According to article 5 of the Law of Ukraine "About the basic principles of the state supervision (control) in the field of economic activity" the Cabinet of Ministers of Ukraine decides:

Approve criteria by which the risk degree from carrying out the economic activity connected with use, protection and reproduction of the state hunting fund is estimated and frequency of implementation of planned actions of the state supervision (control) of forest resources by the State agency, according to appendix is determined.

Criteria by which the risk degree from carrying out the economic activity connected with use, protection and reproduction of the state hunting fund is estimated and frequency of implementation of planned actions of the state supervision (control) of forest resources by the State agency is determined

1. Criteria by which the risk degree from carrying out the economic activity connected with use, protection and reproduction of the state hunting fund is estimated are:

observance of requirements of the legislation concerning amounts of obligatory investment of capital in ensuring protection and reproduction of the state hunting fund;

availability of egersky service in number, stipulated by the legislation;

the actual number of hunting animals (it is estimated on the number of roe European, normative requirements to which optimum number are established by the legislation).

2. According to the established criteria subjects of managing belong to one of three risk degrees - high, average or insignificant.

3. With high risk belong subjects at which to subjects of managing:

within the last three years which precede planned the amount of investment of capital in ensuring protection and reproduction of hunting animals makes no more than 60 percent of the amount established by the legislation;

for year which precedes planned the level of staffing of egersky service constitutes no more than 60 percent of the number established by the legislation;

the actual number of roe European constitutes no more than 40 percent of the optimum number established by the legislation.

4. With average risk degree belong subjects at which to subjects of managing:

within the last three years which precede planned the amount of investment of capital in ensuring protection and reproduction of hunting animals makes from 60 to 90 percent of the amount established by the legislation;

for year which precedes planned the level of staffing of egersky service constitutes from 60 to 90 percent of the number established by the legislation;

the actual number of roe European constitutes from 40 to 80 percent of the optimum number established by the legislation.

5. Subjects which are not carried to subjects of managing with high and/or average risk degree belong to subjects of managing with insignificant risk degree.

6. In case when the subject of managing can be carried at the same time to two or more risk degrees, such subject treats the highest risk degree.

7. Planned actions of the state supervision (control) of observance by subjects of managing of the legislation in the field of use, protection and reproduction of the state hunting fund are performed by Goslesagentstv with such frequency:

with high risk - is not more often than once for two years;

with average risk degree - is not more often than once for three years;

with insignificant risk degree - is not more often than once for five years.

8. If by results of planned and unplanned actions of the state supervision (control) (in the presence) within the last six years for subjects of managing which are carried to average risk degree and within the last ten years for subjects of managing which are carried to insignificant risk degree, at the subject of managing violations of requirements of the legislation in the field of use, protection and reproduction of the state hunting fund are not revealed, the following planned event of the state supervision (control) concerning such subject of managing is held not earlier than through the period of time established for the corresponding risk degree, increased in time 1,5.

If from the date of adoption of such decision by results of unscheduled inspections violations by the subject of managing of requirements of the legislation in the respective sphere are revealed, the following planned event of the state supervision (control) concerning such subject of managing is performed in the next planning period.
