Rules of carrying out the Republic of Kazakhstan of transactions by National Bank with securities

These rules of carrying out the Republic of Kazakhstan of transactions by National Bank with securities (further - Rules) are developed according to the Law of the Republic of Kazakhstan of March 30, 1995 "About National Bank of the Republic of Kazakhstan" and determine procedure for carrying out by National Bank of the Republic of Kazakhstan (further - National Bank) transactions with securities.

5. The National Bank buys and sells the government and other securities within the performed monetary policy.

6. For the purpose of implementation of function of bank of banks the National Bank makes transactions of the return repo with banks of the second level on security highly liquid and risk-free securities.

7. Custodial storage of securities of National Bank is performed by the central depositary and other custodians.

8. For the purpose of implementation of functions on broker servicing and trust management of assets the National Bank on its own behalf and for the benefit of the client buys and sells the government and other securities in the internal and external markets.

9. For the purpose of implementation of functions of custodian for assets of clients National Bank:

1) is provided by accounting and storage of the money, securities and other financial instruments transferred to custodial servicing by the client of National Bank;

2) performs functions of the payment agent on security transactions and other financial instruments;

3) records transactions and confirms the rights of clients of National Bank to securities;

4) gains income on securities of clients and enlists them into customer accounts;

5) provides information to clients about condition of their accounts.

The National Bank performs operations with securities in the domestic market according to the resolution of the Board of directors of National Bank of September 23, 2009 No. 189 "About approval of Rules of dealer activities of National Bank of the Republic of Kazakhstan", the resolution of the Board of directors of National Bank of June 23, 2010 No. 105 "About approval of Regulations of implementation of monetary activities in Department of monetary transactions of National Bank of the Republic of Kazakhstan" and other regulatory legal acts of the Republic of Kazakhstan concerning implementation of transactions with securities.

The National Bank performs operations with securities in the foreign market according to the resolution of Board of National Bank of October 27, 2006 No. 105 "About approval of the Investment strategy on management of gold and exchange assets of National Bank of the Republic of Kazakhstan", the resolution of Board of National Bank of July 25, 2006 No. 65 "About approval of Rules of implementation of investment transactions of National fund of the Republic of Kazakhstan", the resolution of the Board of directors of National Bank of the Republic of Kazakhstan of March 19, 2007 No. 47 "About approval of Rules of implementation by National Bank of the Republic of Kazakhstan of activities for trust management of assets of clients" and other regulatory legal acts of the Republic of Kazakhstan concerning asset management.
