About approval of the Procedure for administration of the State land cadastre

According to the paragraph of the fourth Item 1, of the subitem 2 Item 3 of the Regulations on the Ministry of Agricultural Policy and Food of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of February 17, 2021 No. 124, and Item 200 of the Procedure for maintaining the State land cadastre approved by the resolution of the Cabinet of Ministers of Ukraine of October 17, 2012 No. 1051, I ORDER:

1. Approve the Procedure for administration of the State land cadastre which is applied.

2. To department of agriculture (Demidov O. A.) provide provision of this order on state registration in the Ministry of Justice of Ukraine in the procedure established by the legislation.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the deputy minister Senya O. V.

Procedure for administration of the State land cadastre

І. General provisions

1.1. This Procedure determines content and general requirements to administration of the State land cadastre.

1.2. In this Procedure terms are used in such values:

the administrator of the State land cadastre - the state company which treats the sphere of management of the central executive body realizing state policy in the field of land relations;

administration of the State land cadastre - implementation of actions for creation and support of the software of the State land cadastre; technical and technological support of the State land cadastre; storage and protection of data of the State land cadastre;

the user - physical person or legal entity which has access to the State land cadastre from the automated workplace and uses data of the State land cadastre and/or performs exchange of data according to the procedure of information exchange between inventories and information systems according to the legislation.

Other terms in this Procedure are used in the values given in the Land code of Ukraine, the Laws of Ukraine "About the State land cadastre", "About land management", "About assessment of lands", "About land and cartographic activities", "About state registration of the corporeal rights to real estate and their burdenings", "About information", "About electronic confidential services", "About information security in information and telecommunication systems".

1.3. Administration of the State land cadastre is performed for the purpose of ensuring functioning of the State land cadastre, namely:

1.3.1. Fixed assets of the automated processing, storage, transfer and information security:

the server hardware providing information processing of the State land cadastre;

information storage systems (including carriers);

the automated workplaces of users of system;

complex of means of information protection.

1.3.2. Network equipment and information and telecommunication networks:

network equipment of all levels;

networks of information transfer;

local area networks.

1.3.3. Infrastructure systems and complexes of providing circle of functioning of means of processing and storage of information, network equipment:

electric utility power grids and power supply systems;

systems of providing climatic conditions of functioning of the equipment;

control systems of access to objects;

systems of technical protection and safety of objects.

1.3.4. Systems and complexes of monitoring, safety and alarm system:

monitoring systems of functioning of the equipment of processing and storage of information;

monitoring systems of functioning of network of information transfer;

systems of the alarm system about origin supernumerary and emergencies.

1.3.5. Objects and separate complexes:

data-processing centers (the main, reserve);

storage locations of carriers and electronic archives;

places and complexes of reserve electric utility service.

1.3.6. General software of the State land cadastre:

server operating systems;

local operating systems;

server ensuring general purpose;

software of general use (work with texts, spreadsheets, programs for work with the Internet);

software of databases;

geoinformation software;

software of automation of processes of maintaining the State land cadastre.

1.3.7. The software of the State land cadastre of provision of information services which is used for:

ensuring information exchange between subjects of information exchange of other inventories and information systems, their holders and administrators for use of data of the State land cadastre;

entering of data (changes in them) into the State land cadastre;

ensuring use of data of the State land cadastre.

1.3.8. The specialized software of the State land cadastre which is used for:

creations of backup copies of the software and data of the State land cadastre;

control of operability of the equipment;

monitoring of data transmission network;

information security;

monitoring of parameters of safety of objects and locations of compound systems.

1.4. Administration of the State land cadastre is performed by the administrator of the State land cadastre (further - the Administrator) based on the agreements signed with:

The state geoinventory on performance of works and provision of services, connected with administration of the State land cadastre;

users on performance of works and rendering the services connected with ensuring provision of access to the State land cadastre in cases stipulated by the legislation.

1.5. The administrator performs economic activity in the field of maintaining the State land cadastre, and also in other spheres according to this Procedure and the charter.

1.6. The organizational structure of the Administrator provides accomplishment of actions for administration of the State land cadastre by him in all territory of Ukraine.
