I. General provisions

Subject of regulation of Regulations

1. These Administrative regulations establish procedure for provision by the Pension Fund of the Russian Federation (further - RPF) and its territorial authorities (departments RPF on subjects of the Russian Federation, head departments of RPF and managements of RPF on areas, areas in the cities, in the cities without district division) the state service in issue of the state certificate on the maternity (family) capital (further - the state service), and also the standard of provision of this state service, terms and the sequence of ministerial procedures and administrative actions of RPF and its territorial authorities, order of interaction with applicants, public authorities and local government bodies, organizations and the organizations by provision of the state service.

2. Applicants on receipt of the state service are persons having the right to additional measures of the state support and their representatives according to the Federal Law of December 29, 2006 N 256-FZ "About additional measures of the state support of the families having children" (The Russian Federation Code, 2007, N 1, Art. 19; 2008, N 30, Art. 3616; N 52, of Art. 6243; 2010, N 31, Art. 4210; 2011, N 1, Art. 52; N 27, of Art. 3880; N 47, of Art. 6608; 2012, N 31, Art. 4322).

4. Reception of citizens concerning provision of the state service is performed according to employment policies and procedures of RPF (territorial authority of RPF).

Schedules of reception of citizens by officials of RPF and territorial authorities of RPF are posted on the official site of RPF and territorial authorities of RPF on the Internet (further - the website of RPF), information stands of territorial authorities of RPF. The address of the website of RPF is www.pfrf.ru.

5. Public informing citizens on provision of the state service is made in the way:

publications of information materials in mass media, editions of information brochures, booklets, other printed materials;

placements of materials at the information stands equipped in premises of territorial authorities of RPF (RPF) intended for reception of citizens;

placements of brochures, booklets and other printed materials in premises of territorial authorities of RPF (RPF) intended for reception of citizens, and also in premises of other bodies and organizations (for example, in premises of social security authorities of the population, medico-social examination, the organizations performing delivery of pensions, archives) in coordination with the specified bodies and the organizations, in premises of the multipurpose centers of provision of the state and municipal services (further - the multipurpose center).

6. At information stands in the rooms intended for reception of citizens in mass media and in printing editions the following information and documents is placed:

about the location of territorial authorities of RPF (RPF) performing provision of the state service (complete postal addresses, e-mail addresses, help phone numbers of territorial authorities of RPF, including phone numbers - answerphones (in case of their availability), working schedules);

excerpts from the legislative and other regulatory legal acts of the Russian Federation regulating questions of provision of the state service;

the text of these Administrative regulations with appendices (the complete version - on the website of RPF, endurance - at information stands in rooms, mass media and in printing editions);

the list of categories of citizens to which the state service can be provided;

about procedure for provision of the state service;

models of filling of statements for provision of the state service;

schedule of reception of citizens by officials of territorial authority of RPF;

about procedure for appeal of actions or failure to act of the officials providing the state service.

Informing is made by the official of territorial authority of RPF (RPF) responsible for informing concerning provision of the state service (daleedolzhnostny person), in case of the direct appeal of the citizen to territorial authority of RPF (RPF), by means of telephone communication, by means of answers to written addresses of citizens, by placement of information at the information stands equipped in case of entrance to premises of territorial authorities of RPF and also by the publication of information in mass media and editions and placements of information materials (brochures, booklets).

Informing citizens in case of the personal address concerning provision of the state service is performed according to the set working hours of territorial authority of RPF (RPF).

Informing is by phone made by officials of territorial authorities of RPF on the contact telephone numbers specified in the appendix N 1 to these Administrative regulations.

8. Information on provision of the state service is placed in the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - the Single portal) to the address: www.gosuslugi.ru, on the website of RPF.

On the Single portal the following information is placed:

1) the exhaustive list of the documents necessary for provision of the state service, the requirement to execution of the specified documents, and also the list of documents which the applicant has the right to provide on own initiative;

2) circle of applicants;

3) term of provision of the state service;

4) results of provision of the state service, procedure for provision of the document which is result of provision of the state service;

5) the exhaustive list of the bases for suspension or refusal in provision of the state service;

6) about the applicant's right to pre-judicial (extrajudicial) appeal of actions (failure to act) and the decisions made (performed) during provision of the state service;

7) the forms of statements (notifications, messages) used by provision of the state service.

Information on the Single portal and on the website of RPF about procedure and terms of provision of the state service based on the data containing in the federal state information system "Federal Register of the State and Municipal Services (Functions)" is provided to the applicant free of charge.

The information access about terms and procedure for provision of the state service is performed without accomplishment by the applicant of any requirements, including without use of the software which installation on technical means of the applicant requires the conclusion of license or other agreement with the owner of the software providing collection of payment, registration or authorization of the applicant or provision of personal data by it.

8.1. 9. Information on provision of the state service is provided free of charge.
