About Service of the state supervision of medical activities and social protection of the population

1. Approve the Provision, Structure of central office, the Scheme of management and the List of organizations of system of Service of the state supervision of medical activities and social protection of the population of the Ministry of Health and Social Protection of the Republic of Tajikistan (the appendices 1,2,3 and 4).

2. Establish the extreme number of staff of Service of the state supervision of medical activities and social protection of the population in number of 62 units (without service personnel), including 23 units of central office and 39 units of structural divisions.

3. Permit the head of Service of the state supervision of medical activities and social protection of the population to have one deputy and set limit of office cars in number of 6 units, including 2 units for central office.

4. And the bodies specified in the Scheme of management of Service of the state supervision of medical activities and social protection of the population to perform financing of central office of Service of the state supervision of medical activities at the expense of means of the republican budget and other means in coordination with the Ministry of Finance of the Republic of Tajikistan.

Regulations on Service of the state supervision of medical activities and social protection of the population

1. General provisions

1. The service of the state supervision of medical activities (further - Service) is the authorized body of the state executive authority exercising the state supervision of medical activities and social protection of the population in the Republic of Tajikistan.

2. The service is included into the Scheme of management of the Ministry of Health and Social Protection of the Republic of Tajikistan.

3. The service performs the activities in interaction with bodies of the executive government, both other public associations and the international organizations.

4. The legal base of activities of Service are the Constitution (Fundamental law) of the Republic of Tajikistan, the Law of the Republic of Tajikistan "About public health care", other laws and regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by the Republic of Tajikistan and this Provision.

- controls activities of medical and social institutions for observance of regulations of regulatory legal acts of the Republic of Tajikistan;

- exercises control of the course of realization of state policy in the field of health protection and social protection of the population regarding providing corresponding qualities of the medical and social services provided by healthcare institutions and social service;

- develops rules of scheduled and not complex inspections, accreditation of healthcare institutions (treatment-and-prophylactic and sanatorium organizations, cosmetology and radiological offices, clinical and the physician - biological laboratories except for of test, calibrating laboratories and certification bodies) and for the purpose of assessment of their compliance with the standards accepted in the Republic of Tajikistan, carries out the specified inspections;

- together with the Ministry of Health organizes development of standards on delivery of health care and social;

- in the sphere of the activities cooperates with the state authorized body in the field of assessment of conformity;

- controls service quality, provided by the legal entities and physical persons performing rendering the medical and sanitary help to citizens irrespective of their patterns of ownership, departmental accessory and profile of activities;

- exercises quality control of diagnostic services (laboratory, offices of functional diagnostics, computer tomography, magnitno - resonant tomography, ultrasonic diagnostics, X-ray offices, etc.);

- makes recommendations and instructions on elimination of discrepancies in work of the healthcare institutions revealed in the course of checks and accreditation examination;

- coordinates implementation of inspection check-up in accomplishment of recommendations and instructions of Service by results of checks and accreditation examinations;

- provides preparation of short-term, medium and long-term term reports of realization of the regulations and rules established by regulatory legal acts of the Republic of Tajikistan in the sphere of provision of the medical and sanitary help, and also requirements of the standards accepted in the country;

- submits for consideration of the Ministry of Health and Social Protection of the Republic of Tajikistan of suggestion for improvement of work of healthcare institutions, to improvement of quality of the medical services provided to citizens;

- exercises supervision of activities of medical councils of healthcare institutions, vrachebno - the advisory commissions, committees on quality of medical services and the commissions on the analysis of lethal outcomes;

- keeps the register of accredited healthcare institutions (treatment-and-prophylactic and sanatorium organizations, cosmetology and radiological, clinical and medical offices;
