ORDER OF THE GOVERNMENT OF THE REPUBLIC OF KAZAKHSTAN

of August 23, 2012 No. 1080

About approval of the state obligatory standards of formation of appropriate levels of education

(as amended on 15-08-2017)

According to the subitem 24) of article 4 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" the Government of the Republic of Kazakhstan DECIDES:

1. Approve enclosed:

1) state obligatory standard of preschool education and training;

2) state obligatory standard of secondary education (primary, main secondary, general secondary education);

2-1) state obligatory standard of primary education;

2-2) state obligatory standard of the main secondary education;

2-3) state obligatory standard of general secondary education;

3) state obligatory standard of technical and professional education;

4) state obligatory standard of postsecondary education;

5) state obligatory standard of the higher education;

6) state obligatory standard of postgraduate education.

2. This resolution is subject to official publication and becomes effective since September 1, 2013.

State obligatory standard of preschool education and training

1. General provisions

1. This state obligatory standard of preschool education and training (further – the standard) is developed according to the Law of the Republic of Kazakhstan of July 27, 2007 "About education" and determines requirements to level of training of children of preschool age, content of preschool education and training, the maximum amount of academic load.

In the standard terms according to the Law of the Republic of Kazakhstan "About education" are applied. In addition to them the following terms and their determinations are included:

1) the indicator – indicator of the level of development of the child;

2) integration – process of establishment of communication between structural components of content;

3) inclusive education – the process providing equal access to education and training of all children taking into account special educational needs and individual opportunities;

4) the educational circle – the complete characteristic of internal life of the preschool organization constructed in logic of perspective tasks and set of the means used for effective personal, emotional, social and intellectual development of children of preschool age;

5) educational trajectory – continuous process of development of the child which is planned by the teacher together with parents and other specialists for achievement of particular purpose;

6) organized educational activities – one of types of activity organized by the teacher and directed to assimilation of knowledge, acquisition of the skills necessary for use of knowledge in practice;

7) the organization of activity of children in the preschool organization – rational distribution of time and creating favorable conditions for physical, moral and intellectual development of children taking into account their age features;

8) the subject and spatial developing circle – the system of conditions providing personal, emotional, social and intellectual development of children of preschool age;

9) day regimen – the rational distribution of time and the correct mutually sequence of different types of activities and rest within a day promoting normal development of the child and strengthening of his health;

10) the standard curriculum – the state regulating document constituted on the basis of the standard, providing educational process in the preschool organization.

2. The preschool organizations of the Republic of Kazakhstan perform educational activities according to:

1) this standard;

2) standard curricula;

3) general education training program;

4) other regulatory legal acts of the Republic of Kazakhstan in the field of preschool education and training.

3. State obligatory standard of preschool education and training:

1) is determined by content of preschool education and training;

2) establishes requirements to the maximum amount of academic load, content of the subject and spatial developing circle, level of training of pupils, the organizations of educational process of the preschool organizations.

4. Requirements of the standard are obligatory in case of development:

1) standard curricula;

2) the general education training program of preschool education and training which is basis for development of the educational and additional programs directed to realization of interests and tendencies of the child;

3)  No. 484 is excluded according to the Order of the Government of the Republic of Kazakhstan of 15.08.2017;

4) implementation of educational process in the preschool organizations, irrespective of their departmental subordination, patterns of ownership, types and types;

5) educational and didactic benefits and methodical recommendations for the preschool organizations;

6) requirements of the state certification of activities of the preschool organizations and teachers;

7) the educational program for children with special educational needs (having various variations in mental or physical development);

8) educational programs of additional education for development of interests and tendencies of children;

9) courses programs of advanced training of pedagogical personnel.

5. In the Section "Requirements to Level of Training of Pupils" the expected results on the educational areas realized through organized educational activities and regime processes on the basis of psychology and pedagogical diagnostics of achievements of each child are specified.

6. In the Section "Requirements to Education Content" the purpose of preschool education, normative terms of development of the general education training program, the content amount which is subject to obligatory development by children in the preschool organizations and preschool classes of comprehensive schools irrespective of their type, type and patterns of ownership, and also training language are specified.

