Regulations on the Republican commission on television and broadcasting

1. The republican commission on television and broadcasting (further - the Commission) is formed according to the resolution of Council of Ministers of the Republic of Belarus of December 30, 2002 No. 1826 "About electronic and network mass media" (The national register of legal acts of the Republic of Belarus, 2003, No. 5, 5/11747).

2. The permanent structure of the Commission affirms the order of the Minister of information of the Republic of Belarus (further - the Minister) in number of 9 people.

3. Commission chairman on position is the Minister.

4. Tasks of the Commission:

provide preserving common information space, realization of state policy in the field of development of TV and radio broadcasting in the Republic of Belarus;

create conditions for development of socially important programs and forms of broadcasting;

promote realization and protection of constitutional rights of citizens on freedom of obtaining and distribution of information by means of TV and radio broadcasting;

promote use with maximum efficiency of natural resource of the frequencies allocated for the purposes of TV and radio broadcasting.

5. Functions of the Commission:

consideration of the applications of the job seekers on the right of land on-air TV and radio broadcasting who arrived for participation in tender on receipt of the right to land on-air TV and radio broadcasting (further - tender);

determination of winners of tenders and registration of results of tenders;

consideration of other questions according to appeals of state bodies.

6. Commission sessions are held, as a rule, 1 quarterly.

7. The emergency meeting of the Commission is held as required and convened by the commission chairman.

8. The meeting is conducted by the commission chairman.

9. Commission session is considered valid if there are at least 5 members of its permanent structure.

10. The working office of the Commission are the secretary of the Commission and department of registration and licensing of the head legal department of the Ministry of information of the Republic of Belarus.

11. The member of the commission performs personal vote. Correspondence voting or vote through the representative is not allowed.

12. Decisions are made by open voting by a majority vote.

13. During the vote it is counted votes by the chairman.

14. Each member of the commission has one voice and can vote: pro, contra, "refrained".

15. In case of equal poll the voice of the chairman is decisive.

16. Results of vote are drawn up by the minutes of the Commission which are signed presiding over its meeting.
