About approval of the Instruction for customs control of goods using system of double corridor

1. Approve the enclosed Instruction for customs control of goods using system of double corridor.

2. This resolution becomes effective after 15 days from the date of official publication.

The instruction for customs control of goods using system of double corridor

1. General provisions

1. System of double corridor - the simplified system of customs control allowing the physical persons following through customs border to perform the independent choice between "red" corridor (with customs declaration of goods in writing) and "green" corridor.

2. Customs control of the goods moved with physical persons at check points through frontier of the Kyrgyz Republic (further - check points) is made by customs authorities in which region of activities check points, taking into account the features given in this Instruction are located.

3. The physical person has the right to declare voluntarily in writing the goods moved with it through customs border, which are not subject to obligatory written declaring.

4. The system of double corridor is divided into "red" corridor and "green" corridor and allows the physical person following through the check point to perform the independent choice of the declaration form and the corridor corresponding to it for customs clearance and customs control of the goods moved with it.

5. The locations of double corridor at check points it is determined by authorized state body by customs affairs.

6. According to Article 200 of the Customs code of the Kyrgyz Republic the customs authority making customs clearance and customs control of the goods moved with physical persons through check points organizes just before system of double corridor the information zone intended in order that the physical person had opportunity to make conscious choice of the declaration form of goods and the corresponding corridor.

7. Information zone is equipped with the stands, boards, board, booklets and other information materials stated in the state, official and English languages, and also any other language which use will be acknowledged reasonable customs authority in which region of activities the specific check point is located.

The customs authority shall make necessary changes to information materials timely.

In information zone places for filling of forms of customs declarations with inventory of net forms and models of its filling shall be equipped.

2. Passing of "red" corridor

8. In case of the choice of "red" corridor the physical person performs declaring in writing.

The entrance to "red" corridor is designated by special graphical symbol in the form of square of red color, and also texts "Kyzyl corridor", "Red channel", ("Redchannel") and "The goods which are subject to obligatory written declaring", "Mildet?? t? р?? to zhazu? з? нд? to deklaratsiyalanuuch товарлар" ("Goodstodeclare") in the state, official and English languages, executed in red color.

10. "Red channel" is intended for declaring by physical persons moved with them through customs border of the Kyrgyz Republic in the accompanied baggage of the goods which are subject to obligatory written declaring and also for the statement of data on intention of movement of goods in unaccompanied baggage.

11. In case of the choice of written form of declaring by physical person ("red channel"), according to the customs legislation of the Kyrgyz Republic, declaring in the established form is made and it is represented to the official of customs authority together with other documents and data necessary for the purposes of customs control.

3. Passing of "green" corridor

12. In case of the choice of "green" corridor the physical person performs declaring in implied form by making of the actions testimonial of the fact that the hand luggage and the accompanied baggage of physical person does not contain the goods which are subject to written declaring.

13. The entrance to "green" corridor is designated by special graphical symbol in the form of green color on white background, and also texts "Zhashyl corridor", "Green channel" ("Greenchannel") and "Mildet?? t? рд?? to zhazu? з? нд? the deklaratsiyalanuuch товарлар shock", "Does not have the goods which are subject to obligatory written declaring" ("Nothing to declare"), in the state, official and English languages, executed in green color.

14. Non-use of separate forms of customs control in "green" corridor does not mean that persons are exempted from obligations of observance of the customs legislation of the Kyrgyz Republic.

15. Officials of customs authority have the right to perform selective examination of the physical persons following along "green" corridor.

4. Application and arrangement of system of double corridor

16. The arrangement of "red" and "green" corridors shall provide, whenever possible, direct movement of flow of physical persons from information zone to exit from corridors after making of customs procedures. The distance between the place of issue of baggage and entrances to corridors shall be sufficient in order that physical persons could choose the corresponding corridor and pass it, without experiencing difficulties.

17. Places of entrance to "green channel" or "red channel" it is designated by the green or red line up to 50 centimeters wide.

18. The place of exit from "green channel" or "red channel" is designated by the line of green or red color up to 50 cm wide. Movement of goods by physical person for the specified line means completion of customs clearance of the goods imported by it which are not requiring obligatory written declaring when moving through customs border of the Kyrgyz Republic. Such goods are considered as issued.

19. The lines designating the place of entrance to "green" corridor and the place of exit from "green" corridor shall not match.
