Approved by the Resolution of the Cabinet of Ministers of the Azerbaijan Republic of December 30, 2012 No. 331
1.1. These rules are prepared according to Article 295.5 of "The customs code of the Azerbaijan Republic" (further - the Customs code) and establish rules of implementation of customs control over the goods moved through customs border by means of power lines.
2.1. The customs clearance of the goods moved through customs border by means of power lines begins with the moment of submission by the customs applicant to customs authority of the declaration connected with customs clearance.
2.2. The customs declaration and other documents and data necessary for the customs purposes are represented to the customs authority exercising customs control and customs clearance in electronic or written form on paper.
2.3. The list of the documents and data provided along with the customs declaration for the room under the declared customs procedure of the goods moved through customs border by means of power lines is determined according to Article 150.3 of the Customs code.
2.4. The incomplete declaration moves when owing to the following reasons the customs declaration cannot be submitted:
2.4.1. absence for date of submission of the customs declaration of consignment which shall be actually shown to customs authorities;
2.4.2. impossibility of determination of quantity, goods quality and their cost for date of submission of the customs declaration.
2.5. In the incomplete declaration the main data necessary for the customs purposes are specified. Missing data are represented by the customs applicant according to the procedure and in time, established by the legislation.
2.6. The incomplete declaration concerning the goods moved through customs border on power lines is submitted in customs authority within a month, preceding quarter of delivery.
2.7. The electric power moved under one agreement during one calendar month is declared according to one declaration.
2.8. The customs clearance of the goods moved through customs border on power lines based on the short import (export) declaration comes to the end with submission to customs authority of the customs declaration concerning the specified goods during thirty (30) days since the end of the period of movement after making of necessary customs transactions and also customs payment, according to Article 104.2 of the Customs code.
3.1. Means of identification are not applied to the goods moved through customs border on power lines.
3.2. Customs authorities establish in the customs purposes quantity, quality and other characteristics of the goods moved through customs border on power lines based on the data containing in the relevant documents and data of the accounting which is carried out by customs authorities according to indications of measuring devices.
