According to the Law of Ukraine "About natural monopolies" and Regulations on the National commission performing state regulation in the field of utilities, the approved Presidential decree of Ukraine of November 23, 2011 No. 1073, for the purpose of balancing of interests of subjects of managing and consumers forming and ensuring predictability of price and tariff policy in the markets which are in condition of natural monopoly and the adjacent markets in the field of heat supply and centralized water supply and drainage system the National commission performing state regulation in the field of utilities DECIDES:

1. Recommend to subjects of natural monopolies and subjects of managing in the adjacent markets which carry out or intend to carry out economic activity on production of heat energy, transportation of heat energy by the high-level and local (distribution) thermal networks and delivery of heat energy, provision of services on centralized water supply and drainage system for transition to the stimulating regulation, to apply to the purposes of forming of rates rectilinear depreciation method according to the Tax code of Ukraine.

2. (Arlachov D. V.) to submit to legal management (Dudchenko V. G.) and Department of strategic planning and development in the field of utilities this resolution on state registration to the Ministry of Justice of Ukraine in the procedure established by the legislation.

3. This resolution becomes effective from the date of its official publication.