7. In the Section "Requirements to the Maximum Amount of Academic Load" are specified duration of organized educational activities according to age periodization and carrying out it according to requirements of health regulations.

2. Requirements to level of training of pupils

8. Contents of the general education training program of preschool education and training are directed on:

1) improvement of quality of content of preschool education and training due to achievement of system is more whole, presented in the form of the expected results;

2) forming of the spiritual and moral and welfare values based on national traditions, and also universal rules and regulations;

3) ensuring unity of requirements to content of preschool education and training, the principles of systemacity, integrity, succession and continuity between the preschool and initial education levels taking into account the educational, developing and training purposes and tasks;

4) creation of the psychology and pedagogical conditions providing preservation and promotion of health of children, including children with special educational needs;

5) preparation for gradual transition from game activities to educational taking into account specific and age features of children of preschool age;

6) development of capabilities, bents, inclinations and talents in different types of children's activities on the basis of individual approach;

7) forming of elementary motive, communicative, informative, creative knowledge, the skills providing creation of equal starting opportunities for training of children of preschool age at elementary school.

9. Levels of mastering skills on each age group are specified in tables 1, of 2, of 3, of 4, 5 according to appendix to the standard.

10. The created skills of the child set model of the graduate of the preschool organization:

1) physically developed;

2) inquisitive;

3) active;

4) emotionally sympathetic;

5) seized means of communication and methods of interaction with adults and peers;

6) having primary ideas of himself, family, society (the closest society), the state (country), the world and the nature;

7) seized necessary skills for training at school.

3. Requirements to content of preschool education and training

11. The purpose of preschool education and training is forming of the initial knowledge, skills necessary for formation of the personality at this age stage.

12. Preschool education and training is directed on:

1) instilling of the universal values which are basis for forming of the personal qualities of the child necessary during all life;

2) realization of content of the education which is based on national traditions, customs and customs, literature and art, folklore and cultural heritage of the country;

3) creation of conditions for inclusive education of children with special needs;

4) ensuring psychology and pedagogical consulting support of parents, increase in their kompetentnost in questions of development of the children covered and not covered by preschool education and training.

13. Content of preschool education and training is founded on five educational areas: "Health", "Communication", "Knowledge", "Creativity", "Society" which is implemented by their integration through the organization of different types of activities.

14. Educational Health area.

Purpose: development of conscientious attitude to own health, understanding of that health – the main value granted to the person by the nature, development of physical activity and forming of physical qualities.

The educational Health area includes development of physical qualities; enhancement of main types of movements; forming of movement skills; organization and holding various outdoor games; accomplishment of sports exercises (driving on the sledge, skis, the bicycle, swimming); acquaintance to elements of sports (soccer, basketball, badminton, etc.).

Content of the educational Health area is directed to protection and strengthening of health of the child; forming of skills of safe behavior in life, on the street, in the conditions of the nature and enrichment of motive experience of children through enhancement of the main movements; enhancement at pupils of need for physical activity, using creative, informative and speech capabilities.

Organized educational activities in the educational Health area:

1) physical culture;

2) bases of safe behavior.

15. Educational Communication area.

Purpose: development in the child of the communicative skills necessary for education of the polylingual personality capable to communicate with surrounding people.

The educational Communication area includes development of the oral and coherent speech of children in various forms and types of children's activities, creative speech activities; education of the sound standard of speech; enrichment of the active dictionary; forming of the grammatical party of the speech, development of acquaintance to children's literature, expressive reading and pereskazyvaniye; development state, Russian, English and other languages.

Content of the educational Communication area is aimed at the development of skills of free communication with adults and children; attention, interest by the way, to children's literature.

Organized educational activities in the educational Communication area:

1) development of the speech;

2) fiction;

3) letter bases;

4) Kazakh (in groups with training Russian), Russian (in groups with training Kazakh) and one of foreign languages;

5) drama.

16. Educational Knowledge area.

Purpose: development of the identity of the preschool child owning the elementary skills of cognitive activity necessary for interaction with the world around.

