About approval of the state obligatory standards of formation of appropriate levels of education
According to the subitem 24) of article 4 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" the Government of the Republic of Kazakhstan DECIDES:
1. Approve enclosed:
1) state obligatory standard of preschool education and training;
2-1) state obligatory standard of primary education;
2-2) state obligatory standard of the main secondary education;
2-3) state obligatory standard of general secondary education;
3) state obligatory standard of technical and professional education;
4) state obligatory standard of postsecondary education;
5) state obligatory standard of the higher education;
6) state obligatory standard of postgraduate education.
2. This resolution is subject to official publication and becomes effective since September 1, 2013.

1. This state obligatory standard of preschool education and training (further – the standard) is developed according to the Law of the Republic of Kazakhstan of July 27, 2007 "About education" and determines requirements to level of training of children of preschool age, content of preschool education and training, the maximum amount of academic load.
In the standard terms according to the Law of the Republic of Kazakhstan "About education" are applied. In addition to them the following terms and their determinations are included:
1) the indicator – indicator of the level of development of the child;
2) integration – process of establishment of communication between structural components of content;
3) inclusive education – the process providing equal access to education and training of all children taking into account special educational needs and individual opportunities;
4) the educational circle – the complete characteristic of internal life of the preschool organization constructed in logic of perspective tasks and set of the means used for effective personal, emotional, social and intellectual development of children of preschool age;
5) educational trajectory – continuous process of development of the child which is planned by the teacher together with parents and other specialists for achievement of particular purpose;
6) organized educational activities – one of types of activity organized by the teacher and directed to assimilation of knowledge, acquisition of the skills necessary for use of knowledge in practice;
7) the organization of activity of children in the preschool organization – rational distribution of time and creating favorable conditions for physical, moral and intellectual development of children taking into account their age features;
8) the subject and spatial developing circle – the system of conditions providing personal, emotional, social and intellectual development of children of preschool age;
9) day regimen – the rational distribution of time and the correct mutually sequence of different types of activities and rest within a day promoting normal development of the child and strengthening of his health;
10) the standard curriculum – the state regulating document constituted on the basis of the standard, providing educational process in the preschool organization.
2. The preschool organizations of the Republic of Kazakhstan perform educational activities according to:
1) this standard;
2) standard curricula;
3) general education training program;
4) other regulatory legal acts of the Republic of Kazakhstan in the field of preschool education and training.
3. State obligatory standard of preschool education and training:
1) is determined by content of preschool education and training;
2) establishes requirements to the maximum amount of academic load, content of the subject and spatial developing circle, level of training of pupils, the organizations of educational process of the preschool organizations.
4. Requirements of the standard are obligatory in case of development:
1) standard curricula;
2) the general education training program of preschool education and training which is basis for development of the educational and additional programs directed to realization of interests and tendencies of the child;
3) No. 484 is excluded according to the Order of the Government of the Republic of Kazakhstan of 15.08.2017;
4) implementation of educational process in the preschool organizations, irrespective of their departmental subordination, patterns of ownership, types and types;
5) educational and didactic benefits and methodical recommendations for the preschool organizations;
6) requirements of the state certification of activities of the preschool organizations and teachers;
7) the educational program for children with special educational needs (having various variations in mental or physical development);
8) educational programs of additional education for development of interests and tendencies of children;
9) courses programs of advanced training of pedagogical personnel.
5. In the Section "Requirements to Level of Training of Pupils" the expected results on the educational areas realized through organized educational activities and regime processes on the basis of psychology and pedagogical diagnostics of achievements of each child are specified.
6. In the Section "Requirements to Education Content" the purpose of preschool education, normative terms of development of the general education training program, the content amount which is subject to obligatory development by children in the preschool organizations and preschool classes of comprehensive schools irrespective of their type, type and patterns of ownership, and also training language are specified.
7. In the Section "Requirements to the Maximum Amount of Academic Load" are specified duration of organized educational activities according to age periodization and carrying out it according to requirements of health regulations.
