About approval of the Approximate regulations on the center of provision of administrative services

According to part ten of article 12 of the Law of Ukraine "About administrative services" the Cabinet of Ministers of Ukraine decides:

1. Approve Approximate regulations on the center of provision of administrative services which are applied.

2. Recommend to local government bodies to be guided in the activities for ensuring functioning of the centers of provision of administrative services with the Approximate provision approved by this resolution.

Approximate regulations on the center of provision of administrative services

1. The center of provision of administrative services (further - the center) is formed for the purpose of ensuring provision of administrative services in case of:

Kiev and Sevastopol city state administrations;

district state administrations;

Kiev and Sevastopol, district in, state administrations;

executive body of city council of the city regional, republican values of the Autonomous Republic of Crimea.

Also the centers can be formed under executive body of the city city of district value, settlement, village council in case of adoption of such decision by the relevant council.

2. The decision concerning creation, liquidation or reorganization of the center as permanent working body or structural division of the local state administration or executive body of local council is accepted by the head of the relevant state administration, city, settlement or village council, and in Kiev and Sevastopol - the Kiev and Sevastopol city council respectively.

3. The center in the activities is guided by the Constitution and the laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, decisions central and local executive bodies, local government bodies, regulations on the center.

4. The main objectives of the center are:

1) the organization of provision of administrative services in the shortest possible time and in case of the minimum quantity of visits of subjects of addresses;

2) simplification of the procedure of receipt of administrative services and improvement of quality of their provision;

3) ensuring informing subjects of addresses on requirements and procedure for provision of administrative services which are provided through the administrator.

5. The center provides provision of administrative services through the administrator by its interaction with subjects of provision of administrative services.

The list of administrative services which are provided through the center is determined by body (official) which made the decision on its creation.

The list of administrative services which are provided through the center which subjects of provision are executive bodies is determined by body (official) which made the decision on its creation, and includes administrative services of executive bodies which list affirms the Cabinet of Ministers of Ukraine.

6. In the center for the decision of body (official) which created it adoption of reports, declarations and claims, provision of consultations, acceptance and issue of the documents which are not connected with provision of administrative services, the conclusion of contracts and agreements by representatives of subjects of managing who hold monopoly position in the corresponding market of the services having social value for the population (water - warm, gazo-, electric utility services, etc.) can be also performed.

7. Indoors, where there is center, the accompanying services (production of copies of documents, lamination, photography, sale of office supplies, provision of banking services) can be provided.

Selection of subjects of managing for provision of the accompanying services is performed by body (official) which created the center, on competitive basis by criteria of ensuring minimization of material costs and costs of time of the subject of the address, and also taking into account requirements of the legislation in the sphere of lease of the state-owned and municipal property.

It is forbidden to carry to provision of the consultations and information connected with the provision of administrative services, sale of the application forms and other documents necessary for the address about provision of administrative services and also assistance accompanying services in their filling, forming of document package.

8-1. The center shall be equipped in places of acceptance of subjects of addresses with information stands, information terminals and/or different ways of bringing information to subjects of the address with samples of the relevant documents and information in the amount sufficient for receipt of the state service without assistance.

According to the decision of body (official) which created the center additional requirements on servicing of subjects of the address, possibility of provision to subjects of the address of consultations and information on the course of consideration of their statements by telecommunication (phone, e-mail, other means of communication) can be established.

The established quality requirements of servicing of subjects of the address in the center shall not worsen conditions of provision of the administrative services determined by the law.

9. The subject of the address for receipt of administrative service in the center addresses the administrator - the official of the local state administration, local council which will organize provision of administrative services.

10. The administrator is appointed to position and dismissed by the head of the local state administration, the city, settlement or rural head.

The number of administrators who work in the center is determined by body (official) which made the decision on creation of the center.

11. The administrator has personalized seal (stamp) with indication of its surname, name, middle name and the name of the center.

12. The main objectives of the administrator are:

1) provision to subjects of circulation of exhaustive information and consultations concerning requirements and procedure for provision of administrative services;