The educational Knowledge area includes forming of elementary mathematical representations: enhancement of ideas of set, skills of the quantitative account, forming of ideas of geometrical figures, orientation in space and time; designing from construction, natural and waste materials and details of the designer; expansion of knowledge of objects and phenomena of live and inanimate nature, knowledge of the seasonal phenomena, expansion of knowledge of plants, ideas of sociocultural values Kazakh and other people, traditions and holidays, planet Earth as general house of people, features of its nature.

Organized educational activities in the educational Knowledge area:

1) forming of elementary mathematical representations, sensorika in groups of babyhood (from 1 year to 3 years);

2) designing;

3) natural sciences.

17. Educational Creativity area.

Purpose: Development of the sensual and emotional sphere and imagination in the child, as bases of culture of creative thinking.

The educational Creativity area includes drawing; molding, application, development of perception and understanding of works of art, formation of the esthetic relation to the world around; forming of elementary ideas of art forms; perception of music, works of domestic composers, national musical instruments, fiction, folklore; stimulation of empathy to characters of works of art; realization of independent creative activities of children.

Organized educational activities in the educational Creativity area:

1) drawing;

2) molding;

3) application;

4) music.

18. Educational Society area.

Purpose: education of love for the country, respect for seniors, positive behavior and benevolent attitude towards people around.

The educational Society area includes assimilation of ethical standards of behavior in society, and also universal values, ability of the child to communicate with adults and peers; ability to be independent, to be responsible for the acts, focus and regulation of the actions; development of moral qualities: responsiveness, empathy, respect for the family, feeling of attachment to the family; respect for traditions and customs, knowledge and respect of history, life of the Kazakh people; expansion of idea that Kazakhstan our general house, and also respect of traditions, cultures of other people; forming of interest in different types of work and creativity; education to bases of safe behavior in life, society and the nature.

Organized educational activities in the educational Society area:

1) self-knowledge;

2) acquaintance with the world around;

3) fundamentals of ecology.

19. Tracking of level of education and training of children is performed on the basis of monitoring of achievements of the child according to age of the child:

1) 1 level – the child reproduces these or those action and knowledge;

2) 2 level – the child understands that he does, owns certain inventory of knowledge;

3) 3 level – the child applies what he knows and is able to do, independently and creatively uses knowledge.

Indicators as indicators, provide monitoring of development of the child and are basis of planning of its individual development.

20. The term of development of general education training programs of preschool education and training - 5 years. Age periodization and age groupes following:

1) babyhood - from 1 year to 3 years:

group of early age - from 1 year to 2 years;

the first younger group - from 2 to 3 years;

2) preschool age - from 3 to 6 years:

the second younger group - from 3 to 4 years;

average group - from 4 to 5 years;

preschool preparation - from 5 to 6 years.

4. Requirements to the maximum amount of academic load

21. The maximum admissible amount of week academic load of pupils and students, durations of organized educational activities is entered for the purpose of protection of health and mentality of the child.

22. The academic load for all age levels of preschool education and training is established in the standard curriculum.

Duration of organized educational activities constitutes:

for children of early age – 7-15 minutes;

for children of middle preschool age – 15-20 minutes;

for children of the advanced preschool age – 25-30 minutes.

23. The normative academic load in week for calculation of the monthly salary of pedagogical employees of the preschool organizations and preschool classes of the organizations of education based on the Law of the Republic of Kazakhstan of July 27, 2007 "About education" constitutes 24 hours (20 hours are provided on the main academic load directed to realization of content of five educational areas of the state obligatory standard of education, and 4 hours – on other types of activity (game, independent, creative, individual work, etc.) realized according to day regimen of the preschool organization).

State obligatory standard of secondary education (primary, main secondary, general secondary education)

1. General provisions

1. This state obligatory standard of secondary education (primary, main secondary, general secondary education) (further – the Standard) is developed according to article 56 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education".

2. The general education organizations of the Republic of Kazakhstan perform educational activities according to:

1) this state obligatory standard of secondary education;

2) standard curricula;

3) other regulating documents approved in accordance with the established procedure by authorized body of the Republic of Kazakhstan in the field of secondary education.

3. The state obligatory standard of secondary education determines requirements to:

1) to education content;

2) to the maximum amount of academic load of students;

3) to level of training of students.

