About determination of questions which belong to competence of the First vice-Prime Minister of Ukraine and vice-Prime Ministers of Ukraine
According to article 43 of the Law of Ukraine "About the Cabinet of Ministers of Ukraine", Presidential decrees of Ukraine of December 24, 2012 and of December 28, 2012 No. 765 "Questions of ensuring accomplishment of the tasks and powers assigned to the Cabinet of Ministers of Ukraine in spheres of culture, education, science, youth, sport and health care" the Cabinet of Ministers of Ukraine decides No. 731 "Some questions of ensuring accomplishment of the tasks and powers assigned to the Cabinet of Ministers of Ukraine":
1. Determine questions which belong to competence of the First vice-Prime Minister of Ukraine and vice-Prime Ministers of Ukraine, according to appendix 1.
2. Determine that in case of absence:
The Prime Minister of Ukraine its powers is performed by the First vice-Prime Minister of Ukraine;
The first vice-Prime Minister of Ukraine or one of vice-premyerministrov of Ukraine their powers is performed by officials according to appendix 2.
3. Recognize invalid acts of the Cabinet of Ministers of Ukraine according to the list which is attached.

1. The first vice-Prime Minister of Ukraine and vice-Prime Ministers of Ukraine according to article 43 of the Law of Ukraine "About the Cabinet of Ministers of Ukraine" and taking into account Presidential decrees of Ukraine of December 24, 2012 No. 731 "Some questions of ensuring accomplishment of the tasks and powers assigned to the Cabinet of Ministers of Ukraine" and of December 28, 2012 No. 765 "Questions of ensuring accomplishment of the tasks and powers assigned to the Cabinet of Ministers of Ukraine in spheres of culture, education, science, youth, sport and health care":
provide accomplishment of the tasks and powers assigned to the Cabinet of Ministers of Ukraine in the corresponding activities;
provide preparation of questions for consideration at cabinet meetings of Ukraine, previously consider and approve drafts of the laws, acts of the President of Ukraine which prepare the Cabinet of Ministers of Ukraine, and drafts of the relevant acts of the Cabinet of Ministers of Ukraine, promote coordination of line items between cabinet ministers of Ukraine, make offers concerning the agenda of cabinet meetings of Ukraine;
participate in consideration of questions at cabinet meetings of Ukraine, have the right to be present at meetings of the Verkhovna Rada of Ukraine and its bodies, to participate in work of boards of the ministries and other central executive bodies, meetings of Council of Ministers of the Autonomous Republic of Crimea;
provide interaction of the Cabinet of Ministers of Ukraine with the President of Ukraine and the Verkhovna Rada of Ukraine concerning activities of the Cabinet of Ministers of Ukraine, other executive bodies;
perform according to the decision of the Cabinet of Ministers of Ukraine management of consultative, advisory and other facilitative branches which are formed by the Cabinet of Ministers of Ukraine;
represent in accordance with the established procedure the Cabinet of Ministers of Ukraine in the relations with other bodies, the companies, organizations and the organizations in Ukraine and beyond its limits;
conduct negotiations and sign the international agreements of Ukraine according to the powers conferred to them;
perform other powers provided by the laws.
The first vice-Prime Minister of Ukraine and vice-Prime Ministers of Ukraine, performing the powers assigned to them, approve the conclusion and contract cancelation with heads of the state companies which belong to the sphere of management of the ministries and other central executive bodies, according to nomenclature groups to which the specified state companies, on the indicators approved according to appendix 2 to the resolution of the Cabinet of Ministers of Ukraine of March 19, 1993 No. 203 "About application of contractual form of the employment contract with the director which is in state-owned property" (ZP of Ukraine, 1993, No. 6, of Art. 121 belong; Official Bulletin of Ukraine, 1999, No. 13, Art. 514).
According to the resolution of the Cabinet of Ministers of Ukraine of March 29, 2010 No. 297 "Some questions of management of corporate laws of the state" (The Official Bulletin of Ukraine, 2010, No. 26, of the Art. 1030) the First vice-Prime Minister of Ukraine approves tasks for vote to representatives of the state on general meetings and meetings of the supervisory board of economic societies in which authorized capital the state share constitutes over 50 percent, after their preliminary consideration by vice-Prime Ministers of Ukraine.
2. The first vice-Prime Minister of Ukraine of Water-melons of S.G. provides accomplishment of the tasks and powers assigned to the Cabinet of Ministers of Ukraine in areas of agrarian policy and food, economic development, trade, social policy, finance, the income and charges.
Questions of ensuring implementation of the Program of economic reforms for 2010-2014 "Prosperous society, competitive economy, the effective state" and implementation of the National plan of action for 2013 concerning implementation of the specified Program for the "Privatization and Management of State-owned Property" direction belong to competence of the First vice-Prime Minister of Ukraine Arbuzov S. G.
3. Vice-Prime Minister of Ukraine Boyko Yu. A. provides accomplishment of the tasks and powers assigned to the Cabinet of Ministers of Ukraine in spheres of ecology, natural resources, power, space activities, coal industry and industrial policy.
To competence of the Vice-Prime Minister of Ukraine Boyko Yu. A. questions of ensuring implementation of the Program of economic reforms for 2010-2014 "Prosperous society, competitive economy, the effective state" and implementation of the National plan of action for 2013 concerning implementation of the specified Program for the Reform of Power direction belong.
4. Vice-Prime Minister of Ukraine Vilkul O. Yu. provides accomplishment of the tasks and powers assigned to the Cabinet of Ministers of Ukraine in spheres of infrastructure, regional development, construction and housing and communal services.
