According to part 3 of article 233 of the Federal Law of November 27, 2010 No. 311-FZ "About customs regulation in the Russian Federation" (The Russian Federation Code, 2010, No. 48, Art. 6252; 2011, 27, of the Art. 3873, No. 29, of the Art. 4291, No. 50, of the Art. 7351) for the purpose of simplification of transportation of foreign goods on the territory of the Kaliningrad region I order to No.:

1. To customs authorities in transit Russian persons of the foreign goods (except for excise goods) from customs authority in the place of arrival on customs area of the Customs union to internal customs authority located in the territory of the Kaliningrad region not to require provision of ensuring payment of customs duties, taxes in case of simultaneous observance of the following conditions:

receiver of goods is the legal entity whose state registration is performed in the Kaliningrad region;

the paragraph third is excluded according to the Order of the Federal Customs Service of the Russian Federation of 23.12.2014 No. 2547

the customs applicant of customs procedure of customs transit has no debt on payment of customs duties, taxes, penalty fee and percent, and (or) one and more unexecuted resolutions on cases on administrative offenses in the field of customs affairs.

2. To customs authorities in transit of foreign goods persons which are not specified in Item 1 of this order, from customs authority in the place of arrival on customs area of the Customs union to internal customs authority, located in the territory of the Kaliningrad region not to require provision of ensuring payment of customs duties, taxes in case of simultaneous observance of the following conditions:

receiver of goods is the legal entity whose state registration is performed in the Kaliningrad region;

under customs procedure of customs transit the goods which are not prohibited to the room under the customs procedure of free customs zone applied in the territory of the Special economic zone in the Kaliningrad region are located;

the customs applicant of customs procedure of customs transit has no debt on payment of customs duties, taxes, penalty fee and percent, and (or) one and more unexecuted resolutions on cases on administrative offenses in the field of customs affairs.

Provisions of this Item are not applied to the foreign goods placed by physical persons under customs procedure of customs transit.

3. To impose control of execution of this order on the first deputy head of FCS of Russia V. M. Malinin.

This order becomes effective after 30 days after day of its official publication.