4. In the Standard of secondary education terms, determinations and reducings according to the Law of the Republic of Kazakhstan "About education" are applied. In addition to them the following terms and their determinations are included:

1) Basic content of education – structure and amount of content of the secondary education which is subject to obligatory development in the general education organizations irrespective of their patterns of ownership, the type and type sufficient for continuation of training at the subsequent education levels.

2) the Invariant component of the standard curriculum - set of the objects included in the state obligatory standard of secondary education and obligatory for studying in the general education organizations.

3) the Variable component of the standard curriculum - set of the subjects and rates determined by the general education organization taking into account educational needs and capabilities of students.

4) the Maximum amount of academic load - the amount of school hours necessary for development of content of subjects invariant and variable (school and student's) components of the standard curriculum and established on levels of secondary education and academic years.

5) the Standard curriculum – the regulatory legal act which is component of the state obligatory standard of secondary education, regulating the list and amount of subjects installing invariant and variable components of academic load and characterizing training language at the levels of primary, main secondary education at the level of general secondary education language and the direction of training; is the initial document for education organization activity financing.

6) the Working curriculum - the document developed by the general education organization on the basis of the standard curriculum taking into account educational needs of students.

5. The state obligatory standard of education contains general regulations and content of education and reflects interests of the personality, society and state.

6. This standard forms basis:

1) for development of obligatory and variable training programs, textbooks and educational and methodical complexes, and also for examination of their quality;

2) for ensuring succession between levels of secondary education;

3) for implementation of educational process in the general education organizations;

4) for development of estimative system of determination of result of activities of the teacher, the general education organization, creation of control and measuring materials for detection of level of training of students and their final assessment;

5) for development of programs of preparation, retraining and advanced training of pedagogical personnel.

2. Requirements to education content

7. General education training programs of primary education are directed to forming of the identity of the child, development of its individual capabilities, positive motivation and abilities in educational activities: strong skills of reading, the letter, account, experience of language communication, creative self-realization, culture of behavior for the subsequent development of educational programs of the main school.

8. Primary education provides forming of moral qualities of the identity of the child, its emotional and valuable relation to the world around, positive motivation to educational process, development of its individual capabilities and abilities in cognitive activity.

9. Content of primary education includes seven educational areas: "Language and literature", "Mathematics", "Natural sciences", "Person and society", "Art", "Technology", "Physical culture".

10. General education training programs of the main secondary education are directed to development by students of basic bases of system of sciences, forming at them high culture of interpersonal and interethnic communication, self-determination of the personality and professional orientation.

The main secondary education provides development by students of basic fundamentals of sciences, instilling at them high spiritual and moral culture and culture of interpersonal and interethnic communication, self-determination and self-realization of the personality, forming of functional literacy, realization of preprofile preparation.

12. Content of the main secondary education includes seven educational areas: "Language and literature", "Mathematics and informatics", "Natural sciences", "Person and society", "Art", "Technology", "Physical culture".

13. General education training programs of general secondary education are developed on the basis of differentiation, integration and professional orientation of content of education with introduction of profile training on natural mathematically and public humanitarianly to the directions.

Content of training course "Basics of life safety" in 3-4 classes is implemented within training course "Knowledge of the world": in 3rd class with annual academic load of 6 hours, in the 4th class – 10 hours, elementary school teachers; in 6, 8, 9 classes "Physical culture" with annual academic load on 15 hours teachers of physical culture is implemented within training course; at 10-11 classes "Basic military training" with annual academic load of 25 hours by teachers organizers of basic military training is implemented within training course. Classes in basics of life safety are obligatory and are held to school hours.

26. Content of training course of "Traffic regulation" in 3-4 classes is implemented within the following training courses: "Native language", "Music", "Fine arts", "Technology"; in 6, 8 classes is implemented after hours, at the expense of class hours and open classrooms.

27. Representation in the Standard of basic content of secondary education provides:

1) unity of educational space of the Republic of Kazakhstan, systemacity, succession and continuity of content of secondary education on educational areas and the education levels;

2) equal opportunities and availability of secondary education to all students;

3) observance of single requirements to content of secondary education irrespective of types of the general education organizations, forms and types of training.

28. The invariant component of content of secondary education is implemented in standard curricula, variable component – in working curricula.