8. Contents of the general education training program of preschool education and training are directed on:
1) improvement of quality of content of preschool education and training due to achievement of system is more whole, presented in the form of the expected results;
2) forming of the spiritual and moral and welfare values based on national traditions, and also universal rules and regulations;
3) ensuring unity of requirements to content of preschool education and training, the principles of systemacity, integrity, succession and continuity between the preschool and initial education levels taking into account the educational, developing and training purposes and tasks;
4) creation of the psychology and pedagogical conditions providing preservation and promotion of health of children, including children with special educational needs;
5) preparation for gradual transition from game activities to educational taking into account specific and age features of children of preschool age;
6) development of capabilities, bents, inclinations and talents in different types of children's activities on the basis of individual approach;
7) forming of elementary motive, communicative, informative, creative knowledge, the skills providing creation of equal starting opportunities for training of children of preschool age at elementary school.
9. Levels of mastering skills on each age group are specified in tables 1, of 2, of 3, of 4, 5 according to appendix to the standard.
10. The created skills of the child set model of the graduate of the preschool organization:
1) physically developed;
2) inquisitive;
3) active;
4) emotionally sympathetic;
5) seized means of communication and methods of interaction with adults and peers;
6) having primary ideas of himself, family, society (the closest society), the state (country), the world and the nature;
7) seized necessary skills for training at school.
11. The purpose of preschool education and training is forming of the initial knowledge, skills necessary for formation of the personality at this age stage.
12. Preschool education and training is directed on:
1) instilling of the universal values which are basis for forming of the personal qualities of the child necessary during all life;
2) realization of content of the education which is based on national traditions, customs and customs, literature and art, folklore and cultural heritage of the country;
3) creation of conditions for inclusive education of children with special needs;
4) ensuring psychology and pedagogical consulting support of parents, increase in their kompetentnost in questions of development of the children covered and not covered by preschool education and training.
13. Content of preschool education and training is founded on five educational areas: "Health", "Communication", "Knowledge", "Creativity", "Society" which is implemented by their integration through the organization of different types of activities.
14. Educational Health area.
Purpose: development of conscientious attitude to own health, understanding of that health – the main value granted to the person by the nature, development of physical activity and forming of physical qualities.
The educational Health area includes development of physical qualities; enhancement of main types of movements; forming of movement skills; organization and holding various outdoor games; accomplishment of sports exercises (driving on the sledge, skis, the bicycle, swimming); acquaintance to elements of sports (soccer, basketball, badminton, etc.).
Content of the educational Health area is directed to protection and strengthening of health of the child; forming of skills of safe behavior in life, on the street, in the conditions of the nature and enrichment of motive experience of children through enhancement of the main movements; enhancement at pupils of need for physical activity, using creative, informative and speech capabilities.
Organized educational activities in the educational Health area:
1) physical culture;
2) bases of safe behavior.
15. Educational Communication area.
Purpose: development in the child of the communicative skills necessary for education of the polylingual personality capable to communicate with surrounding people.
The educational Communication area includes development of the oral and coherent speech of children in various forms and types of children's activities, creative speech activities; education of the sound standard of speech; enrichment of the active dictionary; forming of the grammatical party of the speech, development of acquaintance to children's literature, expressive reading and pereskazyvaniye; development state, Russian, English and other languages.
Content of the educational Communication area is aimed at the development of skills of free communication with adults and children; attention, interest by the way, to children's literature.
Organized educational activities in the educational Communication area:
1) development of the speech;
2) fiction;
3) letter bases;
4) Kazakh (in groups with training Russian), Russian (in groups with training Kazakh) and one of foreign languages;
5) drama.
16. Educational Knowledge area.
Purpose: development of the identity of the preschool child owning the elementary skills of cognitive activity necessary for interaction with the world around.
The educational Knowledge area includes forming of elementary mathematical representations: enhancement of ideas of set, skills of the quantitative account, forming of ideas of geometrical figures, orientation in space and time; designing from construction, natural and waste materials and details of the designer; expansion of knowledge of objects and phenomena of live and inanimate nature, knowledge of the seasonal phenomena, expansion of knowledge of plants, ideas of sociocultural values Kazakh and other people, traditions and holidays, planet Earth as general house of people, features of its nature.
