Approve the Procedure for use of the means provided in the government budget for social adaptation of the military personnel transferred to the reserve or resignation which is applied.

Procedure for use of the means provided in the government budget for social adaptation of the military personnel transferred to the reserve or resignation

1. This Procedure determines the mechanism of use of the means provided in the government budget according to the "Advanced Training of Employees of Social Security Authorities and Social Adaptation of the Military Personnel Transferred to the Reserve or Resignation" program for social adaptation of the military personnel transferred to the reserve or resignation (further - budgetary funds).

2. Budgetary funds are allocated for professional training, retraining and advanced training (further - professional training) the military personnel of Armed Forces which are subject to dismissal in connection with staff reduction or holding organizational actions, for health reasons, of persons discharged from military service in Armed Forces in connection with staff reduction or holding organizational actions, and the military personnel of other military forming and law enforcement agencies of special purpose, State special transservice which are subject to dismissal from military service in connection with staff reduction or holding organizational actions, for health reasons (further - the dismissed military personnel).

3. The main manager of budgetary funds and the executive in charge of the budget program is Minsotspolitiki.

4. Minsotspolitiki based on the data obtained from Armed Forces, other military forming and law enforcement agencies of special purpose, State special transservice, concerning the number of the dismissed military personnel determines regions in which it is necessary to hold events for professional training of the dismissed military personnel.

5. Procurement of services in professional training of the dismissed military personnel is conducted through budgetary funds in the procedure established by the law.

Minsotspolitiki within the corresponding budgetary appropriations signs with educational institutions irrespective of pattern of ownership agreements concerning provision of services on professional training of the dismissed military personnel.

Conditions of such agreement shall provide, in particular:

non-admission of inclusion in cost of services in professional training of expenses which are directly not connected with their provision, or unreasonable value addition of such services;

responsibility for failure to carry out or untimely accomplishment of obligations, including application of penalties;

representation quarterly to the 15th day of the next month educational institutions in Minsotspolitiki of information on agreement performance.

The direction of budgetary funds is not allowed on:

acquisition of services which are directly not connected with professional training of the dismissed military personnel;

payment of intermediary services;

financing of events which are held for the expenditure account, provided by other budget programs;

holding actions which purpose is profit earning.

6. Calculations of cost of services in professional training of the dismissed military personnel are perfromed by educational institutions according to the order MON, Ministry of Economics and the Ministry of Finance of July 23, 2010 No. 736/902/758.

7. Budgetary funds are used within budget settings taking into account the actions plan on professional training of the dismissed military personnel and need of accomplishment of the budget obligations of the last years registered in bodies of Treasury in case of their compliance to the passport of the budget program.

Minsotspolitiki affirms the actions plan in which the name of action, the executive in charge, date and the venue, expense amount is specified. In case of need changes can be made to the actions plan.

The actions plan moves to the Ministry of Finance in two weeks after its approval.

8. Creation and accomplishment of the estimate on expenses on professional training of the dismissed military personnel is performed in the procedure established by the legislation.

9. Minsotspolitiki pays the services in professional training of the dismissed military personnel provided by educational institutions based on the relevant acts.

10. Responsibility for target use of budgetary funds, creation and submission of financial and budget reports about use of budgetary funds, and also control of their target and effective expenditure are performed in the procedure established by the legislation.
