About approval of Rules of determination of regulations of operational fuel reserve during the autumn and winter period for the power making organizations

According to subitem 38-6) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of determination of regulations of operational fuel reserve during the autumn and winter period for the power making organizations.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Rules of determination of regulations of operational fuel reserve during the autumn and winter period for the power making organizations

1. General provisions

1. These rules of determination of regulations of operational fuel reserve during the autumn and winter period (further - Rules) are developed for the power making organizations according to subitem 38-6) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and determine procedure for determination of regulations of operational fuel reserve during the autumn and winter period for the power making organizations of the Republic of Kazakhstan.

2. In these rules the following basic concepts and determinations are used:

1) average daily fuel consumption - the quantitative fuel consumption consumed by the power making organization per day for development of electrical and/or heat energy in the conditions of the minimum settlement temperature of outside air for this region and the maximum loading of the equipment of thermal power plant;

2) regulation of operational fuel reserve (further - regulation) - the minimum quantity of operational fuel reserve of the power making organizations in daily calculation.

2. Procedure for determination of regulations of operational fuel reserve during the autumn and winter period for the power making organizations

3. Regulations are determined by thermal power plants and boiler rooms (further - the power making organization).

4. In case of determination of regulations are considered:

1) average daily fuel consumption;

2) distance from power source to the place of shipment of the delivered fuel.

5. The power making organization with installed capacity of 100 Gcal/hour and above annually, till June 1 of the corresponding year, represents to authorized body in the field of power industry for review average daily fuel consumption for own structure of the equipment in the conditions of the minimum settlement temperature of outside air and distance from power source to the place of shipment of the delivered fuel.

6. The power making organization with installed capacity less than 100 Gcal/hour annually, till June 1 of the corresponding year, represents to local executive body for review average daily fuel consumption for own structure of the equipment in the conditions of the minimum settlement temperature of outside air and distance from power source to the place of shipment of the delivered fuel.

7. Average daily fuel consumption and distance from power source to the place of shipment of the delivered fuel annually, till August 1 of the corresponding year, are approved by authorized body in the field of power industry for each power making organization with installed capacity of 100 Gcal/hour and above.

7-1. Average daily fuel consumption on the power making organization is calculated according to the following formulas:

In = Vte + Vee, [ton],

where:

In - average daily fuel consumption on the power making organization;

Vte - average daily fuel consumption on production of heat power;

Vee - average daily fuel consumption on production of electricity.

Determination of amount of the average daily fuel consumption spent for production of heat energy.

Vte = Vteusl / E, [ton];

where:

Vteusl - average daily consumption of conditional fuel on production of heat energy, [ton of conditional fuel];

Э - caloric coefficient equal to the relation of calorific capabilities of fuel to conditional:

Э = Qrn/7000,

where:

Qrn - the lowest calorific capability of fuel, [kilocalorie/kilogram];

7000 - the lowest calorific capability of conditional fuel, [kilocalorie/kilogram].

Vteusl = Qsut * bt * 10-3, [ton of conditional fuel],

where:

Qsut - the amount of heat energy developed per day, [gigacalorie];

bt - specific consumption of conditional fuel on leave of heat power, [kilogram/gigacalorie].

Qsut = Q * t,

where:

Qsut - the amount of heat energy developed per day, [gigacalorie];

Q - the thermal power calculated taking into account utilization rate of the established thermal power, [gigacalorie/hour];

t - number of hours in days, [hour];

Q = Qsut * Kt, [gigacalorie/hour], where:

Qsut - the established thermal power of the station, [gigacalorie/hour];

Kt - utilization rate of the established thermal power;

Kt = Qvyr / (Qsut. *n), where:

Qvyr - the quantity of heat power developed in year, [gigacalorie];

n - calendar number of hours of previous year.

Determination of amount of the conditional fuel spent for production of electricity per day:

Vee = Veeusl/E, [ton],

where:

Veeusl - average daily consumption of conditional fuel on production of electrical energy, [ton of conditional fuel];