29. For the purpose of preserving fundamental nature of secondary education and observance of the state requirements to basic content of secondary education the invariant component is determined not lower than 90% at the level of initial, it is not lower than 85% – at the level of the main average and not lower than 75% – at the level of general secondary education of the total amount of hours.

30. Obligatory training programs realize basic content of secondary education and determine requirements to training of students of appropriate levels of secondary education. Variable training programs realize content of the subjects and rates entering variable component.

31. General secondary education is performed on the basis of profile training in two directions: public humanitarianly, natural mathematically. For the purpose of realization of the differentiated training and satisfaction of informative needs of students within two directions the profiling of training in adjacent (related) objects according to the standard curriculum (further - TUP) for profound studying of separate objects is entered.

32. Subjects of invariant component in all TUP remain invariable that provides single requirements to basic content of secondary education for all types and types of the general education organizations.

33. Succession of content of the main secondary education and technical and professional education is implemented by profound studying of separate and adjacent objects, including objects of the technological direction, within preprofile training. Succession of content of general secondary education and the higher education is implemented by profound studying of separate and adjacent objects within profile training.

34. The choice by students of the direction of preprofile training at the level of the main secondary education and profile training at the level of general secondary education is performed with the assistance of parents and the board of trustees.

3. Requirements to the maximum amount of academic load of students

35. Duration of academic year in 3, 4, 6, 8-11 classes – 34 educational weeks.

36. The maximum amounts of week academic load of students, including all types cool and out-of-class (facultative, individual and kruzhkovy occupations) study, shall not exceed in: 3rd class – 29 hours, the 4th class – 29 hours, the 6th class – 33 hours, the 8th class – 36 hours, the 9th class – 38 hours, the 10th class – 39 hours, the 11th class – 39 hours.

37. Duration of vacation time in academic year constitutes at least 30 days in 3, of 4, of 6, 8-11 classes. Vacation is provided 3 times in academic year – in the fall, in the winter and in the spring. Specific terms of vacation are established by authorized body of the Republic of Kazakhstan in the field of education.

38. The school hours allowed in standard and working curricula for studying of subject are considered in case of development of structure and contents of the appropriate obligatory and variable training programs.

39. The total amount of academic load of students in objects, components invariant and variable components, is established by TUP.

40. The amount of obligatory academic load of students in objects taking into account the direction of training is established by TUP.

41. The maximum academic load of students taking into account their requirements is established by the working curriculum of the general education organization.

4. Requirements to level of training of students

42. Level of training of students is estimated with scope of three aspects:

1) personal results;

2) system and activity results;

3) subject results.

43. Personal results are reflected in:

1) manifestation of respect for the Constitution of the Republic of Kazakhstan, to the law and law and order;

2) manifestation of active civic stand, high patriotic feelings, readiness for service to the Homeland and protection of its interests;

3) ownership state and native languages, respect for history, culture, traditions and other values of the Kazakh people and other ethnoses living in the territory of Kazakhstan;

4) the aspiration to protect and increase the nature of the native land, the country, manifestation of active position in environmental protection;

5) maintaining healthy lifestyle, skills of preserving own safety and surrounding people;

6) manifestation of high culture of human communication, respect for ethical standards;

7) capabilities to self-education and self-realization and constructive labor;

8) respect for the senior generation and care about younger, manifestation of kindness and keenness to others;

9) ability to adequately estimate features of social environment, to resist to the antisocial phenomena, destructive impacts of ideological, illegal and religious nature.

44. Personal results are traced in the form of psychology and pedagogical monitoring of level of good breeding, socialization and spiritual and moral, creative and physical development of the student and fixed in its portfolio.

45. System and activity results are reflected in:

1) ownership of system of knowledge of fundamentals of sciences and to scopes of scientific achievements for progress of human society;

2) ability to analyze, process, synthesize and use scientific information;

3) ownership of methods of knowledge, designing, designing and research, creative application;

4) ownership of modern information and communication technologies;

5) ownership of the developed communicative capabilities, polylanguage culture.

46. System and activity results are determined by achievements of the student by the subject Olympic Games, elective courses, accomplishment of creative educational projects, and also other types of research activities and fixed in its portfolio.

