About the Military doctrine of the Union State

The supreme State Council of the Union State decides:

1. Approve the Military doctrine of the Union State provided by Council of Ministers of the Union State it (is applied).

2. To provide to Council of Ministers of the Union State realization of basic provisions of the Military doctrine of the Union State. To systematically inform the Supreme State Council of the Union State on the course of its realization.

3. This Resolution becomes effective from the date of its signing.

Military doctrine of the Union State

The military doctrine of the Union State (further - the Military doctrine) is the document of the period of creation of the Union State. It concretizes the Concept of safety of the Union of Belarus and Russia and represents system officially of the accepted single views and installations of ensuring military safety of the State Parties of the Agreement on creation of the Union State (daleegosudarstv-participating).

The legal basis of the Military doctrine is constituted by constitutions of the Republic of Belarus and the Russian Federation, provision of the Charter of the UN, the international obligations of the Republic of Belarus and the Russian Federation in military area.

The military doctrine has defensive nature and is aimed at providing territorial integrity and sovereignty of the State Parties, maintenance of strategic stability and creation of conditions for durable and just peace.

The State Parties confirm commitment to political not military measures for prevention and permission of crisis situations. At the same time they express strong determination to ensure military safety of the State Parties of the Agreement on creation of the Union State by all forces and means which are available at their order.

Realization of provisions of the Military doctrine is reached by implementation of the coordinated measures of military-political, strategic, military-economic nature and actions of all public authorities with active participation of public organizations, associations and citizens of the State Parties.

In process of deepening of political, economic and military integration within the Union State, and also in case of accession to it of other states sharing its purposes and the principles, provisions of the Military doctrine can change and be supplemented in accordance with the established procedure by mutual consent of the State Parties.

Tendencies of development of military-political situation and main threats of military safety to the State Parties of the Agreement on creation of the Union State

1.1. The military-political situation in the world develops under the influence of the happening changes in system of the international relations. Essential impact on its development is made by deepening of the international and regional integration, forming of global financial and economic and information space, strengthening of rivalry between the world and regional centers of force for expansion of the influence.

The main contradictions in the modern world are generated by process of globalization of economies within which fight, on the one hand, - for preserving the single-pole world amplifies, with another - for forming of multipole world procedure and preserving by the states sovereignty and national originality.

The significant destabilizing effect on development of military-political situation is exerted by strengthening of nationalist and religious extremism, uncontrollable distribution of nuclear and rocket technologies, growth of arms trafficking and drugs, the international terrorism and transnational organized crime.

1.2. In modern conditions the threat of large-scale aggression against the State Parties considerably decreased. The main rate opponents of the created Union State becomes on use of historically developed contradictions in certain regions of the State Parties, support from the outside of destructive political forces, extremist nationalist and secession movements, provoking of the internal conflicts, retraction of the State Parties in the conflicts on perimeter of their borders and weakening of economy in local wars and armed conflicts.

Ensuring military safety of the State Parties

1.3. The State Parties will direct the efforts to assistance to forming of the multipole world founded on equality, sovereignty of each of the states of the world community, non-interference to internal affairs, development of multilateral and bilateral mutually beneficial cooperation, permission of crisis situations by exclusively political means on the basis of rules of international law.

1.4. The purpose of ensuring military safety of the State Parties is creation of favorable peace conditions for sustainable and their all-round development by prevention, localization and neutralization of military threats.

Being guided by this purpose, the State Parties:

proceed from firmness of system of the conventional principles and rules of international law, steadily follow provisions of the Charter of the UN, the Helsinki agreements, the Parisian charter, the Istanbul charter of the European safety and other international treaties and agreements;

build the relations with all states on respect of the principles of sovereignty, territorial integrity, non-interference to internal affairs and other conventional principles of international law, promote expansion of measures of trust in military area, pursue the consistent policy directed to prevention of wars and armed conflicts;

give preference to political and diplomatic and other not military means of prevention, localization and neutralization of military threats within collective security at the regional and global level;

consider all states and the unions of the states which policy does not cause damage to interests of the State Parties as partners and does not contradict the Charter of the UN;

attach priority significance to forming of system of collective security on the basis of development and strengthening of the Agreement on collective security of May 15, 1992;

support strict observance of the reached international agreements on reducing armed forces and arms.

Strictly following these provisions, the State Parties consider any violent acts directed against any of the states of the created Union State as infringement of the Union State in general and will be undertaken by the adequate response measures with use of all forces and means which are at their disposal.
