The governments of the State Parties of the Commonwealth of Independent States which are hereinafter referred to as with the Parties, aiming at implementation of international treaties in the field of power industry within the Commonwealth of Independent States, based on provisions of the Concept of forming of single (general) educational space of the Commonwealth of Independent States of January 17, 1997, the Agreement on cooperation on forming of single (general) educational space of the Commonwealth of Independent States of January 17, 1997, the Concept of development of distance training in the State Parties of the Commonwealth of Independent States of November 22, 2007, being guided by the Agreement on cooperation in the field of advanced training and occupational retraining of specialists of the State Parties of the Commonwealth of Independent States of May 25, 2007, aiming at providing power industry with qualified personnel, agreed as follows:

Article 1

For the purposes of this agreement the used terms have the following value:

professional education – education type which is directed to acquisition by students in the course of development of the main professional educational programs of knowledge, abilities, skills and forming of competence of certain level and amount allowing message professional activity in certain sphere and (or) to perform work on specific profession or specialty;

professional training (training) – education type which is directed to acquisition by students of knowledge, abilities, skills and forming of competence necessary for accomplishment of certain labor, office functions (certain types of labor, office activity, professions);

retraining and increase in professional qualification – education type within appropriate levels of the professional education performed for the purpose of enhancement of competence or increase in level of professional qualification by this or that profession;

increase in professional qualification – education type which is directed to enhancement and (or) receipt of the new competence necessary for professional activity, and (or) increase in professional level within the available qualification. It is performed according to programs of additional professional education, and also in the form of professional training according to programs of advanced training of workers and employees;

occupational retraining – additional professional education which is directed to receipt of the competence necessary for accomplishment of new type of professional activity and to acquisition of new qualification.

Article 2

The purpose of this agreement is interaction of the Parties on acceptance of agreed measures in the field of professional education regarding the professional training (training), advanced training and retraining of personnel in the field of power industry performed by educational institutions (organizations).

Article 3

The parties for the purpose of implementation of this agreement perform:

development of offers (mechanisms) on coordination of integration processes and rapprochement of systems of professional training (training), advanced training and retraining of personnel in the field of power industry;

determination of the main requirements and the principles of professional training (training), advanced training and retraining of personnel in the field of power industry;

harmonization of the legislation of the State Parties of this agreement in the field of professional training (training), advanced training and retraining of personnel in the field of power industry;

development of the necessary legal base of cooperation in the field of professional training (training), advanced training and retraining of personnel in the field of power industry, and also legal and organizational support of mutual recognition of equivalence of documents on professional training (training), advanced training and retraining of personnel in the field of power industry according to international treaties;

implementation of joint project development of interstate agreements and projects of regulatory legal acts of the CIS in the field of professional training (training), advanced training and retraining of personnel in the field of power industry, and also model (referral) educational programs;

interstate information exchange in the field of professional training (training), advanced training and retraining of personnel in the field of power industry;

scientific and methodical ensuring cooperation;

approval of holding the specific actions provided in this Article.

Article 4

Each Party according to the international obligations and the legislation of its state promotes provision to citizens of other State Parties of this agreement of possibility of professional training (training), advanced training and retraining of personnel in the field of power industry.

Article 5

The parties take measures for harmonization of regulatory legal acts of the State Parties of this agreement and forming of the necessary regulatory framework regulating questions of professional training (training), advanced training and retraining of personnel in the field of power industry.

Article 6

The parties coordinate work in the field of professional training (training), advanced training and retraining of personnel in the field of power industry by harmonization of the legislation of the State Parties of this agreement, joint development of interstate regulations of the Commonwealth of Independent States, model (referral) educational programs and other documents.

Article 7

The parties promote exchange of information about national system of professional training (training), advanced training and retraining of personnel in the field of power industry.

The parties communicate about educational and methodical materials and about scientific publications, holding scientific and practical conferences, other actions in the field of professional training (training), advanced training and retraining of personnel in the field of power industry.

Article 8

The parties render assistance to participation of representatives of the State Parties of this agreement in the international congresses, seminars, conferences and symposiums in the field of preparation (training) of the personnel in the field of power industry which is carried out in the territories of the State Parties of the CIS.

Article 9

The parties determine the main requirements and the principles for quality assurance of professional training (training), advanced training and retraining of personnel in the field of power industry.