47. Subject results are reflected in znaniyevy and activity training of students on development of basic content of secondary education.

48. Subject results are established in 3-4 classes at basic level, in the subsequent classes - at three levels: basic (obligatory), advanced possible in 6, 8-11 classes (for development of variable component in amount at 1 o'clock in case of the choice of subject) and advanced preprofile in 8-9 classes / advanced profile at 10-11 classes (for development of the versions of standard curricula chosen by the general education organization with deepening of objects).

49. The basic level of development of subjects includes obligatory minimum of amount of knowledge of students and their skills.

50. Advanced (possible and preprofile/profile) levels of development of subjects include expanded and profound amount of knowledge of students, their skills. Possible level of development of subjects is implemented at the choice of the general education organization on the basis of variable training programs for 6, of 8-11 classes. Preprofile (8-9 classes) and profile (10-11 classes) levels of development of subjects are implemented on the basis of standard training programs for profound studying.

52. Development of the content of secondary education offered by the general education organization (profound, expanded) is controlled by local authorities of education.

62. Local executive bodies and the general education organization create conditions for safety of life and health protection of students in the way:

1) promotion of healthy lifestyle;

2) strengthenings of social and psychological service;

3) ensuring protection of the building;

4) organizations of close connection with local population and parent public;

5) studying of informal environment of students;

6) holding preventive actions (sociological poll, psychological support, holding meetings with employees of law enforcement bodies and medical institutions);

7) timely organization of performing routine medical examination;

8) observance of safe engineering, rules of fire prevention of precaution;

9) observance of the light and air and thermal mode of rooms;

10) observance of operating mode with the computer equipment;

11) promotion of observance of safety rules of traffic;

12) observance of safe engineering in transit children.

63. Educational process in the general education organizations, including private, is performed within the working curriculum which is developed on basis of TUP, affirms the general education organization independently and is approved with local executive bodies of education.

64. Educational process at republican general education specialized boarding schools is performed within the working curriculum which is developed on basis of TUP and affirms authorized body as the field of education of the Republic of Kazakhstan.

65. Division of class into 2 groups is performed in the city general education organizations when filling class in 24 and more students, in rural – 20 and more students, in small schools – at least 10 students when carrying out lessons:

1) on Kazakh in 3, 4, 6, 8-11 classes with not Kazakh of training;

2) on the Kazakh literature in 6, 8-11 classes with not Kazakh of training;

3) on Russian in 3, 4, 6, 8-11 classes with the Kazakh, Uigur, Tajik and Uzbek languages of training;

4) on foreign language in 3, 4, 6, 8-11 classes;

5) on informatics in 6, 8-11 classes;

6) in profile objects;

7) on technology in 6, 8-11 classes (groups of boys and girls irrespective of fullness of class);

8) on physical culture in 6, 8-11 classes.

66. In the presence in class of children with limited opportunities in development division of class is performed at the rate of reduction of total quantity of pupils by three by each such child.

67. The organization of socially useful work, carrying out labor practice in volume of academic load of student's component of the standard curriculum is performed with participation of the board of trustees or parent committee.

State obligatory standard of primary education

1. General provisions

1. This state obligatory standard of primary education (further - the Standard) is developed according to article 56 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" (further - the Law) and determines requirements to level of training of students, content of primary education, the maximum amount of academic load.

2. The organizations of education realizing general education programs of primary education (further - the organizations of education), irrespective of their patterns of ownership and departmental subordination, and also training language, perform educational activities according to:

1) this Standard;

2) training programs and standard curricula;

3) other normative legal and legal acts approved in accordance with the established procedure by authorized body of the Republic of Kazakhstan in the field of education.

