About approval of Rules of accession of electroinstallations to power networks

According to the Law of Ukraine "About power industry", the Presidential decree of Ukraine of November 23, 2011 No. 1059 "About the National commission performing state regulation in the field of power" the National commission performing state regulation in the field of power DECIDES:

1. Approve Rules of accession of electroinstallations to power networks which are attached.

2. In accordance with the established procedure to provide to management of the retail market of electrical energy provision of this resolution on state registration in the Ministry of Justice of Ukraine.

3. This resolution becomes effective from the date of its official publication.

Rules of accession of electroinstallations to power networks

І. General provisions

1.1. These rules govern the relations arising during accession new constructed, reconstructed or technically the re-equipped electroinstallations of customers (except cogeneration installations) to power networks.

For implementation of requirements of these rules in the electrotransfer organization the relevant order regulating actions of personnel concerning distribution of the rights and obligations during implementation of actions for accession and connection of electroinstallations of customers and providing realization of the principle of "single window" for the customer is issued.

1.2. In these rules terms are used in such values:

the Treaty of Accession to power networks - the written arrangement of the parties which is the document of the established form which determines content and regulates legal relationship between the parties concerning accession of electroinstallations of the customer to power networks of the owner of power supply networks (further - the Treaty of Accession);

electrification - accomplishment by the electrotransfer organization of complex of actions for construction and putting into operation of new power networks (air or cable networks, substations, distributing devices and so forth) in the territory of new housing complex (residential district/quarter, the street) in the established legislation on regulation of town-planning activities of procedure;

electroinstallations of external providing - the power networks (objects) built, reconstructed or technically the ensuring capacity re-equipped from point to point of accession of electroinstallations of the customer on accomplishment of the specification on designing and/or specifications;

the customer - physical person or legal entity which in in writing or different way determined by these rules reported to the electrotransfer organization about intention to attach the new constructed electroinstallations to power networks or to change technical parameters of the operating electroinstallations in result of reconstruction or technical retrofitting;

change of technical parameters - increase in size of the electroinstallation in result of reconstruction or technical retrofitting of object permitted to capacity utilization, increase in level of reliability of power supply of electroinstallation, change of point of accession, change of the power supply circuit of electroinstallations of the customer with single-phase on three-phase;

linear part of accession - the line (lines) of electricity transmission which (which) is under construction (are under construction) for needs of the customer, from point in the existing (operating) power networks (air-line, transformer substation or distribution point) of the power supplying organization of the corresponding degree of tension from which it is necessary to perform construction of power networks, to point of accession of electroinstallations of the customer;
