Administrative regulations of Federal Nature Management Supervision Service on provision of the state service in issue of the conclusions about compliance to environmental standards and requirements of production and storage facilities of the organizations performing the activities connected with production and turnover of ethyl alcohol, alcoholic and alcohol-containing products

I. General provisions

Subject of regulation of regulations

1. The administrative regulations of Federal Nature Management Supervision Service (further - Rosprirodnadzor) (further - Regulations) determine terms, the sequence of actions (ministerial procedures) and decision making by territorial authorities of Rosprirodnadzor, order of interaction between their structural divisions, government employees, other officials by provision of the state service in issue of the conclusions about compliance to environmental standards and requirements of production and storage facilities of the organizations performing the activities connected with production and turnover of ethyl alcohol, alcoholic and alcohol-containing products, and also their interactions with other organizations and citizens by provision of the state service in issue of the conclusions about compliance to environmental standards and requirements of production and storage facilities of the organizations performing activities connected with production and turnover of ethyl alcohol, alcoholic and alcohol-containing products (further - the conclusion).

Circle of applicants

2. The state service is provided to the legal entities and individual entrepreneurs planning implementation of the licensed activities connected with production and (or) turnover of ethyl alcohol, alcoholic and alcohol-containing products (further - the applicant, applicants).

3. Powers of the representatives acting on behalf of applicants are confirmed by the power of attorney which is drawn up according to requirements of the current legislation of the Russian Federation.

Requirements to procedure for informing on provision of the state service

4. Informing on provision of the state service is performed by Rosprirodnadzor and its territorial authorities on subjects of the Russian Federation by means of placement of information, including on graphics of reception of citizens and phone numbers for reference (consultations):

- on the official website of Rosprirodnadzor www.rpn.gov.ru;

- on the Single portal of the state and municipal services (functions) (further - the Single portal) - www.gosuslugi.ru;

- at information stands in reception territorial authorities of Rosprirodnadzor on work with addresses of citizens;

- on phone numbers for reference;

- in mass media.

5. The central office of Rosprirodnadzor locates at the address: 123995, Moscow, Ulitsa B. Gruzinskaya, 4/6, D-242, GSP-5, of ph. 499 254 54 00.

Telephone numbers for enquiries and addresses of territorial authorities of Rosprirodnadzor are given in Appendix 1 to these Regulations.

Operating time: on weekdays from 9-00 to 18-00 o'clock (on Fridays - till 16 hours 45 minutes), lunch from 12-00 to 12 o'clock 45 minutes.

6. In premises of territorial authorities of Rosprirodnadzor the information stands containing the following information shall be placed:

- description of resulting effect of provision of the state service;

- procedure for provision of the state service (in text and/or graphical, schematic type) with reference to these Regulations;

- the list of documents and information, necessary for provision of the state service, according to Item 17 of these Regulations;

- the address of the official site of Rosprirodnadzor (territorial authority of Rosprirodnadzor) in Internet networks, e-mail addresses;

- telephone numbers for enquiries of Rosprirodnadzor (territorial authority of Rosprirodnadzor), general telephone number for enquiries (including number of phone answerphone);

- information on location, postal address of Rosprirodnadzor (territorial authority of Rosprirodnadzor) and phones of staff of the relevant structural divisions of Rosprirodnadzor (territorial authority of Rosprirodnadzor);

- working schedule of staff of the relevant structural divisions of Rosprirodnadzor (territorial authority of Rosprirodnadzor);

- procedure for receipt of consultations on provision of the state service;

- obligations of officials of Rosprirodnadzor (territorial authorities of Rosprirodnadzor) in case of the response to phone calls, oral and written addresses of citizens or the organizations, requirements to form and nature of interaction of officials with applicants according to Item 7 of these Regulations.

8. In case of consultation in writing the answer to the address goes by mail to the applicant in time, not exceeding 30 calendar days from registration date of the written address.

9. In case of consultation by phone officials of Rosprirodnadzor (territorial authority of Rosprirodnadzor) shall, according to the arrived request, to provide information on the following questions:

- information on the entering numbers at which are registered in system of clerical work the statement and documents which are attached to it submitted for receipt of the state service;

- information on the made decision on the specific address;

- data on the regulatory legal acts regulating questions of provision of the state service (the name, number, acceptance date of regulatory legal act);

- the list of documents and information which representation is necessary for receipt of the state service;

- requirements to assurance of the documents enclosed to the application;

- about the location on the official site of Rosprirodnadzor (territorial authority of Rosprirodnadzor) of reference materials for provision of the state service.

Other questions are considered only based on the corresponding written address.

In the course of consideration of documents and information provided for receipt of the state service, information on the following questions is provided to the applicant within consultation by phone:

- about need of provision of additional documents and information;

- about terms and the course of provision of the state service.

10. In case of consultation on e-mail (in case of its availability) the answer to the address of the applicant on questions, certain Item 9 of these Regulations, goes to the e-mail address of the applicant in time which is not exceeding 5 working days from the moment of receipt of the address.

The state service in issue of the conclusions about compliance to environmental standards and requirements of production and storage facilities of the organizations performing the activities connected with production and turnover of ethyl alcohol, alcoholic and alcohol-containing products (further - the state service).

12. The state service in issue of the conclusions is provided by territorial authorities of Rosprirodnadzor on the location of the production and storage facilities connected with production and turnover of ethyl alcohol, alcoholic and alcohol-containing products.

13. By provision of the state service the authorized body has no right to demand from the applicant of implementation of actions the, including approvals necessary for receipt of the state service and connected with the appeal to other state bodies and the organizations.
