1. Approve the enclosed Instruction about evaluation procedure of legitimacy of application in the organizations of health care of methadone drug and acquisition by physical persons for recipes of drugs and psychotropic substances in the drugstores enabling the realization of the specified means and substances.

2. This resolution becomes effective after its official publication.

The instruction about evaluation procedure of legitimacy of application in the organizations of health care of methadone drug and acquisition by physical persons for recipes of drugs and psychotropic substances in the drugstores enabling the realization of the specified means and substances

1. This Instruction determines evaluation procedure of legitimacy of application in the organizations of health care of methadone drug and acquisition by physical persons for recipes of drugs and psychotropic substances in the drugstores enabling the realization of the specified means and substances (further, unless otherwise specified, - actions).

Holding actions is performed once a half-year (in need of their carrying out).

2. For the purposes of this Instruction the following terms and their determinations are applied:

replacement therapy by methadone - treatment of patients with dependence on opium or opioids using orally methadone;

persons with drug addiction are persons at whom the syndrome of dependence on opium and (or) opioids was created.

3. Events are held by the staff of divisions on drug enforcement and counteraction to human trafficking of criminal militia (further - NIPTL): managements, Departments of Internal Affairs of city, district executive committees (local administrations) (further - RU-GO-ROVD), Main Department of Internal Affairs of the Minsk city executive committee, the Departments of Internal Affairs of regional executive committees, the Ministry of Internal Affairs of the Republic of Belarus - in case of presentation of the official ID (further - the employee of division of NIPTL).

In case of absence in RU-GO-ROVD of the corresponding position of the employee of division of NIPTL events are held by the employee of other division of RUGO-ROVD to whom the order of the chief of RU-GO-ROVD assigns obligations of staff of divisions of NIPTL on holding actions.

4. Actions concerning the organizations of health care and drugstores enabling the realization of drugs and psychotropic substances, the staff of divisions of NIPTL are not held to the established period if these actions concerning this organization of health care or drugstore enabling the realization of drugs and psychotropic substances are held to this period by higher body or the staff of other division of NIPTL.

5. Assessment of legitimacy of application consists in the organizations of health care of methadone drug:

in direct observation by the staff of divisions of NIPTL of use of methadone drug by persons with drug addiction when performing replacement therapy by methadone;

in participation of staff of divisions of NIPTL in commission sessions of the organization of health care for performing replacement therapy by methadone.

6. Assessment of legitimacy of acquisition by physical persons according to recipes of drugs and psychotropic substances in the drugstores enabling the realization of the specified means and substances consists in joint studying by the staff of divisions of NIPTL with workers of drugstores of forms of recipes of doctors on whom the medicines containing drugs or psychotropic substances in the structure were acquired.

7. Events are held by the staff of divisions NIPTL RU-GO-ROVD in the organizations of health care and drugstores located within the corresponding administrative-territorial or territorial units.

8. About the actions revealed when carrying out violations of the law the head of the organization of health care or the drugstore enabling the realization of the specified means and substances is informed on drugs, psychotropic substances, precursors and analogs, the established reasons and conditions promoting making of offenses.
