About approval of the Concept of state policy of the Republic of Tajikistan in the field of television and broadcasting for 2010 - 2025

In compliance with article 6 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:

1) to Approve the Concept of state policy of the Republic of Tajikistan in the field of television and broadcasting for 2010 - 2025 it (is applied).

2) to Committee on television and broadcasting under the Government of the Republic of Tajikistan in three-months time to develop and submit for approval of the Government of the Republic of Tajikistan the Program of implementation of the Concept of state policy of the Republic of Tajikistan in the field of television and broadcasting for 2010 - 2025.

The concept of state policy of the Republic of Tajikistan in the field of television and broadcasting for 2010 - 2025

1. Introduction

1) During era of transition to creation of information society in the republic, TV and radio broadcasting became the major mass media influencing spiritual development of society, economic growth, social stability and development of institutes of civil society.

2) Within creation in the Republic of Tajikistan of common information space development of TV and radio broadcasting needs to be considered first of all as instrument for ensuring of constitutional rights and human freedoms, access to mass information, uses of spiritual and cultural heritage, historical traditions, observance of regulations of public life, protection of moral values, fostering patriotism.

3) For the last 10-15 years there were basic changes in the sphere of production and distribution of electronic mass media and systems of mass communications. First of all these changes concerned television. Generally it is connected with transition to digital technology of broadcasting, emergence of multimedia circles, interactive services, development of the Internet and mobile communication.

4) In the Program of social and economic development of the Republic of Tajikistan for the period till 2015 approved by the Government of the Republic of Tajikistan of March 1, 2004 No. 86, the task of upgrade of television network which includes transition to digital technology and expansion of broadcasting to the countries of the FSU and beyond is determined.

5) the Purpose of development of the Concept of state policy of the Republic of Tajikistan in the field of television and broadcasting for 2010 - 2025 (further the Concept) is ensuring constitutional right of citizens on receipt of reliable socially important information.

6) Implementation of the Concept will allow to achieve the following results:

- determination of new rules of relations between subjects of the market of TV and radio broadcasting by enhancement of the regulatory legal base;

- obtaining possibility all population of the country of packet of obligatory public television and radio channels and choice of other packets of television channels and radio channels;

- possibility of access of the population of the republic to television channels and radio channels regardless of the used technologies of broadcasting;

- essential increase in contribution of industry of TV and radio broadcasting to national economy.

7) the target program "Development of TV and Radio Broadcasting in the Republic of Tajikistan for 2010-2015" which development needs to be provided in the Program of implementation of the Concept shall become the Main tool providing goal achievement of the Concept.

2. The purposes and tasks of the state in the field of television and broadcasting

8) Main objective of development of TV and radio broadcasting is providing the population with multichannel broadcasting with the guaranteed provision of obligatory public television and radio channels of the set quality that will allow ensuring constitutional right of citizens on receipt of information.

9) For achievement of the specified purpose the state realizes the following main functions:

- creation of conditions for providing citizens of Tajikistan with socially important and reliable information;

- determination of technical policy of broadcasting;

- ensuring functioning of infrastructure of analog on-air broadcasting before complete transition to digital technologies;

- conversion of radio-frequency range (set of the actions directed to expansion of use of radio-frequency range by radio-electronic means of civil appointment) and frequency and territorial planning;

- creation of conditions for development of new types television and broadcastings, including broadcasting mobile and Internet television, TV channels of high definition and satellite direct telebroadcasting;

- determination of stages and terms of transition to digital format of broadcasting;

- development of controling mechanisms implementation of the Concept;

- enhancement of the regulatory legal base, including, determination of single rules of licensing of broadcasting irrespective of methods and technologies of broadcasting, rules of licensing of activities of rendering communication services for the purposes of TV and radio broadcasting.

10) Acceptance of well-defined rules of development of digital broadcasting by the state, including implementation of funding mechanism, distribution of obligatory public television and radio channels, will allow speakers and telecom operators at the expense of own means as fast as possible to create necessary infrastructure for digital TV and radio broadcasting.

3. TV and radio broadcasting market functioning model

11) the Concept is based on the stated below model of functioning of the market of electronic mass media in modern conditions where electronic mass media are understood as the electronic edition, television channel, radio channel, body or radio program, other form of distribution of mass information having the permanent name and the established frequency of distribution.

12) All subjects of the market of TV and radio broadcasting are functionally divided into 4 primary groups:

- producers of audiovisual products, for example the registered mass media, authors and owners (further - producers);

- the telebroadcasting organizations (further - speakers);

- telecom operators (further - operators);

- consumers.

13) the Relationship between the specified subjects is built up on the basis of the market principles with observance of the conditions and rules determined by the state.

14) on the basis of own and/or acquired information (audiovisual messages, TV programs, texts, images) producers create their set and report to speakers of television and/or radio channels.
