To agency on public procurements of goods, works and services under the Government of the Republic of Tajikistan together with the Ministry of Economic Development and Trade of the Republic of Tajikistan, the State committee on investments and management of state-owned property of the Republic of Tajikistan and the Ministry of Finance of the Republic of Tajikistan to take necessary measures for implementation of this Program.

1. Public procurements, being the mechanism of requirements satisfaction of the state in goods, works and services, make considerable impact on all spheres of economy and constitute integral part of market economy as government procurement is conducted in the market, and market mechanisms are applied to them. The main indicators of successful functioning of system of state procurements are the effective and economical expenditure of public funds, transparency and impartiality of procedures of public procurements, expansion of circle of participants of public procurements, reducings number of claims to actions of participants of public procurements.
With enforcement of the Law of the Republic of Tajikistan "About public procurements of goods, works and services" in March, 2006, developed on the basis of standard model of UNCITRAL, public procurements in the Republic of Tajikistan found the new shape meeting the modern requirements for implementation of procedures of public procurements.
In spite of the fact that in general the system of public procurements in Tajikistan is stable and does not cause special complaints from her participants as the buying organizations, and private sector, it is impossible to recognize the current provision in this area completely satisfactory. The comparative analysis with systems of public procurements in other countries confirms lack of the long-term development strategy which is turning on new instruments of goal achievement on effective expenditure of public funds.
2. In developed countries, and also in many developing countries, public procurements already passed into stage of use of modern information technologies instead of implementation of procedures of purchases in paper format, and received the name of electronic government purchases. The electronic procurement representing implementation of procedures of purchases with use of information technologies are optimal and effective solution of the majority of the problems arising during purchases traditionally.
The major factors inducing to acceptance and implementation of this Program are need of creation of common information space on all public procurements and increases in level of transparency of procedures of public procurements at all its stages, insufficiently high level of the competition, in particular weak presence in the sphere of public procurements of foreign suppliers, lack of accurate interrelation of purchases with annual plans of purchases, requirements for centralized accounting and forming of statistical data on the basis of modern information technologies, strengthening of the state control and creation of public monitoring of public procurements. This Program represents the mechanism of implementation of one of elements of the electronic government caused by the Concept of forming of the electronic government in the Republic of Tajikistan accepted by the order of the Government of the Republic of Tajikistan of December 30, 2011, No. 643.
