About protection of children from negative impact of information
The parliament adopts this organic law.
For the purpose of this law the following basic concepts are used in value:
the child - person under the age of of 18 years (age of majority);
sensuality - art display of sexual intercourse in movie plot, proved, without excessive sensuality, the art description of sexual passion or sexual behavior;
the paranormal phenomenon - the event which is not explained with science, incident, the phenomenon or the fact, capabilities of people which are not proved by experimental methods having physical expression;
hypnosis - the temporary mental condition representing change of consciousness and sharp concentration on content of suggestion and/or auto-suggestion during which the behavior of the person, self-checking and consciousness changes;
information exerting negative impact on children - public information which can do harm to mental and physical health of children, their physical, intellectual, spiritual and moral development;
computer game - the entertainment program intended for computers, terminals of electronic communications which contains and extends on the data carrier and/or in computer networks public (on the Internet);
pornography - vulgar, rough display of any sort of sexual connections between persons different or same-gender, representation of other forms of indecent manifestation of sex life, and also the obscene image of genitals.
The basic principles of protection and realization of the highest interests of the child in the sphere of public information are:
a) interests of parents (guardians, custodians), public and state interests concerning children;
b) self-checking and obligations of subjects which prepare public information extend it, participate in it, and also journalists and their professional organizations;
c) coordination of obligations and responsibility of the state, bodies of the public power, the subjects preparing public information, extending it and participating in it, journalists, their professional organizations, and also parents (guardians, custodians) for protection of the highest interests of the child;
d) encouragement of distribution of the information promoting social, spiritual and moral wellbeing of the child and stimulating its physical and mental development;
e) relevance, efficiency and proportionality of measures of responsibility;
f) rationality, honesty and justice.

a) about violence, encouraging aggression and contempt for life;
b) approving spoil or destruction of property;

e) calling children for participation in gamblings or other games in which impression of easy prize is made;

g) inducing to drawing to itself bodily harms or to suicide, describing means or circumstances of suicide;
h) in which the crime is assessed positively or criminals are idealized;
i) in which the behavior wounding human dignity is encouraged;
j) which contains mockeries or humiliations over the person or group of people in connection with ethnic origin, national, racial, sex, disease, social position, language, religion, beliefs or views;
k) representing the paranormal phenomena in such a way that impression about their reality is made;
l) in which violence, sexual exploitation and sexual abuses against children, the sexual relations between children are encouraged;
m) in which swear words and obscene gestures are used;
n) in which advice on production, acquisition or use of explosives, narcotic or psychotropic substances, others life-threatening and health of objects is given;
o) in which bad habits in food, hygiene and physical passivity are encouraged;
p) in which the session of mass hypnosis which object is the audience of mass media is shown.
(2) Distribution of information exerting negative impact on children is forbidden or limited in the procedure established by this law.
(3) distribution of information specified in Item j) to part Is forbidden (1), and also information of pornographic nature which encourages violence and sexual exploitation of children or end in itself of which violence demonstration is.
(1) In mass media promulgation of information containing personal data is forbidden:
a) when personal data of the suspect who is not disappearing from law enforcement agencies or degrees of jurisdiction, the person accused or the convict for crime execution or offenses of the child or injured crime or the child's offense are promulgated that allows to identify his personality;
b) when personal data of the child who caused himself bodily harms or trying to make it, committed suicide or trying to commit suicide that allows to identify his personality are promulgated;
c) when in the context of the negative social phenomena photos of children or video records about them are represented that allows to identify their personality;
d) which degrades advantage of the identifiable child and/or violates its highest interests.
(2) In program complexes of television and broadcasting distribution of information exerting negative impact on children which contains is forbidden:
a) images or photos of body of the died child;
b) images of pornographic nature;
c) any adverse or discriminating reference to ethnic origin, nationality, race or religion of the child, and also to his disability;
d) any signs which can lead to identification of the children involved in situations of negative nature (incident, crime, sexual abuse, physical or mental abuse, family quarrels, suicides, the use of drugs, abuse of alcohol, etc.), including as victims or witnesses. The exception is constituted by situations in which the journalist acts, with the consent of parents (guardians, custodians), in the highest interests of the child;
e) any signs which can lead to identification of the child involved in self-damages of any sort including attempt of suicide or suicide;
f) to lead any signs able to identification of the child infected with Vichinfektion or the patient with AIDS. This prohibition is applied even if the program is directed to lighting and allocation of social problem;
g) reconstruction of crimes, abuses and other situations of negative nature in which children are used;
