1. Approve Regulations on procedure for water use and water consumption in the Republic of Uzbekistan, according to appendix No. 1, and to enact it since April 1, 2013.

To the ministry of water economy, the Ministry of Health, the State committee of the Republic of Uzbekistan on ecology and environmental protection, the State committee of the Republic of Uzbekistan on geology and mineral resources, the State inspectorate for supervision of geological studying of subsoil, safe operation in the industry, mining and the household sector under the Cabinet of Ministers of the Republic of Uzbekistan, to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, cities and areas:
in a month to bring the regulatory legal acts into accord with the approved Provision;
in ten-day time to develop specific measures for realization of the approved Provision and to provide strict observance of its requirements by all water users and water consumers;
toughen control of rational use and protection of waters in all industries of economy, and also behind observance of the set water intake limits, accounting by all water users and water consumers in accordance with the established procedure.
3. Recognize invalid, and also make change to some decisions of the Government of the Republic of Uzbekistan according to the list according to appendix No. 2.
4. To impose control of execution of this resolution on Information analysis department concerning agricultural and water economy, conversion of agricultural products and consumer goods of the Cabinet of Ministers.

to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of March 19, 2013 No. 82
1. This Provision determines procedure for water use and water consumption in the territory of the Republic of Uzbekistan.
2. In this Provision the following basic concepts are used:
water use - use of water resources by legal entities and physical persons without their withdrawal from water object for own needs;
the water user - the legal entity or physical person using water resources without their withdrawal from water object for own needs;
water consumption - use of water resources by legal entities and physical persons with their withdrawal from water object in accordance with the established procedure for satisfaction of own needs;
the water consumer - the legal entity or physical person receiving in accordance with the established procedure water resources with their withdrawal from water object for satisfaction of own needs;
association of water consumers - the non-state non-profit organization created by water consumers - legal entities on voluntary basis for coordination of their activities in the field of the water relations, and also representation and protection of their common interests;
water object - natural (streams, Sai, the rivers, etc.) and artificial (open and closed channels, and also collector and drainage networks) waterways, natural (lakes, the seas, the underground water-bearing horizons) and artificial (water storage basins, selekhranilishch, ponds, etc.) reservoirs, and also springs and other objects in which waters are constantly or temporarily concentrated and the characteristic forms and signs of the water mode are had;
water resources - the waters of water objects available or subjects to use.
