1. The administrative regulations of provision by the Federal Migration Service of the state service in registration and issue of the passports of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation <1> establish structure, the sequence and terms of accomplishment of ministerial procedures (actions), requirements to procedure for their accomplishment, including feature of accomplishment of ministerial procedures (actions) electronically performed by FMS of Russia by provision of the state service in registration and issue of the passports of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation <2>.

2. Applicants are:
2.1. The citizen of the Russian Federation living in the territory of the Russian Federation or beyond its limits, who filed petition for issue of passport <1>:

3. Information on procedure for provision of the state service is placed:

by means of the publication in mass media, editions of information materials;
directly in premises of the territorial authorities and their divisions performing provision of the state service;
in the multipurpose centers of provision of the state and municipal services;
at information stands of the territorial authorities and divisions performing provision of the state service.
4. The main requirements to information provided to applicants are:
reliability;
clearness in statement;
completeness;
presentation of forms;
convenience and availability;
efficiency.
5. Informing citizens is carried out also in oral or written form.
Informing in oral form is performed:
in case of the personal address of the applicant;
in case of the address by means of telephone communication.
Informing applicants in oral form is performed in the hours allotted for reception of citizens.
The employee performing oral informing shall take all necessary measures for making the complete answer to the questions posed, including with involvement of other employees.
If preparation of the answer requires long time, the employee performing oral informing can suggest the applicant to apply for necessary information in writing or to fix other time, convenient for the interested person.
6. In case of the address of the applicant by phone or in case of the personal address employees in detail and in polite (correct) form inform the addressed citizens on the questions interesting them.
The response to phone call shall begin with representation and contain information on the name of territorial authority or division, surname, name, middle name and position of the employee who received phone call.
Time of conversation shall not exceed 10 minutes.
In case of impossibility of the employee who received call to answer independently the questions posed the phone call shall be readdressed (is transferred) to other employee or to the addressed citizen the phone number on which it is possible to obtain all necessary information shall be told.
7. Consideration of written addresses is performed according to the Federal Law of May 2, 2006 No. 59-FZ "About procedure for consideration of addresses of citizens of the Russian Federation" <1> within 30 days from the moment of registration of such address by the direction of answers the mailing or in the form of the electronic message, with use of e-mail or via the official website of FMS of Russia and its territorial authorities, including the Single portal, depending on method of the address of the applicant.

10. Consultations of general nature (about the location, the working schedule) can be provided with use of means of autoinforming (in the presence). Autoinforming is performed in the round-the-clock mode.
Consultation on questions of provision of the state service can be performed in the multipurpose centers of provision of the state and municipal services.
11. Consultation is carried out on the following questions:
about the divisions performing registration and issue of the passport including information on the place of their finding (address);
on filling of the statement;
about the list of the documents necessary for execution of the passport, and to requirements imposed to them;
about the amount of the state tax and bank details;
about time of documents acceptance and issue of the passport;
about terms of provision of the state service;
about the procedure for appeal of actions (failure to act) for officials of FMS of Russia and decisions performed and accepted during provision of the state service.
