Regulations on Government commission on transport

1. Government commission on transport (further - the Commission) is the permanent body performing coordination of activities of executive bodies and interaction with representatives of entrepreneurial community concerning development and realization of the main directions of state policy in the field of development of transport in the Russian Federation including in the field of scientific, scientific and technical and innovative activities.

2. The commission is guided in the activities by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, decrees and orders of the President of the Russian Federation, resolutions and orders of the Government of the Russian Federation, and also this Provision.

3. The commission performs the activities in government relations of the Russian Federation, public associations, the organizations of science and other interested organizations.

4. The main objective of the Commission is ensuring interaction of executive bodies in development and realization of the main directions of state policy on the questions concerning development of transport, increase in rates of economic growth, increase in competitiveness of services in the field of transport and high-quality change of structure of export including on questions:

a) developments of transport system in interrelation with other sectors of economy;

b) increases in safety of transport system;

c) ensuring availability of services to the population in the field of transport;

d) implementation of structural conversions in the field of transport;

e) increases in efficiency of fiscal and customs and tariff regulation in the part carried to competence of the Commission;

e) the state support of export of services in the field of transport;

g) enhancement of mechanisms of public-private partnership;

h) decrease in unreasonable restrictions when implementing business activity in the field of transport;

i) ensuring realization of mechanisms of system of public control over activities of subjects of natural monopolies in the field of transport during the forming, approval and realization of investing programs of the specified subjects taking into account opinion of consumers of services of subjects of natural monopolies in the field of transport for the purpose of:

increases in efficiency of tariff regulation;

improvement of quality of the services rendered to consumers by subjects of natural monopolies;

increases in efficiency of activities of subjects of natural monopolies in the field of transport, including purchasing and investing activities.

5. The commission for realization of the tasks assigned to it performs the following basic functions:

a) provides carrying out the complex analysis of development of transport system, determination of the main restrictions and the directions of its further development;

b) provides development of concepts, development strategies and action plans on development of industries of transport system together with entrepreneurial community;

c) considers suggestions for improvement of mechanisms of investment attraction, including straight lines;

d) prepares offers on determination of mechanisms of stimulation of competitiveness of services in the field of transport;

e) prepares offers on the state support of export of services in the field of transport for the purpose of diversification of national export;

e) performs the measures directed to the accelerated upgrade of industries of transport system and their technology development for the purpose of increase in competitiveness of domestic production and services;

g) prepares offers on development of transport infrastructure and creation of the integrated structures;

h) considers the offers directed to integration of transport system of the Russian Federation into world transport system, development and enhancement of activities of check points through frontier of the Russian Federation and growth in volumes of transit transportations including development of the international transport corridors;

i) considers offers on tariff and price policy in the field of transport;

j) considers offers on increase in effectiveness of activities of financial institutions, including on enhancement of mechanisms of support of leasing;

k) considers offers on development of strategically important projects in the field of transport;

l) considers offers on determination of strategy and the priority directions of development of science, technologies and the equipment, innovative activities, including innovative infrastructure of the market of the knowledge-intensive products and services, and also offers on their reforming in the field of transport;

m) considers offers on development of high technology productions and services in the field of transport;

o) considers the questions connected with functioning of special economic zones in the territory of the Russian Federation in the part which is within the competence of the Commission;

o) prepares suggestions for improvement of mechanisms of public-private partnership;

p) considers materials about the course of accomplishment of the federal and departmental target programs exerting impact on development of transport system and also prepares offers on increase in efficiency of their realization;

c) considers offers on increase in efficiency of use of mechanisms of deliveries of goods (works and services) for federal state needs for the purpose of growth in volumes of purchases of domestic production;

r) considers suggestions for improvement of professional education, including on coordination of preparation of scientific and technical personnel;

s) coordinates activities of federal executive bodies concerning international cooperation in the field of transport;

t) prepares suggestions for improvement of the regulatory legal base on the questions carried to competence of the Commission;

x) determines priorities of investing programs of subjects of natural monopolies in the field of transport proceeding from the potential of development of the Russian economy;
