 20 thousand families consist.
Fully problems of technical operation of housing and the housing relations in the conditions of the prevailing private property on premises are not solved.
Need of concentration of the state financial resources on the most effective construction of premises for preferential categories of citizens on the terms of the differentiated approach to determination of the national groups needing improvement of housing conditions with the state support ripened. It is required to accelerate construction of apartments and apartment houses for large families.
Proceeding from it housing policies require further enhancement on the basis of expansion of opportunities of each citizen to independently resolve the housing issue at the expense of own means with use of various forms of support from the state. In 2013-2015 in the state housing policies the principles of provision of the state support taking into account real financial opportunities of the state will be specified, to be ordered planning of amounts of construction of premises with the state support.