Organized educational activities in the educational Knowledge area:
1) forming of elementary mathematical representations, sensorika in groups of babyhood (from 1 year to 3 years);
2) designing;
3) natural sciences.
17. Educational Creativity area.
Purpose: Development of the sensual and emotional sphere and imagination in the child, as bases of culture of creative thinking.
The educational Creativity area includes drawing; molding, application, development of perception and understanding of works of art, formation of the esthetic relation to the world around; forming of elementary ideas of art forms; perception of music, works of domestic composers, national musical instruments, fiction, folklore; stimulation of empathy to characters of works of art; realization of independent creative activities of children.
Organized educational activities in the educational Creativity area:
1) drawing;
2) molding;
3) application;
4) music.
18. Educational Society area.
Purpose: education of love for the country, respect for seniors, positive behavior and benevolent attitude towards people around.
The educational Society area includes assimilation of ethical standards of behavior in society, and also universal values, ability of the child to communicate with adults and peers; ability to be independent, to be responsible for the acts, focus and regulation of the actions; development of moral qualities: responsiveness, empathy, respect for the family, feeling of attachment to the family; respect for traditions and customs, knowledge and respect of history, life of the Kazakh people; expansion of idea that Kazakhstan our general house, and also respect of traditions, cultures of other people; forming of interest in different types of work and creativity; education to bases of safe behavior in life, society and the nature.
Organized educational activities in the educational Society area:
1) self-knowledge;
2) acquaintance with the world around;
3) fundamentals of ecology.
19. Tracking of level of education and training of children is performed on the basis of monitoring of achievements of the child according to age of the child:
1) 1 level – the child reproduces these or those action and knowledge;
2) 2 level – the child understands that he does, owns certain inventory of knowledge;
3) 3 level – the child applies what he knows and is able to do, independently and creatively uses knowledge.
Indicators as indicators, provide monitoring of development of the child and are basis of planning of its individual development.
20. The term of development of general education training programs of preschool education and training - 5 years. Age periodization and age groupes following:
1) babyhood - from 1 year to 3 years:
group of early age - from 1 year to 2 years;
the first younger group - from 2 to 3 years;
2) preschool age - from 3 to 6 years:
the second younger group - from 3 to 4 years;
average group - from 4 to 5 years;
preschool preparation - from 5 to 6 years.
21. The maximum admissible amount of week academic load of pupils and students, durations of organized educational activities is entered for the purpose of protection of health and mentality of the child.
22. The academic load for all age levels of preschool education and training is established in the standard curriculum.
Duration of organized educational activities constitutes:
for children of early age – 7-15 minutes;
for children of middle preschool age – 15-20 minutes;
for children of the advanced preschool age – 25-30 minutes.
23. The normative academic load in week for calculation of the monthly salary of pedagogical employees of the preschool organizations and preschool classes of the organizations of education based on the Law of the Republic of Kazakhstan of July 27, 2007 "About education" constitutes 24 hours (20 hours are provided on the main academic load directed to realization of content of five educational areas of the state obligatory standard of education, and 4 hours – on other types of activity (game, independent, creative, individual work, etc.) realized according to day regimen of the preschool organization).

1. This state obligatory standard of secondary education (primary, main secondary, general secondary education) (further – the Standard) is developed according to article 56 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education".
2. The general education organizations of the Republic of Kazakhstan perform educational activities according to:
1) this state obligatory standard of secondary education;
2) standard curricula;
3) other regulating documents approved in accordance with the established procedure by authorized body of the Republic of Kazakhstan in the field of secondary education.
3. The state obligatory standard of secondary education determines requirements to:
1) to education content;
2) to the maximum amount of academic load of students;
3) to level of training of students.
4. In the Standard of secondary education terms, determinations and reducings according to the Law of the Republic of Kazakhstan "About education" are applied. In addition to them the following terms and their determinations are included:
1) Basic content of education – structure and amount of content of the secondary education which is subject to obligatory development in the general education organizations irrespective of their patterns of ownership, the type and type sufficient for continuation of training at the subsequent education levels.
2) the Invariant component of the standard curriculum - set of the objects included in the state obligatory standard of secondary education and obligatory for studying in the general education organizations.
