About approval of the Disciplinary charter on air transport and its companies of special servicing
For the purpose of ensuring execution of the Presidential decree of the Azerbaijan Republic "About application of the Law of the Azerbaijan Republic "About approval, entry into force of the Labor code of the Azerbaijan Republic and the questions of legal settlement connected with it" of April 15, 1999 the No. 122 Cabinet of Ministers of the Azerbaijan Republic decides:
1. Approve "The disciplinary charter on air transport and its companies of special servicing" it (is applied).
2. This resolution becomes effective from the date of its signing.

1.1. Civil aviation - one of important constituents of transport system of the Azerbaijan Republic. Ensuring need of the population for air transport, use of aircraft in separate industries of economy and defense of the country, development and strengthening of political, commercial, cultural ties with foreign countries depend on exact and harmonious work of civil aviation. Specifics of civil aviation put special requirements before all employee categories of aircraft, in particular, before the flight personnel, heads, specialists managing air traffic, and technical contractors, the specialists performing the organization of transportation of baggages and loads, the workers providing control of aviation fuel greases, their quality and filling of air vehicles with fuel.
Presentation of such requirements follows as from need of safety control, flight regularity, culture of servicing of passengers, and from operating conditions of difficult aviation engineering. Increase in amount of airborne transportations and aerial works within the Azerbaijan Republic and abroad demands from each air enterprise of high performing discipline, organization and concentration.
1.2. Respect for discipline in civil aviation is based on accomplishment of the rules provided by legal acts of the Azerbaijan Republic, and also requirements of the normative legal documents directed to the accident-free organization of work and education of staff of the air enterprises in the spirit of high discipline and organization. Inaccuracy of accomplishment by workers of civil aviation of the service duties creates premises for emergence of provision, dangerous to flights, and other difficult emergency situations.
2.1. Obligations of the worker of civil aviation consist in the following:
a) it is good to know the case, timely and precisely to carry out service duties, to show initiative, to be enhanced constantly;
b) to comprehensively promote safety control and flight regularity;
c) provide high culture of servicing, be careful and attentive to passengers;
d) to strictly observe requirements of the legislation of the Azerbaijan Republic and other regulatory legal acts existing in civil aviation;
e) keep the state and trade secrets;
e) protect property of the air enterprises, provide cargo delivery to addresses timely and without loss;
g) raise labor productivity, reach high rates in work;
h) observe requirements of labor protection, safe engineering, sanitation on production and fire-proof protection;
i) be truthful and devoted to work, to behave adequately at work, keep others from violation of disciplinary rules.
2.2. The leading employee bears the personal liability for observance by the workers of disciplinary rules subordinated to it. It shall provide high discipline among the workers subordinated to it, bring up them in the spirit of permanent observance of disciplinary rules, impart it feelings of conscientious attitude to job responsibilities, responsibility to the charged case, to support the initiatives directed to improvement of labor indicators of workers and increase in flight safety to show care of workers, to encourage them for conscientious attitude to case and to punish strictly for violation of labor discipline.
2.3. The leading employee shall organize correctly work of the workers subordinated to him, to be for them example in accomplishment of service duties, to issue exact orders and orders. The worker receives all orders and orders from the immediate superior. The worker, having received the order and the order of the high service employee, shall report about it to the immediate superior. The order or the order of the chief are subject to timely and exact accomplishment.
The workers of civil aviation having special uniform on duty shall be in the established uniform.
2.4. Provisions of this Charter extend to the following workers of civil aviation who are directly connected with safety-of-life function:
flight personnel;
flight attendants;
air traffic control specialists;
heads, specialists and technical contractors;
the workers performing the organization of public conveyance, baggages and loads;
the workers ensuring aviation safety;
the workers providing control of quality of aviation fuel greases and filling of air vehicles with fuel.
2.4.1. The discipline of workers to whom do not extend provision of this Charter is regulated by rules of discipline in the company.
2.4.2. Workers of civil aviation to whom provisions of this Charter extend owe the nobility Ustav and precisely fulfill its requirements.
2.5. Workers of civil aviation are awarded for model accomplishment of service duties, the initiatives shown at the same time, fidelity, dedication and skill, long-term and excellent job.
2.6. The following types of awarding are applied to workers of civil aviation:
a) announcement of gratitude;
b) issue of cash bonus;
c) awarding by valuable present;
d) assignment of the Certificate of honor;
e) entering into the Book of honor and on the Honourable board;
e) rewarding with the breastplate;
g) provision of additional vacation;
h) establishment of personal salary supplement;
i) establishment of personal insurance in the increased size;
й) in accordance with the established procedure introduction of the petition for representation to the state award and encouragement with other means of awarding;
j) provision of free permits to sanatorium treatment, tourist trips.
To workers, successfully and honesty carrying out service duties, privileges in the welfare sphere and for improvement of domestic conditions are provided, it is preferred in case of promotion on position.
2.7. Awarding is applied in the following procedure:
a) each head has the right to the announcement of gratitude;
b) awarding by money and valuable present is approved with the trade-union organization and performed by the employer having the right of acceptance of workers to work and orders as the means provided for these purposes;
