1. Approve National strategy for fight against drug trafficking in the Republic of Tajikistan for 2013-2020 it (is applied).

2. To agency on control of drugs in case of the President of the Republic of Tajikistan together with the relevant ministries and departments and local executive bodies of the government to take necessary measures for realization of this Strategy.

1. Introduction

1. Acceptance of National strategy for fight against drug trafficking in the Republic of Tajikistan for 2013-2020 (further - Strategy) it is connected with activation of transnational crime, and also drug trafficking, psychotropic substances and their precursors (further - drugs). Strategy determines the main directions and tasks of the state counter-narcotics policy of the Republic of Tajikistan and is the basic document on planning of measures of fight against drug trafficking and prevention of drug addiction in the Republic of Tajikistan. It is basis for constructive interaction of public authorities, the organizations and public associations for safety of the personality, society and the state.

3. Control of drug trafficking, counteraction to their illicit trafficking and prevention of drug addiction is the main direction of counter-narcotics activities of the Republic of Tajikistan.

4. High level of illegal production of drugs in the Islamic Republic of Afghanistan and their smuggling is the major determining drug abuse situation factor in the Republic of Tajikistan and in all the region of Central Asia.

In the Republic of Tajikistan the regulatory framework directed to fight against drug trafficking, prevention, treatment and rehabilitation of drug addiction is brought into accord with international standards. Tajikistan ratifies the Single Convention of 1961 on drugs with amendments according to the Protocol of 1972, the Convention of 1971 on psychotropic substances and the Convention of 1988 on fight against illicit trafficking in drugs and psychotropic substances. 17 interstate agreements are also signed and 30 international counter-narcotics projects are implemented.

6. For enhancement of system of counter-narcotics law-enforcement structures in 1999 the Agency on control of drugs in case of the President of the Republic of Tajikistan is formed.

7. The presidential decree of the Republic of Tajikistan of April 3, 2004, No. 1310 is created Coordination council on prevention of abuse of drugs under the Government of the Republic of Tajikistan. The Single target state program on prevention of drug addiction and counteraction to drug trafficking for 2008 - 2012 years approved by the order of the Government of the Republic of Tajikistan of November 30, 2007, No. 585 is also realized.

According to the Republican center of prevention and fight about AIDS until the end of September, 2012 in the Republic of Tajikistan 4500 persons with human immunodeficiency virus from which 48,9 of percent are consumers of injecting drugs were registered.

12. Recently in the republic the tendency of distribution of new types of the synthetic drugs which are not entered in the National list of drugs, psychotropic substances and their precursors is observed. It can promote emergence of new types of drug addiction.

2. Purpose and tasks of Strategy

13. Main objective of Strategy is essential reducing illegal distribution of drugs and their not medical consumption, scales of effect of their illicit trafficking for safety of health of the population, society and the state which is performed in the way:

- enhancement of system of the measures directed to the organization of fight against drug trafficking;

- decreases in demand for drugs among the population:

- enhancement of system of timely identification of persons with drug addiction, povsheniya of quality of treatment and their social resettlement;

- providing system of the State control of drug trafficking;

- enhancement of regulatory framework on control of drug trafficking.

14. The following events are applied to realization of counter-narcotics policy:

- development, acceptance and implementation of industry programs for prevention of drug trafficking;

- improvement of the mechanism of interdepartmental cooperation on fight against drug trafficking;

- strengthening and enhancement is material - technical base of law enforcement agencies and law enforcement agencies;

- strengthening of system of border control;

- expansion of international cooperation in the field of control of drug trafficking;

- enhancement of material technical base of narcological service and implementation of effective methods of treatment;

- creation of network organization on rehabilitation of patients with drug addiction and them is material - hardware;

- increase in level is scientific - research activities in the field of control of drug trafficking, prevention and treatment of drug addiction, and also rehabilitation of patients with drug addiction;

- enhancement of organizational, is normative - legal and resource support of counter-narcotics activities.

3. Measures for Strategy realization

15. Measures for reducing the offer on drugs:

- suppression of smuggling of drugs;

- strengthening of the mode of protection of Frontier by increase in staff, is material - technical supply, construction and reconstruction of objects;
