About measures for further enhancement of activities of the Government portal of the Republic of Uzbekistan on the Internet taking into account provision of interactive state services

In pursuance of the Law of the Republic of Uzbekistan "About informatization", Resolutions of the President of the Republic of Uzbekistan of March 21, 2012 No. PP-1730 "About measures for further implementation and development of modern information and communication technologies", and also for the purpose of creation of conditions for ensuring full data exchange electronically, accelerations of procedures of registration of requests, increases in efficiency of interaction of subjects of entrepreneurship and the population with state bodies on the basis of use of information and communication technologies the Cabinet of Ministers decides:

Determine that the Single portal of interactive state services of the Republic of Uzbekistan (further - the Single portal) functions within the Government portal of the Republic of Uzbekistan on the Internet, including in the mode of "single window".

2. The single portal provides:

access for physical persons and legal entities to the electronic state services, and also to the services rendered by state bodies on realization of their functions, performed on requests of applicants;

access for physical persons and legal entities to forms of the statements, forms and other documents necessary for receipt of electronic state services, including for filling in electronic form;

possibility of implementation by applicants of feedback with bodies of the public and economic board and public authorities on places, and also other organizations;

acceptance in the electronic form of statements and other documents necessary for receipt of electronic state services;

accounting of requests and appeals of the physical persons and legal entities connected with functioning of the Single portal including implementation of monitoring of quality of provision of electronic state services by bodies of the public and economic board, public authorities on places and other organizations.

3. The republican commission on coordination of implementation of the Comprehensive program of development of National information and communication system of the Republic of Uzbekistan for 2013 - 2020:

in a month to approve the Summary register of the interactive state services provided by bodies of the public and economic board, public authorities on places for physical persons and legal entities through the Single portal (further - the Summary register);

in three-months time together with bodies of the public and economic board, public authorities on places to approve the list of the state services, with determination of specific terms of their step-by-step transfer to interactive state services and inclusions in the Summary register;

on regular basis to consider at the meetings questions of entering into the Summary register of new interactive state services and condition of works on improvement of quality of provision of interactive state services through the Single portal by bodies of the public and economic board, public authorities on places.

4. To the ministry of development of information technologies and communications of the Republic of Uzbekistan:

provide normative and methodical management on transition to provision of interactive state services through the Single portal;

till July 1, 2013 to develop and start the Single portal on the Internet;

annually till December 1 to introduce in the Republican commission on coordination of implementation of the Comprehensive program of development of National information and communication system of the Republic of Uzbekistan for 2013 - 2020 the status report of provision of interactive state services through the Single portal and additional offers on extension of the list of the Summary register.

5. To bodies of the public and economic board, public authorities on places:

provide timely commissioning of the interactive state services which are part of the Summary register on the Single portal;

within the competence to take the measures directed to enhancement of the legislation regarding ensuring transition to interaction with the population and subjects of entrepreneurship electronically.

6. Determine that heads and executives in charge of bodies of the public and economic board, public authorities on places bear the personal responsibility for implementation and rendering interactive state services, and also for timeliness and completeness of their provision.

7. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

8. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov and the Managing director of Executive office of the Cabinet of Ministers of the Republic of Uzbekistan S.Kh. Bekenov.

1. In the resolution of the Cabinet of Ministers of November 22, 2005 No. 256 "About enhancement of regulatory framework in the sphere of informatization" (the joint venture of the Republic of Uzbekistan, 2005, No. 11, the Art. 62):

a) in Item 2 of the word to "The Uzbek communication agency and informatization" shall be replaced with words to "The state committee of communication, informatization and telecommunication technologies of the Republic of Uzbekistan";

b) in Items 3, of 16, 17 and the paragraph the second Item 19 of appendix No. 1 of the word "The Uzbek communication agency and informatizations" shall be replaced with words "The state committee of communication, informatization and telecommunication technologies of the Republic of Uzbekistan";
