1.2. These Regulations determine general rules of the organization of activities of Federal Service for Defence Contracts (Rosoboronzakaz) by realization of the powers referred to competence of Rosoboronzakaz in accordance with the legislation of the Russian Federation, interactions with other federal executive bodies and also establish basis of the internal organization of Rosoboronzakaz.
1.3. Rosoboronzakaz is the federal executive body performing functions on control (supervision) in the sphere of the state defensive order and in the sphere of order placement on delivery of goods, performance of works, rendering services for federal state needs which do not belong to the state defensive order and data about which are the state secret, and also normative legal regulation in the established field of activity.
1.4. Rosoboronzakaz on the basis and in pursuance of the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation has the right to adopt independently regulatory legal acts in the established field of activity. 1.5. The structure and the staff list of central office of Rosoboronzakaz affirm the director of Rosoboronzakaz within the salary fund and number (without personnel on protection and servicing of the building) established by the Government of the Russian Federation taking into account the register of positions of Federal public civil service and acts determining the normative number of structural divisions of Rosoboronzakaz.
1.6. The structure of central office of Rosoboronzakaz includes directly management (the director and four deputy directors, including the first deputy director (further - deputy directors), assistants (advisers) to the director and structural divisions on the main activities - the managements headed by chiefs of managements and the independent departments headed by chiefs of departments. The structure and the staff list of territorial authority of Rosoboronzakaz affirm the head of territorial authority of Rosoboronzakaz within the established salary fund and number (without personnel on protection and servicing of buildings) on the basis of the Russian Federation approved by the Government of the scheme of placement of territorial authorities of Rosoboronzakaz taking into account the register of positions of Federal public civil service and acts determining the normative number of the relevant divisions.

The director of Rosoboronzakaz will organize its work and bears the personal responsibility for accomplishment of the functions assigned to Rosoboronzakaz, represents Rosoboronzakaz in the relations with other public authorities, citizens and the organizations, signs agreements and other documents of civil nature on behalf of Rosoboronzakaz, including approves official regulations of deputy directors, heads of territorial authorities of Rosoboronzakaz, federal government civil servants of central office of Rosoboronzakaz, signs office contracts with heads of territorial authorities of Rosoboronzakaz, federal government civil servants of central office of Rosoboronzakaz, and also distributes obligations between the deputies, brings in the Government of the Russian Federation: the project of regulations on Rosoboronzakaz, offers on extreme number and the salary fund of employees of Rosoboronzakaz, the draft of the annual plan and forecast indicators of activities of Rosoboronzakaz, and also reports on their execution, approves regulations on structural divisions of Rosoboronzakaz, appoints to position and dismisses federal government civil servants of central office of Rosoboronzakaz, heads of territorial authorities of Rosoboronzakaz; solves in accordance with the legislation of the Russian Federation about public service the questions connected with passing of Federal public civil service in Rosoboronzakaz approves structure and the staff list of central office of Rosoboronzakaz in the limits set by the Government of the Russian Federation of the salary fund and number of workers expense budget on content of Rosoboronzakaz in the limits approved for the corresponding period of the assignments provided in the federal budget and also performs other powers established by the legislation of the Russian Federation.
1.11. Deputy directors of Rosoboronzakaz represent Rosoboronzakaz on single questions of spheres of its activities, will organize and coordinate implementation of functions of Rosoboronzakaz according to this Regulations, distribution of obligations between deputy directors of Rosoboronzakaz (further - distribution of obligations) and other legal acts, and also orders of the director of Rosoboronzakaz.
1.12. According to distribution of obligations deputy directors of Rosoboronzakaz based on the powers of attorney issued by the director of Rosoboronzakaz can sign agreements and other civil documents on behalf of Rosoboronzakaz.
1.13. In the order of Rosoboronzakaz on distribution of obligations between deputy directors of Rosoboronzakaz are specified:
a) powers of each deputy director of Rosoboronzakaz;
b) special powers of the director of Rosoboronzakaz;