3. Application of the Standard is directed on:

1) improvement of quality of training and education due to achievement of system is more whole than primary education, presented in the form of the expected results of training;

2) realization of policy of trilingual education by creation of necessary conditions for the organization of educational process in the state, Russian and English languages;

3) the combination of the academic and practical orientation of primary education providing assimilation by students of bases of theoretical knowledge and development of abilities to apply the gained knowledge to the solution of tasks of applied nature;

4) the step-by-step building-up of subject knowledge and skills providing depth and complexity of content of subjects taking into account age opportunities of students;

5) realization of the principle of unity of the education and training based on coherence and interconditionality of values of education and system of the expected results of training which determine substantial basis of daily educational process;

6) ensuring health protection of children, and also on creating favorable conditions for satisfaction of special educational needs of students and their needs for receipt of additional educational services;

7) ensuring equivalence of primary education in the conditions of variety of types and organization types of secondary education;

8) support and development of innovative practice in the organizations of education;

9) organization of objective assessment of organization activity of education for education quality assurance.

4. The standard is basis for development:

1) the standard curriculum of primary education for different types and organization types of education;

2) training programs in objects of primary education;

3) textbooks and educational and methodical complexes in objects;

4) criteria for estimation of educational achievements of students in objects;

5) the management systems providing achievement of the expected results of training and education in the organizations of education;

6) monitoring systems of educational process of the organizations of education;

7) single requirements to material, information support of educational process of the organizations of education;

8) parameters of assessment of organization activity of education on education quality assurance.

5. The organizations of education provide the health saving circle for achievement by students of the expected results of training determined by the Standard, way of application of various methods, forms and pedagogical technologies of education, training and development.

6. In the standard terms and determinations according to the Law are applied. In addition to them the following terms and their determinations are included:

1) basic content of primary education - structure, structure and amount of content of the primary education which is subject to obligatory studying in the organizations of education irrespective of their type, type and pattern of ownership, and also training language;

2) extracurricular activities - component of complete teaching and educational process in the organization of education, one of forms of the organization of free time of the students implemented over the academic load determined by the standard curriculum;

3) educational area - the component of basic content of primary education including set of related subjects;

4) the standard curriculum - the document regulating the list of subject matters (objects) and determining amount of invariant and variable components of academic load of appropriate level of education;

5) invariant component of academic load - the compound component of the standard curriculum determining the subjects obligatory for studying by all students in the organizations of education irrespective of their type, type and pattern of ownership, and also training language;

6) variable component of academic load - compound component of the standard curriculum which is determined by the organization of education according to educational needs of students;

7) elective rate - rate at the choice of students, the component of variable component of the curriculum directed to expansion of educational training of students;

8) the expected results of training - set of the competences expressing what exactly the student will know, understand, show upon completion of training process;

9) inclusive education - the process providing equal access to education for all students taking into account special educational needs and individual opportunities;

10) estimation - process of correlation of the results of training which are really achieved by students with the expected results of training at basis of the elaborated criteria;

11) evaluation criteria - approvals which allow teachers and students to recognize whether the training objectives are achieved and form the basis for decision making according to achievements of students;

12) formativny estimation - the type of estimation which is carried out during daily work in class is the current indicator of progress of students, provides operational interrelation between the student and the teacher during training, between the pupil and the teacher and educational process allows to enhance feedback;

13) summativny estimation - type of estimation which is carried out at the end of certain educational period (quarter, trimester, academic year), and also studying of Sections according to the training program;

14) monitoring of educational process - systematic observation, diagnosing, the analysis, assessment and the forecast of condition, dynamics of changes of results and conditions of implementation of educational process in the organizations of education;

15) education values - reference points in creation of system is more whole than training which form basis for education content determination, are the leading factor in forming of the identity of the student;

16) educational activities - process of purposeful, pedagogically reasonable, consecutive interaction of subjects of education during which problems of training, development and education of the personality are solved.

7. In the Section "Requirements to Level of Training of Students" the expected results of training in educational areas in the form of system of the purposes of primary education of long-term nature in the objects entering certain educational area are specified.

8. In the Section "Requirements to Education Content" the structure, structure and amount of content of the primary education which is subject to obligatory studying in the organizations of education irrespective of their type, type and pattern of ownership, and also training language are specified.

9. In the Section "Requirements to the Maximum Amount of Academic Load" the week academic load, duration of academic year, term of development of general education training programs of primary education, fullness of class for division into groups are specified.

10. The standard becomes effective step by step:

1) in 1 classes - since September 1, 2016;

2) in 2 classes - since September 1, 2017;

3) in 3 classes - since September 1, 2018;

4) in 4 classes - since September 1, 2019.
